Provisional Performance of Cardiff’s Schools 2013 – Information Report

Background

1. The Director of Education and Lifelong Learning wishes to inform the Committee of the provisional performance results of Cardiff’s Schools in 2012/2013 as compared with previous years and (where relevant) the all average.

Issues

2. The report sets out a summary of the overall performance in 2012/13 for Primary Schools and Secondary Schools as well a provisional assessment of the performance of specific groups. In addition attached to the information report at Appendix A is the detailed analysis of the performance of Cardiff’s Schools for Key Stage 1 to A Levels, which is attached at Appendix 1 & 2 .

Scope of Scrutiny

3. The scope of the scrutiny of this report is for the Committee Members to note the contents of the report and provide any comments to the Cabinet Member or Director of Education and Lifelong Learning.

4. At the meeting, Councillor Julia Magill (Cabinet Member, Education and Lifelong Learning) and Nick Batchelar (Director of Education and Lifelong Learning) will be in attendance to make a presentation and answer any questions Members my wish to ask.

5. Members may wish to note the information contained in this report together with that presented at the meeting, and determine whether there are any issues or comments which they would like to pass on to the Cabinet Member or Director of Education and Lifelong Learning.

Financial Implications

6. There are no direct financial implications arising from this report. However, financial implications may arise if and when the matters under review are implemented with or without any modifications. These financial implications will need to be considered before any changes are implemented.

Legal Implications

7. The Scrutiny Committee is empowered to enquire, consider, review and recommend but not to make policy decisions. As the recommendations in this report are to consider and review matters there are no direct legal implications. However, legal implications may arise if and when the matters under review are implemented with or without any modifications. Any report with recommendations for decision that goes to Cabinet/Council will set out any legal implications arising from those recommendations. Provisional Cardiff school results 2012/13

Overview

Foundation Phase and Key Stage 1 • With the exception of language, literacy and communication in Welsh, standards rose, but remain below the Wales average. Key Stage 2 • Standards improved, but remain below Wales average, except for Welsh first language Key Stage 3 • Standards improved, and are above the Welsh average except in Science Key Stage 4 • Level 2 (5+ GCSE grades A*-C) and Level 2 inclusive ( 5+ A*-C inc. English/Welsh and Maths) improved by 5% and 1% respectively. • In 10/20 Cardiff secondary schools results on L2 inclusive were below 40%. • There was a small rise in the percentage of GCSE entries graded A*-C in Cardiff to 66.6%, above the figure for Wales of 65.7%, which fell, as did the measure across England. • Cardiff is 3.4% ahead of the all wales figure for percentage of A* and A grades, at 22.6% • A level • 98.3% of subject entries were graded A*-E, down slightly on 2012, but 0.7% above the all Wales figure. • 29% of subject entries were A*/A at 29%, 6.1% above all Wales figure.

Primary schools

Results prior to 2012 in KS1 were teacher assessed. A new methodology introduced in the year 2011/12 provided one profile for the foundation phase and KS1 with five components. In the first year of introduction (2012) results, although not comparable with previous years, fell. This year (2013) results have risen in all aspects other than language, literacy and communication skills in Welsh. On average we are below the Welsh average for the other four aspects assessed by about two percentage points.

There has been an improvement in outcomes at KS2 in 2013; the rate of improvement is less than that for Wales as a whole. This year, in the core subject indicator, Cardiff attained 82.6% compared with 84.3% for Wales. In English we are 1.1% below the Welsh average and in mathematics we are, at 86.2%, 1.3% below the Welsh average. In science we are 1.1% below the Welsh average but in Welsh as a first language we are above the Welsh average by 2.8%.

Secondary schools

Improvement has continued at KS3 . Outcomes in Cardiff are above the Welsh averages for 2013 in all aspects other than science where the difference was only -0.3%. The rate of improvement in 2013 and over the last three years is greater than for Wales in many respects. There are however variations in performance between the core and non-core subjects in too many schools at KS3.

At KS4 , in Cardiff Level 2 (5+ GCSE or equivalent grades A*-C) and level 2 inclusive ( 5+ A*-C inc. English/Welsh and Maths) improved by 5% and 1% respectively to 50% and 73%. However half of schools have fewer than 40% of pupils achieving the Level 2 threshold including English/ Welsh and mathematics, and in four fewer than 30% of pupils achieve this threshold.

In terms of grades for individual subject entries the percentage of entries graded A* - C rose by 0.6percentage points on the position in 2012 in the context of this measure falling overall across the UK. The Cardiff figure of 66.6% is now above the average for Wales where overall, 65.7% of entries were at A* - C grades. 22.6% of the grades awarded in Cardiff were at the highest grades (A*, A). This result is now 3.4% ahead of the all-Wales figure of 19.2%. 8.1% of Cardiff entries were graded A* compared to 6.1% for Wales as a whole.

At A level the proportion of subject entries achieving grades A*-C was 80%. 4.8% above the Wales average, and A*/A 29%, which is 6.1% above all Wales.

Appendix 1 Explanation of Frequently Used Terms

The Foundation Phase This replaces KS1 and covers pupils aged 3-7 (nursery, reception years 1 (Y1) and Y2).

Key Stages KS2: Years 3 – 6 of primary schools, pupils aged 7 – 11. KS3: Years 7 – 9 of secondary schools, pupils aged 11 – 14. KS4, Years 10 – 11 of secondary schools, pupils aged 14 – 16. Post 16: Years 12 and 13.

Pupils are assessed through the Foundation Phases outcomes at the end of Y2, the National Curriculum assessments (teachers’ assessments) at the end of KS2 and KS3, GCSE, vocational qualifications and the Welsh Baccalaureate at KS4, A/S and A level and the Welsh Baccalaureate post 16.

Core subjects In the National Curriculum, the core subjects are, in English-medium schools, English, mathematics and science. In Welsh-medium schools Welsh (first language) replaces English as a core subject. Expected Levels of Attainment There are expected levels of attainment that the majority of children will reach at the end of key stages 1, 2 and 3. They are: Foundation Phase: outcome 5 or better Key stage 2: level 4 or better Key Stage 3: level 5 or better.

Core Subject Indicator

The core subject indicator is the percentage of pupils achieving the expected level of attainment in each of the core subjects in combination. In the Foundation Phase the Foundation Phase Indicator is the percentage of pupils achieving the expected outcomes in each of language, literacy and communication – English or Welsh, mathematical development and personal, social cultural diversity and well-being development.

Threshold Indicators

The level 2 inclusive threshold indicator including English or Welsh and mathematics replaced 5 grades A*-C including these subjects, the level 2 threshold replaces 5 grades A*-C in any subjects and the level 1 threshold indicator replaces 5 grades A*-G in any subjects. The threshold indicators include all approved qualifications not just GCSE that are the equivalent of: level 1: grades D-G; level 2: grades A*-C. Level 3 – a volume of qualifications at Level 3 equivalent to the volume of 2 A-Levels

Average Capped Wider Points Score The calculation is based on the eight best GCSE grade/ approved vocational courses per pupil.

Cardiff Ambition – Primary Schools • Progress of 2 levels or more across KS2. • 90% of pupils to achieve functional literacy by the end of KS2 by 2015. • The percentage of pupils where the reading age is lower than the chronological age reduced from 40% to 30% by 2015. • An average attendance rate of 95% by 2015. • The gap between FSM and non-FSM pupils halved by 2015.

16. There is a slight improvement in the proportion of schools where fewer than 30% or fewer than 40% of pupils achieve the level 2 threshold including English/ Welsh or mathematics. However, there is much more to do to address weaknesses in this area as half of pupils across the city do not reach this threshold currently.

• Mathematics remains the weakest subject at this key stage. As indicated in the table below, mathematics results are lower than those in English in all but five schools.

A Level Outcomes at A level show that: • The percentage of pupils entering a volume equivalent to 2 A Levels who achieved the level 3 threshold was 97.1%, an increase on the 96.9% achieved in 2012. • The proportion of subject entries achieving grades A*-E was 98.3%.
