  • Fiscal Impact of Suntrust Park and the Battery Atlanta on Cobb County
Fiscal Impact of SunTrust Park and The Battery Atlanta on Cobb County Prepared on behalf of: Copyright © 2018 All Rights Reserved Georgia Tech Research Corporation Atlanta, GA 30332 September 2018 Introduction Historically, professional sports stadiums were privately owned by the sports teams that played within them. Early exceptions to this were the Los Angeles Coliseum, Chicago’s Soldier Field, and Cleveland’s Municipal Stadium. However, all three of these facilities were built with the intention of attracting the Olympic Games.1 And then, in 1953, the Braves changed the paradigm when they re-located from Boston to Milwaukee to play in Milwaukee County Stadium which was built entirely with public funds.2 That move began the new modern era of publicly funded stadiums. Since 1953, hundreds of new sports facilities have been built across the country using billions of dollars of taxpayer money. Strategies used to justify these expenditures tend to fall into two categories – tangible economic benefits to the community and/or intangible social benefits including publicity, community self-esteem or improved “quality of life.”3 In fact, when employed by a local government, the author of this report – as many others have done before and since − used similar justifications around a new sports stadium in Gwinnett County.4 However, years of academic research into the subject suggests that the economic impact that accrues to a community solely from a new stadium – measured in terms of jobs and income − are usually inadequate to justify the public investment.5 Further, public financial benefits including new revenues from taxes and/or other fees rarely offset the public cost of the facility.

  • 2017 Cobb County Annual Report Chairman
2017 Cobb County Annual Report Chairman We are truly fortunate to live in a county with so many blessings. Our motto is “Cobb County Government – Expect the Best.” But this year we kicked it up a notch and also provided the best. Whether you are a resident, a business owner, a visitor or a student, the one thing you want to know about your local government is that we are carrying out a commitment to make this a county a choice destination. A place where everyone can safely work, live, play and pursue their dreams. Our Parks, Recreation and Cultural Affairs department plays an important role providing a high quality of life for families and individuals. In 2017, we gained more green-space and park land. The Board of Commissioners approved a bond funding ultimately nearly $27 million in green space. We have already purchased three parcels totaling nearly 60 acres and several more contracts have been approved and are under review. We have upgraded or are upgrading existing parks and have added Aviation Park to the parks inventory with Mabry Park coming online next year. Thanks to a grant by the Atlanta Regional Commission in December, the last uncompleted section of the West Atlanta Street Trail will be completed in 2020. The county will then be connected in the north at Town Center to the south at the Silver Comet Trail. From there you can keep riding to the Bob Callan Trail and the Chatta- hoochee. The inaugural season of the Atlanta Braves and the associated Battery Atlanta has exceeded revenue expectations in almost every category.

i Stadiums of Status: Civic Development, Race, and the Business of Sports in Atlanta, Georgia, 1966-2019 By Joseph Loughran Senior Honors Thesis History University of North Carolina at Chapel Hill May 1, 2020 Approved: ___________________________________ Dr. Matthew Andrews, Thesis Advisor Dr. William Sturkey, Reader i Acknowledgements I could not have completed this thesis without the overwhelming support from my mother and father. Ever since I broached the idea of writing a thesis in spring 2019, they not only supported me, but guided me through the tough times in order to create this project. From bouncing ideas off you to using your encouragement to keep pushing forward, I cannot thank the both of you enough. I would also like to thank my advisor, Dr. Matthew Andrews, for his constant support, guidance, and advice over the last year. Rather than simply giving feedback or instructions on different parts of my thesis, our meetings would turn into conversations, feeding off a mutual love for learning about how sports impact history. While Dr. Andrews was an advisor for this past year, he will be a friend for life. Thank you to Dr. Michelle King as well, as her guidance throughout the year as the teacher for our thesis class was invaluable. Thank you for putting up with our nonsense and shepherding us throughout this process, Dr. King. This project was supported by the Tom and Elizabeth Long Excellence Fund for Honors administered by Honors Carolina, as well as The Michel L. and Matthew L. • Atlanta Market Overview Introduction
July 2018 ATLANTA MARKET OVERVIEW INTRODUCTION The apartment transaction market appears to be cooling slightly across the country. The US major metros are currently at a 12-month volume of $39.8B, down 24.6% from $52.8B in the third quarter of 2016. Similarly, the NCREIF South has dropped 9.6% in just one quarter, moving from $49.7B to just $44.9B. The Atlanta market has also dropped nearly 19% and is transacting at $6.9B as opposed to the $8.5B seen in the third quarter of 2017. While the overall volumes still reflect a very healthy market, this change in direction is important to note at this late stage of the cycle. The multifamily fundamentals in Atlanta have remained strong. Occupancies hold steady between 94-94.5% while effective rents continue to grow in the 3% range. Deliveries of new apartments in 2018 is anticipated to be 9,704 units, which is down from 11,711 units in 2017; however, absorption of new supply has been strong, meeting the new supply numbers. In 2017, thirty-three new projects achieved stabilization, and on average it only took them 19 months. TheseTrendTracker strong fundamentals have led many investors to put Atlanta high on theirPrinted on 7/18/2018 target list, which has led to several notable transactions already in 2018.
