Weston under Wetherley Parish Council Ordinary Parish Council Meeting Wednesday 23rd October 2013 Weston under Wetherley Village Hall 7 pm Present: Cllr Miss B Roberts(Chairman) Cllr Mrs S Chambers Cllr Mr P Haine Cllr Mr A Coles Cllr Mrs L Mobbs Mrs M Norman (Parish Clerk and Responsible Financial Officer) Also present: Cllr W Redford and 3 members of the public 1 Apologies Apologies were received from Cllr McAllan and Cllr Norman Pratt. 2 Declarations of interest There were no declarations of interest. 3 Minutes of previous meeting on the 18th September 2013 The minutes of the meeting on the 18th September 2013 were agreed and signed by the Chairman. 4 Progress reports: Clerk: The clerk reported that the drainage problems in the lay by opposite Garyvoe Lodge had been referred to Mr Stacey at Warwick District Council. Mr Stacey was investigating why this had been done as the issue came under the remit of the County Council. The matter had been referred back to them and the clerk would provide the Parish Council with information as soon as she received it. The clerk also reported that the application lodged with the Land Registry to remove the restriction placed on Offchurch playing field had been successful. She provided the Council with copies of the Official Copy of Register of Title. The Chairman requested that the clerk should send copies of this document to the Joint Parish Council, together with a letter of MN apology as previously agreed. Cllr Haine: On the topic of HS2, Cllr Haine reported that the only option open now was to lobby Parliament when the Paving Bill is introduced in the New Year. -

Apologies for Absence. Cllrs Jackson and Tremain sent apologies for their absence. 2. Declarations of Interest. Cllr Mitcheson declared an interest in Item 10.3. 3. Minutes of the Previous Meeting. The Minutes were accepted as a correct record (Proposer; Cllr Clark: Seconder; Cllr Crane). 4. Matters Arising from the Minutes. 4.1 Minute 15.2: Additional S&A Road signs. The Clerk reported that Mr Robin Quant had emailed to say that the matter was still ongoing, but that he was leaving Balfour Beatty Living Places (BBLP) and had ensured that the issue would be handed over to his successor, when he/she was appointed. 4.2 Minute 15.4: Community Speedwatch Scheme. The Clerk reported that he had heard nothing since November from West Mercia Police about the Scheme, and would contact them again. ACTION: CS 4.3 Minute 15.5: Drain Cover in Church Lane. The Clerk reported that the drain cover was probably dislodged by school buses as they turned the corner. He said that he would report the problem again and would request that an alternative solution to the problem be found. ACTION: CS 5. Humber, Ford and Stoke Prior Basic Conditions
Basic Conditions Statement (November 2015) Section 1 - Introduction This Basic Conditions Statement is prepared to accompany the Humber, Ford and Stoke Prior Neighbourhood Development Plan. It is submitted by Humber, Ford and Stoke Prior Group Parish Council, which is the qualifying body under the Localism Act 2011. Humber, Ford and Stoke Prior Neighbourhood Development Plan covers the parishes of Humber, Ford and Stoke Prior only and no other Neighbourhood areas. The Local Plan for the parishes is the Herefordshire Core Strategy (HCS) which was adopted on 16 October 2015. Herefordshire Council has also indicated it will prepare a Travellers Development Plan and a Natural Resources/Minerals and Waste Development Plan. It is expected that, in combination, these will comprise the Development Plan Documents for the Group Parish of Humber, Ford and Stoke Prior. This Basic Conditions Statement has been prepared to show that the Humber, Ford and Stoke Prior Neighbourhood Development Plan complies with the provisions of Schedule 4B of the Town and Country Planning Act 1990, as amended. The basic conditions required by this provision are that such plans should: Humber, Ford and Stoke Prior Neighbourhood Development Plan – Basic Conditions Statement (November 2015) Page 1 i) Pay appropriate regard to national planning policies and advice as is set out in the National Planning Policy Framework (NPPF) and, in particular, contribute to the achievement of sustainable development according to the principles set out in that NPPF; ii) Be in general conformity with the strategic policies set out in the Herefordshire Core Strategy; iii) Meet relevant European obligations, in particular with regard to the environment and human rights. -

Crida Wind Proposal: The Facts A wind farm called Crida (no such place exists) has been put forward in a proposal to Shropshire Council by developers - Sharenergy in Ludlow, Sustainable Bridgnorth and backed by Natural Power in Wales - to put up two towering industrial wind turbines at Meadowley on the historic Jack Mytton Way. According to the Sunday Times, local property prices will be affected by 40% when an unspoilt area such as around Bridgnorth is turned by developers into a 'wind turbine landscape'. Each will be one and a half times the height of Nelson’s column and will completely dominate the ancient natural landscape around the west of Bridgnorth – the gateway to Shropshire. The Jack Mytton Way will become despoiled and potentially dangerous for inexperienced riders as horses may be startled by the sudden starting of Golaith rotor blades and the noise of the wind turbines. The countryside will be degraded, with the west Bridgnorth Hills becoming a target for land-grabbing developers as Bridgnorth becomes a potential wind turbine landscape and a ‘hot--spot’ for developers. Equestrian tourism in the area will be badly harmed with Triffid-like industrial turbines blighting Shropshire's 'flagship' tourist trail for thousands of riders, walkers and cyclists. Shropshire Council describes the trail as giving visitors and locals the chance to discover the 'secret treasures' of the county's 'unspoilt countryside'. The turbines will desecrate the local historic countryside in the west Bridgnorth Hills, with views, noise, and potential health problems seriously affecting the villages of Morville, Chetton, Underton, Meadowley, Upton Cressett, Morville Heath, Tasley, The Lye, Aston Eyre. -

Where we are now The last few initial visits are taking place over the summer and into early September, depending on when works best for the settings. Second visits are currently being held over the summer. The general training flyer has been sent to everybody now and additional courses are in the pipeline for the autumn. Do make the most of the training being offered – whether that’s a single staff member, or a whole team attending, it would be great to see you. If there are any foci that you would like covered that we have missed so far, do let us know. Rural Settlement List 2014
National Non Domestic Rates RURAL SETTLEMENT LIST 2014 1 1. Background Legislation With effect from 1st April 1998, the Local Government Finance and Rating Act 1997 introduced a scheme of mandatory rate relief for certain kinds of hereditament situated in ‘rural settlements’. A ‘rural settlement’ is defined as a settlement that has a population of not more than 3,000 on 31st December immediately before the chargeable year in question. The Non-Domestic Rating (Rural Settlements) (England) (Amendment) Order 2009 (S.I. 2009/3176) prescribes the following hereditaments as being eligible with effect from 1st April 2010:- Sole food shop within a rural settlement and has a RV of less than £8,500; Sole general store within a rural settlement and has a RV of less than £8,500; Sole post office within a rural settlement and has a RV of less than £8,500; Sole public house within a rural settlement and has a RV of less than £12,500; Sole petrol filling station within a rural settlement and has a RV of less than £12,500; Section 47 of the Local Government Finance Act 1988 provides that a billing authority may grant discretionary relief for hereditaments to which mandatory relief applies, and additionally to any hereditament within a rural settlement which is used for purposes which are of benefit to the local community. Sections 42A and 42B of Schedule 1 of the Local Government and Rating Act 1997 dictate that each Billing Authority must prepare and maintain a Rural Settlement List, which is to identify any settlements which:- a) Are wholly or partly within the authority’s area; b) Appear to have a population of not more than 3,000 on 31st December immediately before the chargeable financial year in question; and c) Are, in that financial year, wholly or partly, within an area designated for the purpose.
