This report on overseas travel undertaken by the Minister for Education and Minister for Tourism and Major Events and her Acting Chief of Staff Mr Matthew Jutsum, is tabled in accordance with Section 4.13.9 of the Ministerial Handbook.

On 3 November, the Premier approved the Minister to travel to China from 16 – 19 November 2016 accompanied by her Acting Chief of Staff, Mr Matthew Jutsum.

In Guangzhou, the Minister was also accompanied by Mr Paul Donovan, Chairman Gold Coast Tourism and Ms Anna Case, Gold Coast Tourism Business Events Director.

Acting Minister

Minister for Employment and Industrial Relations, Minister for Racing and Minister for Multicultural Affairs, The Hon MP, was acting Minister for Education and Minister for Tourism and Major Events during Minister Jones’ travel period.

Objectives

Announce 2018 Infinitus China Jiyang Incentive Tour

The Minister was invited to Guangzhou to attend the official announcement for the Gold Coast to host the 2018 Infinitus China Incentive Program.

The incentive program is expected to bring up to 10,000 delegates to the Gold Coast generating close to $50 million in economic activity for .

The Minister’s attendance at the official announcement reinforced to Chinese media, government, business and tourism stakeholders the importance of Chinese tourism to Queensland.

Strengthen Queensland’s tourism relationship with China

The Minister’s official visit strengthened Queensland’s relationship with Chinese businesses, Infinitus and Perfect China and promoted Queensland as a destination of choice among Chinese business travel agents and airlines.

Strengthen Queensland’s relationship with Chinese investors

The visit provided the opportunity to meet with ASF Consortium Chair Min Yang. Chairman Yang provided an update on the proposed Gold Coast Integrated Resort Development (IRD) project. The meeting reaffirmed the Queensland Government’s commitment to the project and growing our tourism industry.

The Queensland Government strongly supports developing the state’s tourism industry, strengthening ties with Asia, and growing jobs for future generations of Queenslanders.

The outcome of this meeting was a commitment to continuing negotiations between the Queensland Government and ASF Consortium to progress the project.

Background Infinitus (China) Company Ltd was established in 1992 and is a member of LKK Health Products Group. It is a large-scale Hong Kong based company that focuses on developing, manufacturing and distributing Chinese herbal health products with “Infinitus” as its core brand.

The company has developed 89 high-quality Chinese herbal health products in five series that are marketed under six brands and has established 36 branches, 28 services centres together with nearly 5,000 exclusive stores across China.

Infinitus China is the 46th most valuable brand in China worth more than $5.4 billion and the third largest direct sales company in China, with divisions in Malaysia, Taiwan and Hong Kong.

Infinitus operate several incentive programs per year, based on tiered performance level. More than 60,000 people have been through the incentive program. 2016 is the twentieth anniversary of official Infinitus incentive program.

Meeting outcomes The minister advised the meeting Queensland would cater for the needs of the Incentive delegates providing value for money and quality tourism experiences in and around the Gold Coast.

Ms Shi advised the minister that Chinese tourists were seeking unique and authentic Indigenous experiences. Ms Shi also advised that Infinitus delegates would also be seeking high-end retail opportunities.

The minister also committed to help promote the incentive program through a video message at the 2017 Infinitus Conference.

The minister also confirmed Queensland’s determination to work with Chinese companies like Infinitus to build tourism and support business events.

Infinitus China Media Launch 2.30 pm Thursday 17 November

Background The Infinitus China 2018 Incentive Tour is the reward program designed for the company’s top performing sales staff. The reward for these staff is a six day event on the Gold Coast that includes a number of activities, tours, meetings and gala dinner which is paid for by the company. It is expected that between 7,400 and 10,000 people will qualify for the incentive tour. This number will be broken down into groups of approximately 1,500 people that will travel to the Gold Coast for consecutive six- day tour events in May 2018. This is expected to generate up to $50 million for the Gold Coast economy.

Event outcomes More than 50 Chinese news organisations and trade publications attended the press conference where the Minister announced the Gold Coast would host the 2018 Infinitus Incentive Program (media releases – Attachment 2).

The announcement received widespread and significant coverage throughout China and Australia (media clips – Attachment 3).

At the press conference, the minister thanked Infinitus for choosing the Gold Coast as the host destination. The minister recognised China as an important trade and tourism partner for Queensland. Chinese tourism to Queensland increased 30 percent in the year to June 2016, with 468,000 visitors spending $1 billion. Queensland also hosted 4.4 million business-related visitors last year. The minister committed to building business events because they were important to all Gold Coast tourism markets.

Mr Jacky Hu, thanked the Queensland Government, Tourism Australia and Gold Coast Tourism for the partnership and committed to working together on future opportunities (Attachment 4).

Background Queensland and the Gold Coast have a strong sales and marketing presence in- market to target growth in visitors from China. Queensland hosted 4.4 million business visitors last year. Tourism and Events Queensland and Gold Coast Tourism are working together to boost Queensland’s marketing presence in China and develop relationships with business travel agents and airlines.

Event outcomes The dinner provided an opportunity for Chinese business travel agents and airlines to network with Gold Coast Tourism and Tourism Australia representatives. On behalf of the Queensland Government, the minister confirmed the strengths of the Gold Coast for business events including:

 A wide range of activities;  Theme parks big enough to cater for very large groups in the one location;  Wide range and competitively priced accommodation options;  The natural attributes of weather, beaches and rainforest;  Easy access to two international airports; and  Direct flights from Guangzhou to Brisbane.

Background Established in 1994, Perfect (China) Co has emerged as a major producer of health food, household and beauty & skin care products. Perfect has 33 branches, seven offices and more than 7000 chain outlets in China. Perfect China owns four production facilities, eight subsidiaries and offices in Hong Kong, Thailand, Malaysia, Indonesia, Singapore, Taiwan and Vietnam.

Perfect China has confirmed their 4,000 delegate incentive program to Melbourne in June 2017. As part of this program, there is an opportunity for the Gold Coast to bid to host 3,000 delegates for up to four days.

Meeting outcomes

The minister thanked Perfect China for considering the Gold Coast for part of their incentive program in 2017.

The minister acknowledged there was strong competition for this event from other destinations however she noted Queensland has the tourism infrastructure, flights, range of activities and the hotels to deliver an exciting program for this group. Gold Coast Tourism are working with Tourism and Events Queensland to develop the bid.

Perfect China identified many of their staff have already visited the Gold Coast on previous incentive tours and therefore would require different and new experiences.

A number of unique experiences were discussed including craft beer tours, whale watching, “Catch a crab” tour and boat tours, Pacific Fair shopping experience, rainforest 4WD tours and bushwalking.

Gold Coast Tourism will prepare brief itinerary for Perfect China to identify the new and unique experiences on the Gold Coast.

Gold Coast Tourism will also write to Perfect China to formalise the bid.*

Background

ASF Group lead ASF Consortium which includes two significant state-owned Chinese companies, China State Construction Engineering and CCCC Guangzhou Dredging. The state-owned companies provide direct access to international tourists and investors, representing a key source of growth for the Gold Coast economy.

ASF submitted its Preliminary Detailed Proposal to the Queensland Government on 10 May 2016 to develop an integrated resort and casino worth more than $2 billion. The integrated resort will include world-class entertainment, gaming, performing and visual arts, retail, hotel and unique leisure, cultural, residential and outdoor pursuits.

Meeting outcomes Chairman Yang updated the minister on ASF plans for an Integrated Resort Development on the Gold Coast.

Chairman Yang discussed the next steps for the Gold Coast Integrated Resort Development including current negotiations with the Department of State Development and the Gold Coast City Council.

The minister reaffirmed the Queensland Government’s commitment to the project and opportunity to grow the tourism industry.

Chairman Yang invited Minister Jones to be a Queensland Government champion for the project, recognising the potential for tourism growth and further economic benefits for the Gold Coast.

The minister and Chairman Yang agreed more investment was required to cater for the current growth in Chinese tourism.

Other issues High net worth individuals who holiday on the Gold Coast are looking for investment opportunities while on holidays.

Training of tourism industry is vital to improve customer service and help keep Chinese tourists coming back to Queensland again.

Visit to Archaeological Site Museum of Nanyue Palace 2 pm Friday 18 November

The Archaeological Site Museum of Nanyue Palace provides a window into the ancient past for tourists to China and tells the historical story of Guangzhou as a political, economic and cultural centre.

The museum is built over the Palace of the Nanyue Kingdom, circa 204 BC. The museum includes the remains of Nanyue Kingdom and Nanhan Kingdom palaces as well as royal gardens, artefacts and wells.

Along with Australia’s Indigenous people, China boasts one of the oldest civilisations in the world. The Archaeological Site Museum of Nanyue Palace is a genuine and unique tourism experience that brings to life ancient China in modern Guangzhou.

Gold Coast to host $50 million Chinese business event

The Gold Coast will host one of Australia's biggest ever business events when more than 8,000 employees from Chinese company, Infinitus, come to Queensland in 2018.

Tourism and Major Events Minister Kate Jones was in Guangzhou today to announce the Gold Coast had won the week-long business event that would generate more than $50 million for the state.

"Gold Coast Business Events collaborated with Tourism and Events Queensland and Tourism Australia to beat national and international competition for the staff incentive program of Infinitus, one of China's largest personal health care companies," Ms Jones said.

"This will be one of the largest conference groups to visit Australia, and the biggest the Gold Coast has ever hosted.

"Our state is also one of China's favourite business and holiday destinations.

"Travellers from China make up our largest international visitor market and we are honoured to be able to host so many visitors to Queensland.

"In the last year more than 280,000 Chinese visitors travelled to the Gold Coast alone, making the city one of the favourite destinations in Queensland."

Ms Jones said securing this event offered a great opportunity to showcase the Gold Coast and the state as a premier tourism and events destination.

"The Infinitus China program will bring thousands of Chinese business delegates to Queensland and showcase our diverse tourism experiences to the growing China market," she said.

"This is a great example of collaboration between Tourism and Events Queensland, Tourism Australia and Gold Coast Tourism to secure a major business event for Queensland and grow our tourism industry."

Infinitus General Manager spokesperson Mr Jacky Hu said company representatives were looking forward to working with Queensland to create a memorable experience for delegates.

Personal healthcare company lnfinitus has announced plans to send 8,000 high performing employees to the Gold Coast in Australia for a week-long incentive.

Taking place in May 2018, the incentive is expected to generate more than AU$50m (£29m) in delegate expenditure, making it the largest business event that has ever been held in the region.

Commenting on the decision, lnfinitus China general manager, Jacky Hu, said: "We are truly amazed at the endless choices we have to help us put together a one-of-a-kind business travel incentive holiday for our delegates.
