1. Parking issues in Delhi, in accordance with MPD 2021. 2. To construct Multi Level Car Parking and initiate parking management.

7 PURPOSE AND NEED 1. Delhi has more vehicles than Mumbai, Chennai & Kolkata put together resulting in shortage of parking space and traffic congestion. 2. In 2012 all roads more than 60 ft wide were transfered from MCD to PWD, due to this only roads upto 60ft. wide are with MCD on which the surface parking is very difficult. 3. The construction of MLCP involves issues, i.e., availability of land, time taken for construction, large expense on construction, enforcement of surface parking and in private areas. 4. There are no guidelines to provide cohesive management of MLCP and surface parking. Hence, it is required to be formulated for effective functioning. 5. market had traffic congestion problem, therefore MLCP was constructed with capacity of 360 ECS. MLCP at Kalkaji, , Jungpura, , 2 nos. in Subhash Park & at Rajouri Garden are also being constructed by SDMC.

8 COGNIZANCE OF PARKING ISSUE BY VARIOUS AUTHORITIES

1. Hon’ble Supreme Court of India in one of the orders, on the subject considered the parking issue and directed formulation of policy on the issue. 2. The Hon’ble High Court of Delhi had also issue direction for construction of multilevel parkings. 3. Due to notifications of commercial and mixed land use of roads there is a need to provide parking.

10 PARKING POLICY

The parking policy mentioned below is a paper for discussion initiated by the office of the Hon'ble Lt. Governor of Delhi in 2012. 1. No green area should be converted and used for parking. Parking should not be constructed under public parks / greens. Municipal Corporations to make provisions in the local plans for parking places. 2. To regulate and enhance authorized parking places wherever possible and to limit growth in the future. 3. Public parking spaces to be prioritized for Para transit, park and ride, feeder systems and NMTs. 4. Parking rates to be based on user pays principle in which the user would pay the full cost of parking. 5. Differential rates for surface and multi - level parking to be introduced so as to encourage use of multi – level parking facilities. 6. Building norms for providing parking within residential complexes to be strictly enforced. On – street parking must be priced so as to discourage parking along the roads. 7. All the civic agencies must follow the same parking rates. Parking beyond 2 hrs. should be seriously discouraged. 8. Parking rates are to be decided on the basis of category of colonies as identified by the Corporations for the purpose of collection of property tax etc. 9. There could be a difference between peak and off peak hour parking rates. 10. System of collection of one time parking charges, if any, being collected by transport department should be dispensed with. 11. Land pockets of adequate area to be identified by land owning/planning agencies (this would be applicable in case of buses as well).

11 EXISTING PARKING ARRANGEMENTS AT SDMC 1. Surface parking – 78 locations charges @ Rs. 20/- hour and Rs. 100 for 24 hours. 2. The revenue collected from these sites for 2014-15 is Rs. 53 crore. This financial year, the expected revenue is Rs. 100 crore. 3. Multi-level car parking – In the past few years 22 car parkings have been taken up for construction. Out of which 8 locations falling in SDMC i.e. Rajouri Garden, Block 9/10 Subhash Nagar, Kalkaji, Bhogal, Hauz Khas, New Friends Colony, Munirka and Block-6 Subhash Nagar. Work at most of these locations is now nearing completion, some of the parkings such as at Kalkaji, Huaz Khas, Munirka and New Friends Colony are likely to be put to be used of public very shortly. 12 VIEW OF HAUZ KHAS MARKET PARKING

23 Multi-level Car Parking Projects

• At present construction of 7 multi-level car parking is in progress. • As per the MPD 2021 there is a provision for construction of multi-level parking facility in the green area, however on the recommendation of EPCA a decision was taken in the chairmanship of Hon’ble LG to discontinue the construction of parking facilities under green area. I think there is a need to revisit the decision in the light of congestion in the city. Parking Projects

26 Way Forward

1. On account of EPCA order, thereby banning construction of multi-level car parkings below the green area, it is suggested this order be revisited. 2. Possibility be explored for providing stack and automated parking at major markets, commercial centers etc. 3. Parking norms in Master Plan should be enhanced to accommodate more vehicles. 4. Provision in Master Plan for separate parking blocks in the existing commercial / office / institutional complexes.
