C I R C U L A R Despite this Court"s Circulars No. 429/Genl./DHC dated 29.05.2014 and No.676/Genl./DHC dated 21.08.2014, it has been noticed that the non-automatic vehicles of Advocates, Staff, Litigants and others have been found to be parked in a haphazard manner at deck/surface level as well as input and out-put area of the Underground Automated Multilevel Car Parking, which is meant for automatic vehicles and vehicles for differently abled persons only, resulting in hindrance in parking of legitimate vehicles in the designated lifts. It is, therefore, impressed upon all the users of automated multilevel underground car parking not to park their vehicles at the surface level. Any vehicle other than SUV/Automated Vehicles or vehicles belonging to differently abled persons found to be parked at the surface level shall be charged with a fine of Rs.500/- per violation of above instructions. The Joint Registrar(Genl. Admn.) shall be the Enforcing Authority for the purpose. Further no vehicle of any Advocate or staff or any other vehicle shall be allowed to be parked on the Sher Shah Marg and any violating vehicle shall be towed away by the Traffic Police. PRACTICE DIRECTION It is circulated for information of all concerned that in all the fresh cases the Memo of Parties shall not reflect Hon'ble the Chief Justice as respondent and in such matters Hon'ble High Court of Delhi should be impleaded as a Respondent through Registrar General only. C I R C U L A R It is hereby circulated for information of all concerned that a separate nomenclature "SERTA" has been created in this Court for Service Tax Appeals filed under the relevant Sections of the Finance Act, 1994 read with the Central Excise Act, 1944 and a new filing code "1309" has been assigned to such appeals. Accordingly, all appeals pertaining to Service Tax be filed under the new nomenclature. Further, it is also impressed upon all concerned that while filing VAT Appeals, the nomenclature "VAT Appeal" should mandatorily be used and the nomenclature "Sales Tax Appeal(STA)" should not be used for such appeals. It is designed for battlefi eld use agaisnt troops or armoured formations. India-China Relations China’s President Hu Jintao arrived in India on November 20, 2006 on a fourday visit that was aimed at consolidating trade and bilateral cooperation as well as ending years of mistrust between the two Asian giants. Hu, the fi rst Chinese head of state to visit India in more than a decade, was received at the airport in New Delhi by India’s Foreign Minister Pranab Mukherjee and Science and Technology Minister Kapil Sibal. The Chinese leader held talks with Indian Prime Minister Manmohan Singh in Delhi on a range of bilateral issues, including commercial and economic cooperation. The two also reviewed progress in resolving the protracted border dispute between the two countries. After the summit, India and China signed various pacts in areas such as trade, economics, health and education and added “more substance” to their strategic partnership in the context of the evolving global order. India and China signed as many as 13 bilateral agreements in the presence of visiting Chinese President Hu Jintao and Prime Minister Manmohan Singh. The fi rst three were signed by External Affairs Minister Pranab Mukherjee and Chinese Foreign Minister Li Zhaoxing. They are: (1) Protocol on the establishment of Consulates-General at Guangzhou and Kolkata. It provides for an Indian Consulate- General in Guangzhou with its consular district covering seven Chinese provinces of Guangdong, Fujian, Hunan, Hainan, Yunnan, Sichuan and Guangxi Zhuang autonomous region.

But challenging times also have a way of uncovering silver linings. We present you a week long conference CSI 2020 at Ahmedabad in a hybrid platform. Virtual conferences might lack the intimacy of a physical gathering, but it’s still possible for attendees to connect with each other. Please acknowledge that these are weird times and the experience you get from a virtual conference may be a little different. Yet this format provides opportunities as well and we have attempted to provide you the scientific content in an appealing manner which will certainly satisfy your intellectual curiosity. It is my proud privilege to be the Chair Scientific committee CSI 2020 Ahmedabad. We were able to assemble a group of vibrant cardiologists from all across India who worked tirelessly during the past months to formulate the scientific program. I am thankful for their exceptional support and contributions in planning the scientific program and have no hesitation to give all credits they richly deserve. Designing the scientific programme for the largest congregation of cardiologists in India is certainly not an easy task. Such a program should reflect the current direction of advances happening in the practice of cardiology. It should also update the knowledge base of the attending delegates. We felt that a CSI conference in addition should facilitate research initiatives addressing unique issues faced by cardiologists in India. Research methodology workshop with world famous cardiology researchers will attract young cardiologists to the sphere of cardiovascular research.
