How to Submit Public Comment: Citizens who wish to submit public comment may do so using one of the following methods. Public comment is limited to the time and words allotted.

c. Purchase Order with Core & Main for the purchase of AMI Radio Read Water Meters and related infrastructure for the City’s Water Distribution System in the amount of $800,000. Recommended Action: Approve

d. Purchase Order with Daniels Tire Service, Inc. for the purchase of Tires and Tire Related Services for City vehicles in an amount not to exceed $75,000. Recommended Action: Approve

e. Purchase Order with 72 Hour LLC dba National Auto Fleet Group for the purchase of one 2022 four-wheel drive Chevrolet Silverado pick-up truck in the amount of $59,324.62. Recommended Action: Approve

The City Council encourages public participation, and invites you to share your views on City business.

MEETINGS: Regular Meetings of the City Council are held on the first and third Tuesday of each month at 7:00 p.m. in City Council Chambers. Your attendance at this public meeting may result in the recording and broadcast of your image and/or voice as previously described.

CITIZEN PARTICIPATION: Your participation is welcomed and invited at all City Council meetings. Time is reserved at each regular meeting for those in the audience who wish to address the City Council. The City requests that persons addressing the City Council refrain from making personal, slanderous, profane, or disruptive remarks. Where possible, please submit a Speaker Card to the City Clerk prior to your comments, or simply come to the podium when the Mayor asks for those who wish to speak, and state your name and address (optional) for the record. DECORUM: While members of the public are free to level criticism of City policies and the action(s) or proposed action(s) of the City Council or its members, members of the public may not engage in behavior that is disruptive to the orderly conduct of the proceedings, including but not limited to, conduct that prevents other members of the audience from being heard when it is their opportunity to speak or which prevents members of the audience from hearing or seeing the proceedings. Members of the public may not threaten any person with physical harm or act in a manner that may reasonably be interpreted as an imminent threat of physical harm. All persons attending the meeting are expected to adhere to the City’s policy barring harassment based upon a person’s race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, gender, sexual orientation, or age. The Chief of Police, or such member or members of the Police Department, shall serve as the Sergeant-at-Arms of the City Council meeting. The Sergeant-at- Arms shall carry out all orders and instructions given by the presiding official for the purpose of maintaining order and decorum at the meeting. Any person who violates the order and decorum of the meeting may be placed under arrest and such person may be prosecuted under the provisions of Penal Code Section 403 or applicable Arcadia Municipal Code section.

A motion was made by Mayor Pro Tem Cheng and seconded by Council Member Verlato to read all ordinances and resolutions by title only and waive the reading in full.

a. Confirm the County of Los Angeles Department of Agricultural Commissioner/Weights and Measures Weed Abatement Charges, and order the County Auditor to enter the amounts of the assessment against the parcels of land as they appear on the current assessment roll. Recommended Action: Approve

10. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]).

Council Member Beck addressed comments made by the speakers regarding the Tiny Homes Project; he clarified for the record that he did not agree with the comments made by all the speakers at the July 6, City Council Meeting and stated that he is in favor of the Tiny Homes Project. He announced the retirement of Betty McWilliams from the Foothill Unity Center; that on July 22, he is attending Ms. McWilliams’ retirement party and Hair Etc’s 50 Year Anniversary Ribbon Cutting event; he further announced that on July 30, he is attending the Arcadia Woman’s Club Celebration of the 90th Anniversary of the Dedication of Our Clubhouse event; he thanked Joanna Liang for purchasing a silver leaf for the donor tree in support of the Gilb Museum; and thanked the Friends of the Arcadia Public Library and the Arcadia Rotary Club for their donations.

Council Member Verlato thanked Betty McWilliams for an amazing job at the Foothill Unity Center; she thanked the Friends of the Arcadia Public Library and the Arcadia Rotary Club for their donations; she also thanked Joanna Liang for the purchase of a silver leaf in support of the Gilb Museum; she reported that she testified at the Los Angeles County Regional Water Quality Board

2 07-20-2021 9 hearings; that she attended the Museum Commission Meeting in person; she announced the reopening of the Museum; and encouraged everyone to visit.

In response to Council Member Verlato’s inquiries, Library & Museum Services Director Bradley explained the reasons why the Library is requesting an increase in guard patrol service hours; she shared the types of incidents occurring at the Library; and stated that the increasing number of incidents occurring outside regular security guard service hours has resulted in an increase of calls to the Arcadia Police Department.

In response to Council Member Beck’s inquiry, Library & Museum Services Director Bradley indicated that the Library is very safe and that most of the incidents occurring are with a few homeless patrons that are suffering from mental illness.

In response to Council Member Verlato’s request, Police Chief Nakamura provided an update regarding an incident that occurred at the County wash on June 5; and he responded to various question made by Council Member Verlato regarding the jurisdiction of the incident.

City Manager Lazzaretto also responded to inquiries made by Council Member Verlato; and explained how jurisdiction is determined between the LA County Sheriff’s Department and the Arcadia Police Department.

Council Member Verlato announced that summer concerts will be held at City Hall Lawn on August 5 and 12; and she encouraged everyone to attend.

Council Member Chandler stated that it was nice to have a belated reception for the City Council Reorganization; he congratulated Mayor Tay and Mayor Pro Tem Cheng; and assured the community that in time the homeless issue will be resolved.

Mayor Pro Tem Cheng shared a story about Timmy, a young individual at City of Hope in need of blood; he urged those interested in donating O negative blood to contact the City Manager’s Office; he stated that City of Hope and the American Red Cross are in need of blood and encouraged everyone to donate; he also stated that Arcadia Methodist Hospital is in need of supplies and asked residents to donate; he spoke about Grandma Sechele, a former CVS employee that retired at the age of 100 and is turning 101; he asked those who wish to send her birthday cards to contact the City Manager’s Office; he indicated that on October 16 (tentative date), the Arcadia Police Foundation is hosting a fundraiser to raise money for the Arcadia Police Department; he asked those interested in sponsoring the event to contact the City Manager’s Office; and he announced that August 7, is the Homelessness Community Forum.

City Clerk Glasco commented on Council Member Verlato’s inquiry regarding jurisdiction; he noted that during his time in “VIPS” he patrolled Arcadia County Park before it became part of LA County jurisdiction; he announced that there is a special edition of the Arcadia Community Newsletter regarding homelessness on the City’s website; and that the newsletter will be mailed to residents.

Mayor Tay addressed comments made by speakers regarding the Tiny Homes Project; he indicated that the City Council is working diligently to solve the homelessness issue; he stated that the Homelessness Community Forum on August 7 is designed to provide educational and useful information on homelessness as well as the opportunity for the community to share their ideas on how to address the issue; he announced that the City is looking for volunteers to serve on the Ad Hoc Charter Review ; and that those interested should contact the City Clerk’s Office.

Ordinance No. 2379 amending Article II, Chapters 8, 8.5, and 8.7 of the Arcadia Municipal Code increasing the purchasing threshold for No Bids/Open Market Purchases to $5,000 and for Professional Services Agreements awarded by City Council for Contracts greater than $30,000. Recommended Action: Adopt

c. Resolution No. 7378 approving Memorandum of Understanding establishing compensation and related benefits for employees represented by the Arcadia Police Officers’ Association (“APOA”) for July 1, 2021 through June 30, 2024. Recommended Action: Adopt

Resolution No. 7385 amending the Fiscal Year 2021-22 General Fund Operating Budget Authoring a budget appropriation in the amount of $493,420 for costs associated with adoption of the Arcadia Police Officers Association Memorandum of Understanding. Recommended Action: Adopt

d. Resolution No. 7384 acknowledging receipt of a report made by the Fire Chief of the Arcadia Fire Department regarding inspections of certain occupancies required by Sections 13146.2 and 13146.3 of the California Health and Safety Code. Recommended Action: Adopt

SUMMARY

As part of the City’s Capital Improvement Program (“CIP”), the Public Works Services Department (“PWSD”) is preparing to rehabilitate the asphalt pavement on various streets in the City. The streets were identified in the Pavement Management Program as the streets that most need to be rehabilitated based on their usage and Pavement Condition Index (“PCI”). To ensure that the City is receiving the most competitive prices and quality service for this work, the PWSD conducted a formal bid. Onyx Paving Company, Inc. submitted the lowest responsive bid.

It is recommended that the City Council approve, authorize, and direct the City Manager to execute a contract with Onyx Paving Company, Inc. for the Fiscal Year 2020-21 Pavement Rehabilitation Project in the amount of $765,000, with a 10% contingency.

BACKGROUND

The PWSD is responsible for the maintenance and repair of approximately 147 miles of paved streets within the City. As part of the City’s Pavement Management Program, the condition of all City streets was inspected and rated on a scale of 0-100, with scores below 40 generally being considered a street that has failed. Scores between 40 and 60 are poor/fair in nature. This rating is called the Pavement Condition Index (“PCI”) and it is used to help determine which streets require asphalt pavement rehabilitation.

According to the Citywide Pavement Management Program, the following street segments are most in need of being repaved:

• Arbolada Drive from San Carlos Road to Rancho Road – PCI of 53 • Camino Real Avenue from Sixth Avenue to Eighth Avenue – PCI of 46 • Lemon Avenue from West City Limits to Baldwin Avenue – PCI of 48

It should be noted that PCIs alone do not determine which streets should be repaved; for instance, the City also takes into consideration the streets that have high traffic volume. It is also more cost efficient to repave streets prior to their PCIs lowering to very poor condition. The current range of PCI for the specified streets require grind and overlay rehabilitation, but if the PCI of these streets drop to a lower condition, they would require more extensive rehabilitation such as full pavement reconstruction. Full reconstruction costs are much higher than grind and overlay work. A copy of the Project Location Map detailing the segments listed above is attached as Exhibit “A”.

DISCUSSION

The project involves the repair of any localized potholes and failed pavement, grinding the edges of the pavement adjacent to the gutters to transition the new pavement to the existing gutter, replacing broken curb and gutter as necessary, and installing new ADA- compliant curb ramps at the intersections. The new pavement surface will utilize recycled rubber in the pavement mix to help reduce future cracking and to add strength to the asphalt pavement. The rubber in the pavement mixture also reduces road noise. Following the repairs, the condition of these street sections will be raised to a PCI of 100.

A Notice Inviting Bids was published in the City’s adjudicated newspaper and bid packages were provided to contractors that perform this type of work. On July 7, 2021, the City Clerk’s office received seven bids with the following results:

Bid documents were reviewed for content and the contractor’s background was also investigated. Based on this review, it has been determined that Onyx Paving Company, Inc. is the lowest responsive bidder and is qualified to complete the project as defined in the bid documents. Onyx Paving Company, Inc. has successfully completed similar projects on time and within budget for several agencies such as the Cities of Anaheim, Claremont, Desert Hot Springs, Downey, Montebello, Placentia, and Riverside.

ENVIRONMENTAL ANALYSIS

This project is a Class 1 exemption pursuant to California Environmental Quality Act (“CEQA”) Section 15301 Existing Facilities. Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.

FISCAL IMPACT

Funds in the amount of $1,100,000 have been budgeted in the Fiscal Year 2020-21 CIP for the Pavement Rehabilitation Project. The total cost for the Fiscal Year 2020-21 Pavement Rehabilitation Project is $765,000. With the request of 10% contingency, the project cost would be $841,500.

RECOMMENDATION

It is recommended the City Council determine that this project is a Class 1 exemption under the California Environmental Quality Act (“CEQA”); and approve, authorize, and direct the City Manager to execute a contract with Onyx Paving Company, Inc. for the Fiscal Year 2020-21 Pavement Rehabilitation Project in the amount of $765,000, with a 10% contingency.

This CONTRACT, No. ______is made and entered into this ____ day of ______, ______, by and between City of Arcadia, sometimes hereinafter called “City,” and Onyx Paving Company, Inc., sometimes hereinafter called “Contractor.”

WITNESSETH: That the parties hereto have mutually covenanted and agreed, and by these presents do covenant and agree with each other as follows:

A. SCOPE OF WORK. The Contractor shall perform all Work within the time stipulated in the Contract, and shall provide all labor, materials, equipment, tools, utility services, and transportation to complete all of the Work required in strict compliance with the Contract Documents as specified in Article 5, below, for the following Project:

The Contractor shall complete all Work required by the Contract Documents within Ninety (90) calendar days from the commencement date stated in the Notice to Proceed. By its signature hereunder, Contractor agrees the time for completion set forth above is adequate and reasonable to complete the Work.

C. CONTRACT PRICE. The City shall pay to the Contractor as full compensation for the performance of the Contract, subject to any additions or deductions as provided in the Contract Documents, and including all applicable taxes and costs, the sum of SEVEN HUNDRED SIXY- FIVE THOUSAND DOLLARS AND NO CENTS ($765,000.00). Payment shall be made as set forth in the General Conditions.

D. LIQUIDATED DAMAGES. In accordance with Government Code section 53069.85, it is agreed that the Contractor will pay the City the sum set forth in Special Conditions, Article 1.11 for each and every calendar day of delay beyond the time prescribed in the Contract Documents for finishing the Work, as Liquidated Damages and not as a penalty or forfeiture. In the event this is not paid, the Contractor agrees the City may deduct that amount from any money due or that may become due the Contractor under the Contract. This Article does not exclude recovery of other damages specified in the Contract Documents.

F. PROVISIONS REQUIRED BY LAW AND CONTRACTOR COMPLIANCE. Each and every provision of law required to be included in these Contract Documents shall be deemed to be included in these Contract Documents. SUMMARY

As part of the Annual Meter Replacement Program, the Public Works Services Department (“PWSD”) Warehouse maintains a supply of water meters for the Utilities Section. To ensure that the City is receiving the most competitive prices for Advanced Metering Infrastructure (“AMI”) radio read water meters, a formal bid process was conducted. Core & Main submitted the lowest responsive bid.

It is recommended that the City Council approve a purchase order with Core & Main for the purchase of AMI radio read water meters and related infrastructure for the City’s water distribution system in the amount of $800,000, with the option of three one-year extensions.

BACKGROUND

The Annual Meter Replacement Program was created to replace manually-read water meters with new meters that are capable of being read via radio frequency. Currently, the City’s radio read water meters utilize Automatic Meter Reading (“AMR”) technology, which automatically collects consumption, diagnostic, and status data from the water meter. The data collected is then uploaded to a central database for utility billing purposes. In 2019, the PWSD Utilities Section began replacing the first-generation AMR radio read water meters with Advanced Metering Infrastructure (“AMI”) radio read water meters. The new AMI meters provide real time data to the consumer and will be read remotely through the AMI meter infrastructure and base station hubs.

AMI radio read water meters have the capability of capturing the precise measurements and readings of a customer’s water usage; it also includes leak detection and data logging functions. AMI meters will also enable residents to monitor and be alerted for possible leaks on their property, as well as assist them with historical water usage.

Water meter register accuracy is important in calculating water demands, forecasting customer demands, and aids in conservation efforts. Once the AMI data log meters are installed throughout the City’s water system, the meter reading staff can be used for other water related maintenance assignments. However, as the system continues to be converted over to AMI radio read, meter reading staff will complete other tasks such as meter change outs, leaks, rereads, and other related maintenance to water meters and boxes. The meter sizes that are being changed range from 5/8” to 2”. This work will also include installing 2 base stations, 3 repeater stations, and 1 main data collection hub. It is expected that it will take approximately 3 years to convert the water system over to AMI meters.

DISCUSSION

The PWSD Warehouse is responsible for distributing all water meters to the Utilities Section for meter replacement and new installations. The Warehouse maintains an on- hand inventory to prevent an interruption of this service and orders replacement meters to keep the inventory at acceptable levels. Typical meters in the City’s system are replaced once every 15 years to ensure accurate water measurements. The American Water Works Association (“AWWA”) standard for 5/8” to 2” water meters recommends this replacement schedule to ensure water meter accuracy.

In order to receive the best prices possible for water meters, the City conducted a formal bid. A notice inviting bids was published in the City’s adjudicated newspaper, and bid packages were provided to vendors who provide AMI radio read water meters. On July 20, 2021, the City Clerk received three bids with the following results:

The quantities provided in the bid specifications are based on estimates. Bid documents state that the City may purchase an amount above or below the estimate given according

In order to ensure that there are acceptable quantities of water meters available in the City’s warehouse, the purchase order amount will be for $800,000, which is the total amount budgeted for radio read water meters; however, the City will only purchase the amount necessary to ensure sufficient quantities are on hand.

ENVIRONMENTAL IMPACT

The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA.

FISCAL IMPACT

The Public Works Services Department (“PWSD”) Fleet Section is responsible for purchasing and maintaining tires and accessories for all City vehicles. Using Sourcewell, a national cooperative purchasing program, enables the City to streamline the process of procuring tires and tire related services, while receiving the best prices possible.

It is recommended that the City Council approve a purchase order with Daniels Tire Service, Inc. for the purchase of tires and tire related services in an amount not to exceed $75,000.

DISCUSSION

The Public Works Services Fleet Section (“Fleet Services”) is responsible for purchasing and maintaining tires and accessories for all City vehicles. It is critical that Fleet Services maintain the proper on-hand inventory of tires to prevent an interruption in daily operations. Additionally, 24-hour emergency roadside tire changing services are also essential for heavy duty equipment, which require a specific expertise and specialty equipment. Last year, Fleet Services spent approximately $40,000 on tires, related tire accessories, and provided services.

A detailed sample purchase list of items covering every required tire size, accessory, and related tire service was compiled to ensure that Fleet Services would have access to all items necessary for any repair that may arise. After exploring several cooperative purchasing programs, it was determined that Sourcewell provided the best value and efficient quality products and services to best meet the City’s needs.

The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by Sourcewell, while still remaining

within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase tires and related accessories at a lower cost than traditional competitive bidding.

Sourcewell awarded a master agreement to Goodyear Tire & Rubber Company (“Goodyear”) for their full line of tires and related services. Under the master agreement, Goodyear, a global tire manufacturer and distributor, has certified and authorized specific independent dealers to provide tires and tire services related to the purchase of Goodyear tires. Daniels Tire Service, Inc. is a local authorized Goodyear dealer and has satisfactorily supplied tires and tire related services to the City for over 11 years. The bidding process and Sourcewell master agreement have been reviewed by the PWSD and it has been determined to meet the City’s procurement requirements.

ENVIRONMENTAL ANALYSIS

The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA.

FISCAL IMPACT

In order to ensure that there are acceptable quantities of tires available to Fleet Services, the quantities provided in the City’s purchase specifications are based on estimates. The City may purchase an amount less than the estimate given, according to the needs and requirements of the City. Sufficient funds are budgeted in the Fiscal Year 2021-22 Operating Budget/Vehicle Maintenance for the purchase of tires and tire related services.

RECOMMENDATION

SUMMARY

The Fiscal Year 2021-22 Equipment Acquisition Program provides for the replacement of one 1994 Chevrolet Stakebed Truck in the Fire Department that meets the criteria for replacement in the Vehicle Replacement Program for an approved budget of $60,000. After exploring possible purchasing options, it was determined that using Sourcewell, a national cooperative purchasing program, enables the City to streamline the process of procuring this vehicle and receive the best price possible.

It is recommended that the City Council approve a Purchase Order with 72 Hour LLC (dba National Auto Fleet Group) for the purchase of one 2022 four-wheel drive Chevrolet Silverado pick-up truck in the amount of $59,324.62.

DISCUSSION

The existing 1994 Chevrolet Stakebed Truck vehicle, Asset #60165, has been in service for 27 years and meets the age criteria of the City’s Vehicle Replacement Program (“Program”). The Program recommends replacing this vehicle in 12 years. Most importantly, it no longer meets the operational needs of the Fire Department primarily since its replacement parts have been increasingly difficult to locate and purchase, which has resulted in increasingly lengthy and expensive repairs.

The 1994 Chevrolet Stakebed Truck will be replaced with a new 2022 model four-wheel drive Chevrolet Silverado pick-up, which will be assigned to the Fire Chief. This new vehicle will also be outfitted with the required Fire Department radios and code 3 capabilities, allowing for rapid response back into the City as the needs arise.

Consequently, the 2013 Chevrolet Silverado Pickup that is currently assigned to the Fire Chief will be re-assigned as the Station Utility Vehicle.

The California Government Code authorizes public agencies to participate in cooperative purchasing agreements such as those established by Sourcewell while still remaining within the City’s adopted rules and procedures for purchasing. By utilizing a cooperative purchasing program, the City is able to streamline the procurement process and purchase vehicles and equipment at a lower cost than traditional competitive bidding. Cooperative purchasing agreements also leverage economies of scale to enable vendors to provide goods at reduced costs. Sourcewell awarded a contract to National Auto Fleet Group for a series of specialized heavy-duty vehicles with related equipment and accessories. The bidding process and the contract with National Auto Fleet Group have been reviewed by the Fire Department and it was determined that they meet the City’s procurement requirements. A copy of the agreement between Sourcewell and National Auto Fleet Group is attached.

SUMMARY

The Development Services Department would like to add a Plans Examiner position that would serve to bring a function in-house that is currently contracted out. This would give the Department a greater ability to turn around plan review submittals and provide a true one-stop shop for the most common and frequent types of construction projects. The position would also create an additional career path for staff and aid in succession planning for the Division.

To distinguish itself from the proposed Plans Examiner position, the Senior Combination Inspector specification has received some minor modifications to the duties and certification requirements. Finally, the Combination Inspector and Senior Combination Inspector classifications are proposed to be retitled to Building Inspector and Senior Building Inspector to align with industry standards.

BACKGROUND

A recent departure in the Building Services inspection staff provided the opportunity to evaluate the department's needs. After a comprehensive look at the Building Services functions and the constant ebb and flow of building construction, it was determined that the greatest need of the department is primarily that of a more specialized Plans Examiner instead of an inspector. Therefore, the creation of a Plans Examiner position was proposed to replace the vacant Combination Inspector.

DISCUSSION

Historically, the Department has entirely contracted out its building plan review function, expending an average of $481,244 annually over the last three years. This expense is offset in the budget each year by revenue received from applicants, but establishing the Plans Examiner position would reduce the amount of plan review contracted to outside firms and bring a portion of this function in-house. Arcadia residents, developers, and contractors would benefit from an additional level of customer service with the ability to meet with their Plans Examiner in person at the public counter rather than interfacing with a consultant off-site or over the phone. Additionally, by not having to ship plans to and from consulting firms, faster turnaround times can also be achieved, and in some cases, over-the-counter service can be provided.

The primary function of the new Plans Examiner position will be in the office reviewing and approving construction plans, specifications, and technical engineering reports. Additionally, they would be available to assist the Building Technicians with answering questions at the public counter. The Plans Examiner would also serve a secondary role in supplementing the building inspection staff during absences and vacations. This would give the Department the flexibility to meet the varying demands of the day.

As part of this analysis, it is also recommended to retitle the Combination Inspector and Senior Combination Inspector to Building Inspector and Senior Building Inspector, respectively, to better align with the industry and attract quality applicants for future recruitments. The “Combination” previously used in the title originally referred to mechanical and electrical inspections as well as building inspections, but this is outdated terminology now and understood to be included in the role of Building Inspector. Due to the addition of the Plans Examiner classification, it is that the "desired" Plans Examiner Certification be removed from the job requirements for the Senior Building Inspector (formerly Senior Combination Inspector) classification. Finally, minor modifications to some language was made to the duties of the Senior Building Inspector to clarify that the extent of their review of plans comes during the construction of the project.

The recommended changes have been discussed with the Arcadia City Employees Association, and they have agreed to the proposed changes. In addition, the changes have been discussed specifically with the employees who currently serve as Combination and Senior Combination Inspectors.

In July 2021, the Plans Examiner classification and proposed modifications to the Combination and Senior Combination Inspector classifications were presented to the Human Resources Commission. The Human Resources Commission unanimously recommended approval of the proposed changes.

ENVIRONMENTAL ANALYSIS

The proposed action does not constitute a project under the California Environmental Quality Act (CEQA), and it can be seen with certainty that it will have no impact on the environment. As such, this matter is exempt under CEQA.

FISCAL IMPACT

Based on the results of a compensation study conducted by the Human Resources Division, it is recommended that the wage range be set at Range 69 ($6,323/mo. maximum), which is approximately 7.5% greater than the Senior Combination Inspector at Range 66 ($5,871/mo.), and 18% greater than the Combination Inspector at Range 62 ($5,321/mo.). Staff surveyed comparative municipalities and determined Range 69 to be a reasonable rate for the Plans Examiner's work.

Under the current contract model, 60% of all plan review fees collected are paid to consulting firms, with the City retaining 40%. Establishing an in-house Plans Examiner position will allow the City to retain the entire plan check fee for those projects reviewed by the Plans Examiner. Therefore, even though the costs associated with the new classification specification are 18% greater than the budgeted Combination Inspector vacancy, the savings from contract services should result in overall savings for the Department each year.

RECOMMENDATION

It is recommended that the City Council approve the new classification specification for Plans Examiner and the revised classification specification for Combination Inspector and Senior Combination Inspector.

SUMMARY

Tentative tract maps and final maps are required for all subdivisions that result in or create five or more parcels or condominium units. In accordance with Arcadia Development Code Section 9105.05.050, the City Council shall approve a final map if it conforms to all the requirements of the subdivision regulations of the Development Code and the State Subdivision Map Act. Tentative Tract Map No. 82355 was conditionally approved by the Planning Commission on July 9, 2019, to develop a six- unit multi-family residential condominium subdivision at 414 Fairview Avenue. After the tentative tract map was approved by the Planning Commission, the property owner changed the address from 414 Fairview Avenue to 418 Fairview Avenue. Final Tract Map No. 82355 has met all applicable criteria (refer to Attachment No. 1). Therefore, it is recommended that the City Council approve Final Tract Map No. 82355, along with a Categorical Exemption under the California Environmental Quality Act (“CEQA”).

DISCUSSION

Final Tract Map No. 82355 will accommodate the construction of a six-unit multi-family residential condominium on a 13,969 square foot lot. According to Development Code Section 9105.03.110, tentative tract maps are valid for 24 months after the effective date. However, Assembly Bill No. 1561, which was approved on September 28, 2020, to support housing production in light of the challenges created by the COVID-19 pandemic, extends the expiration date of housing entitlements by 18 months. Therefore, the tentative tract map for this project will expire on January 7, 2023. Project construction is currently in progress and a Certificate of Occupancy will not be issued

until the map has been approved and recorded by the Los Angeles County Recorder’s Office. The map has been reviewed by the Los Angeles County Department of Public Works – refer to Attachment No. 2. FISCAL IMPACT

There will be no fiscal impact incurred by the City as a result of this action.

ENVIRONMENTAL ANALYSIS

Final Map No. 82355 is categorically exempt from environmental review under the California Environmental Quality Act (“CEQA”) pursuant to Section 15332 of the CEQA Guidelines as an infill development project. The Planning Commission affirmed this finding and conditionally approved Tentative Tract Map No. 82355 at its regular meeting on July 9, 2019.

RECOMMENDATION

It is recommended that the City Council approve Final Tract Map No. 82355 with a categorical exemption under the California Environmental Quality Act (“CEQA”) for a six-unit multi-family residential condominium subdivision at 418 Fairview Avenue.

Parcel Map No. 82355 has been reviewed and approved by Public Works for mathematical accuracy, survey analysis, title information, and for compliance with the Subdivision Map Act. It is ready for your examination and certification as to compliance with the conditions of approval and applicable City ordinances.

The City Council or Advisory Agency should make the findings required by the California Environmental Quality Act and the Subdivision Map Act.

After your approval and the approval of the City Council or Advisory Agency, the final map should be returned to Los Angeles County Public Works, Land Development Division, for filing with the Registrar-Recorder/County Clerk's office.
