And finally to my partner, Melody Zagami, your love, especially throughout the late hours and long weekends, is a tremendous gift I am thankful for every day. v Barelas Rail Yard Redevelopment: A Stakeholder Assessment BY Michael Furze Community-based redevelopment of Albuquerque, New Mexico’s twenty-seven acre Barelas Rail Yard site represents one possible outcome of the ongoing redevelopment process. This thesis uses semi- structured interviews with neighborhood residents and community activists to reveal visions and concerns about the future of the site from beyond the profit-driven approach of typical contemporary projects. Through interviews and the case studies, I provide recommendations for discussion and capacity-building that allows neighborhood residents to better navigate a complex political landscape and influence the redevelopment of the site through a community-based process that brings together multiple visions of renewed activity on the site that respects the cultural and historical relationship to the space while doing no harm to the surrounding neighborhoods. "En Unidad, Hay Poder" COMMUNITY ACTIVISM AND ETHNICITY IN SOUTH MARTINEZTOWN, 1930-1974 Vanessa Macias estled between downtown Albuquerque and Interstate 25 lies the small NChicano community of South Martineztown. The neighborhood's orderly streets go past a little grocery store, elementary school, park, and rows of town homes with adobe fac;ades. Each morning elderly residents greet each other on their walks, while parents hustle children through break­ fast and off to the school bus. The residents come together to spread the hushed glow of luminarias throughout the streets on Christmas Eve and to pick up runaway weeds and forgotten clumps oftrash every April. The neigh­ borhood association addresses ordinary concerns like speeding cars along the main thoroughfare. These day-to-day activities and shared experiences could describe many neighborhoods in Albuquerque and the greater South­ west. This particular routine in South Martineztown conceals its residents' triumphant struggle to preserve their homes and claim public space as proud Chicano/as in a changing urban setting.

Introduction The neighborhood of Martineztown in Albuquerque, New Mexico, has suffered disproportionate detrimental impacts from the long-standing history and pattern of discrimination by the City of Albuquerque’s (“City”) zoning, and the City’s failure to correct the problem even in the most recently-adopted new code. The City’s failures disproportionately impact this predominately minority community compared to similarly situated nearby communities that are more white and affluent. This disparate impact violates the Fair Housing Act, Title VIII of the Civil Rights Act of 1968, 25 U.S.C. § 1321(a) et seq. and the United States Department of Housing and Urban Development (“HUD”) implementing regulations, and we respectfully request that the Secretary, under 42 U.S.C. § 3610, immediately refer the matter to the Attorney General for action under 42 U.S.C. § 3614 because it involves the legality of the City’s local zoning laws. From the City’s zoning of Martineztown1 in the 1950s to the most recent zoning plan, embodied in the Albuquerque & Bernalillo County Comprehensive Plan (“Comprehensive Plan”), updated April 12, 2017, and associated Integrated Development Ordinance (“IDO”), effective May 17, 2018,2 the City has for over four decades repeatedly implemented deleterious zoning directly causing the erosion of the community’s social fabric and historic character.
