Reference: FS50150782 Freedom of Information Act 2000 (Section 50) Decision Notice Date: 25 March 2008 Public Authority: British Broadcasting Corporation (‘BBC’) Address: MC3 D1 Media Centre Media Village 201 Wood Lane London W12 7TQ Summary The complainant requested details of payments made by the BBC to a range of personalities, actors, journalists and broadcasters. The BBC refused to provide the information on the basis that the information was held for the purposes of journalism, art and literature. Having considered the purposes for which this information is held, the Commissioner has concluded that the requested information was not held for the dominant purposes of journalism, art and literature and therefore the request falls within the scope of the Act. Therefore the Commissioner has decided that in responding to the request the BBC failed to comply with its obligations under section 1(1). Also, in failing to provide the complainant with a refusal notice the Commissioner has decided that the BBC breached section 17(1) of the Act. However, the Commissioner has also concluded that the requested information is exempt from disclosure by virtue of section 40(2) of the Act. The Commissioner’s Role 1. The Commissioner’s duty is to decide whether a request for information made to a public authority has been dealt with in accordance with the requirements of Part 1 of the Freedom of Information Act 2000 (the “Act”). In the particular circumstances of this complaint, this duty also includes making a formal decision on whether the BBC is a public authority with regard to the information requested by the complainant. -

Page 48 Journalism Education Volume 1 number 1 Deer departed: a study of the news coverage of the death of the Exmoor Emperor Alec Charles, University of Bedfordshire Abstract. This paper explores the socio-political symbol- ism which underpinned the UK’s mainstream national press coverage of the death of a red deer stag known as the Exmoor Emperor during the autumn of 2010. It em- ploys both qualitative and quantitative methods of con- tent analysis, and draws upon interviews with journalists and public figures involved in the telling of this story in order to suggest reasons behind the significant public and media interest in a narrative which had no ostensi- ble material impact upon a general readership. In doing so, it proposes that journalists, journalism students and journalism educators might significantly benefit from viewing the meaning of apparently trivial news stories through the frames of broader contexts and subtexts, and that such an approach might prove more enduringly useful than a pedagogical focus upon more ephemeral technicalities. The actor-comedian Steve Coogan in his online sitcom Mid Morning Matters (2011) and in the guise of his celebrated alter ego, North Norfolk Digital radio presenter Alan Partridge, imagined a scenario in which Britain’s “last osprey egg is stolen and scrambled for a Rus- sian oligarch’s breakfast – who eats it without one iota of remorse.” Coogan appears to be satirising the furore which had engulfed the UK news media just a few months earlier when another representative of Britain’s native fauna had been reported slaughtered, apparently at the hands of a wealthy foreign national. -

ISBN 978-1- 780-89819-3. xiv + 578 pp. £14.99. ueen of the World accompanied an ITV documentary of the same name and was one of the most informative and interesting popular royal biographies of 2018—a year that saw the Q publication of a variety of fresh perspectives on the royal family including Ma’am Darling: 99 Glimpses of Princess Margaret by Craig Brown, and The Quest for Queen Mary by James Pope-Hennessey and Hugo Vickers. Robert Hardman is an experienced journalist and royal correspondent whose 2012 book, Our Queen, examined both Queen Elizabeth II’s life and her work as sovereign at the time of her Diamond Jubilee. Queen of the World examines events in the six years following the jubilee and places the Queen’s role in a global context, examining her overseas tours and interactions with world leaders. Queen Elizabeth II has travelled more extensively than any other monarch in history—making “more than 260 visits to more than 125 nations and territories” (424)—but most books about her reign focus on events within the United Kingdom. The popular perception of the Queen also focuses on her residences and public engagements in a British context. In recent years, there has been scholarly analysis of the Queen’s role as Head of the Commonwealth over the course of her long reign, most notably Monarchy and the End of Empire: The House of Windsor, the British Government, and the Postwar Commonwealth by Philip Murphy (2013). -
