a lbania M edia integrity Matters reClaiMing publiC serviCe values in Media and journalisM This book is an Media attempt to address obstacles to a democratic development of media systems in the countries of South East Europe by mapping patterns of corrupt relations and prac bosnia and Herzegovina tices in media policy development, media ownership and financing, public service broadcasting, and journalism as a profession. It introduces the concept of media in tegrity to denote public service values in media and journalism. Five countries were integrity covered by the research presented in this book: Albania, Bosnia and Herzegovina, Croatia / MaCedonia / serbia Croatia, Macedonia and Serbia. The research – conducted between July 2013 and February 2014 – was part of the regional project South East European Media Obser vatory – Building Capacities and Coalitions for Monitoring Media Integrity and Ad vancing Media Reforms, coordinated by the Peace Institute in Ljubljana. Bojan Pejić Srebrenica, 2017. godine I -UVOD Slika 1: Geografski položaj opštine Srebrenica Izvor: Odjeljenje za prostorno uređene i stambeno komunalne poslove, Opština Srebrenica 1.1. Geografski položaj i opšti podaci Opština se nalazi na sjeveroistoku Republike Srpske-BiH. Locirana je u središnjem dijelu toka rijeke Drine na koju se prislanja u dužini od 45 km, od čega je oko 23km Perućačko jezero, HE Bajina Bašta. Graniči sa opštinama Bratunac, Milići, Rogatica i Višegrad u BiH, i opštinom Bajina Bašta u Republici Srbiji. Prije rata u okviru regionalno-teritorijalnog uređenja u Republici Bosni i Hercegovini, Srebrenica je pripadala Tuzlanskom okrugu. Tabela 1. Saobraćajna povezanost Opština se ne nalazi na glavnim regionalnim saobraćajnim koridorima. Pojedini djelovi opštine su bolje povezani sa Republikom Srbijom i sa drugim područjima Bosne i Hercegovine, nego sa urbanim centrom. Do opštine postoje samo putne komunikacije. Prema tome opština Srebrenica spada u saobraćajno slabo povezanu opštinu. Srebrenica je pored regionalnih putnih pravaca (Bratunac-Skelani, Bratunac-Srebrenica-Skelani i Zeleni Jadar-Milići) prije rata imala izrazito razvijenu putno-komunikacionu mrežu makadamskih lokalnih - opštinskih seoskih puteva, koji su se koristili za potrebe stanovništva, turizma, lovnog turizma i privrede. -

Sva pitanja-varijable koje sadrže bilo kakve informacije o identitetu ispitanika su uklonjene iz izvještaja i finalne baze podataka. To zna či da su odgovori ispitanika fizi čki odvojeni od podataka koji se odnose na njihov identitet. Ovaj program sprovodi agencija Ujedinjenih nacija (UN) – UNICEF BiH (United Nations Children’s Fund in Bosnia and Herzegovina ). Glavna svrha ovog istraživanja jeste da doprinese implementaciji ciljeva četvrte faze inicijative Socijalna zaštita i socijalna inkluzija, te da podrži implementaciju UN Konvencije o pravima osoba sa smetnjama u razvoju, kroz podizanje svijesti i kreiranje pozitivnih stavova prema inkluziji djece sa smetnjama u razvoju. -

He has worked with the World Bank, the European Commission, USAID and other bilateral donors on their development programmes in the Balkans. His area of specialisation is business environment and local economic development. Divjak also chairs the Board of Directors of Transparency International Bosnia and Herzegovina (TI BiH) and, in that capacity, analyses corruption issues in BiH and the neighbouring region. In November 2005 he was elected as a member of the Global Board of Directors of Transparency International. -

INTRODUCTION The public opinion poll was conducted in the period from 14th to 23rd of November on the entire territory of Bosnia and Herzegovina, as a part of an Omnibus research project. SAMPLE The sample consisted of 1500 adult respondents (18 years and over). There were 600 respondents in Republic of Srpska, and 900 in the Federation of Bosnia and Herzegovina. The research was conducted both in urban and rural local communities, in order to achieve an adequate relation of urban and rural population. The quotas used for selection of the respondents by gender and by age enable this sample to be representative for the population. Taking into account that there are no exact data on population number, neither on gender and age structure, nor on the population number in villages and towns, different estimates of the present situation were used for the sample formation. The field research part was conducted by face-to-face interviews in respondents’ homes. REMARKS Results of the research are shown in Charts. Answers to each question are presented. The Charts represent overall answers of the respondents, and then answers according to sub-groups.
