  • Civilians: the Fulcrum for a Modern Fleet
Chief of Navy Essay Competition The Youth Division (MacDougall Prize) Civilians: The Fulcrum for a Modern Fleet “We need to think differently […] by reviewing our basic operating concepts, reimagining the way that Navy should view itself in the twenty-first century, re-examining our assumptions and, most importantly, re-engineering our modus operandi…”1 – Vice Admiral Tim Barrett AO CSC RAN On 3rd September 1939 Australia declared war on Germany and by 1941 was seeking innovative ways to sustain the war effort at sea. This need served as the genesis of two important augmentations to the Royal Australian Navy (RAN): the Women’s Royal Australian Naval Service (WRANS) in April2 and the Naval Auxiliary Patrol (NAP) that June3. This essay will briefly identify the role played by the aforementioned services in supplementing an RAN stretched for resources before identifying similar challenges in the Navy of today. It will then explore the possibility of rectifying this by increasing the use of civilian support across the RAN, such as through the introduction of a modern Australian Fleet Auxiliary. Spread across the globe, the RAN realised it would need to do everything it could to maximise the availability of her sailors and warships while continuing to maintain a suitable presence on the home front. For this reason, both the WRANS and NAP would target those not eligible to serve in conflict at sea. Officer Commanding Sydney Naval Establishments Commodore Muirhead-Gould was quoted by the Sydney Morning Herald on the 4th November 1941 as saying the NAP “would not release any member from any other kind of service under the laws of the Commonwealth” and that, while “applications for enrolment were being received from unmarried men under 35 […] these men could be enrolled in the patrol only if they were in reserve occupations or medically unfit”4.

  • Commander MEJ Anderson Royal Navy
Commander M E J Anderson Royal Navy Commanding Officer HMS RICHMOND Commander Mark Anderson was born and educated in Belfast before gaining a degree in Physics from St Andrew’s University and entering the Royal Navy. Early appointments to the Hong Kong Squadron, West Indian Guard Ship and Northern Ireland Squadron were followed by an assignment to the Mine Hunter, HMS LEDBURY as Gunnery Officer, completing his time onboard as a Boarding Officer for the Fishery Protection Squadron. Anderson then joined the Amphibious Assault Ship, HMS OCEAN as Bosun. This included deployment to the Gulf as part of the international maritime response post the attacks of 9/11. Appointed to HMS SUTHERLAND as Navigating Officer in the summer of 2002, Anderson took the Ship from the refit sheds through Basic Operational Sea Training and then ultimately to and from the Persian Gulf as part of Operation TELIC and the War Against Terrorism. He returned to the UK in December 2003 to spend two months completing his Initial Command and Staff Course prior to an enjoyable assignment as Executive Officer, HMS MERSEY. A period of warfare training followed when Anderson specialized in Underwater Warfare. This then led to an assignment as Operations Officer of HMS KENT which included a demanding deployment to the Far East in support of UK counter terrorism policy and diplomacy. Anderson then undertook Advanced Anti-Submarine Warfare training for which he the won the Ogilvy medal as top student of 2008. • The Seven Seas Tattler Issue 4.3 – August 2020
The Seven Seas Tattler Issue 4.3 – August 2020 Good Day fellow members and welcome to the August edition of Tattler. As always, your comments, contributions and critique are welcome - Send to me at [email protected] Chairman's Report The Committee has not been idle during this lockdown and is managing issues of the Club virtually to determine the way forward when the Club reopens for business. The Committee is highly appreciative of Ancient Mariners and Honorary members who have forfeited their privilege of no subs, to make a donation for this financial year to assist the Club tackle the financial predicament it finds itself in during this lockdown period. The same appreciation goes towards the 100 club winners who have donated their winnings back to the Club. BZ. The Club is still fortunate to be able to remunerate its staff during this period with the exception of the Club Manager who has refused to take a salary and donated it back to the Club. This, once again, is highly appreciated. The good intentions of the above is soured a bit by certain members who have yet to pay their annual subscription. I urge those members to settle their accounts as soon as possible. Jonathan Golding is putting an auction together during this lockdown period to generate funding for the Club. It would appreciated if members support this endeavor as much as possible. Looking forward to seeing you all at the Club, sooner rather than later. Be safe. Birthdays in August The Club wishes the following members a very happy birthday and hopes that year ahead will be very kind to each of you! Capt.
