Reference No. 03LRGG01786 Part A: Changes effected by Order of the Secretary of State for the Office of the Deputy Prime Minister under the Local Government Act 2000 1. There are 5 Orders as a result of a periodic electoral review carried out by the Electoral Commission under sections 86, 87 and 105 of the Local Government Act 2000. The District Of Adur (Scheme For Elections Of Specified Council) Order 2003 - S.I. 2003 No. 984 This Order provides for elections to be held biennially for the district of Adur. The Order was made 1 April 2003 and came into effect on 6 May 2003. The Borough Of Blackburn With Darwen And The City Of Peterborough (Changes To Years Of Elections) Order 2002 - S.I. 2002 No. 2876 This Order defers the elections due in 2003 by providing for changes in years of ordinary elections of councillors in the borough of Blackburn with Darwen and the City of Peterborough. The Order also makes changes to the ordinary elections of parish councillors in the parishes of Livesey, North Turton, Pleasington and Tockholes within Blackburn with Darwen and the parishes of Bainton, Barnack, Bretton, Etton, Helpston, Orton Longueville, Orton Waterville, Southorpe and Ufford within Peterborough. The Order was made on 20 November 2002 and came into effect on 18 December 2002. The Borough Of Halton, Thurrock And Warrington (Changes To Years Of Elections) Order 2002 - S.I. 2002 No. 1670 This Order defers the elections due in 2003 by providing for changes in years of ordinary elections of councillors in the boroughs of Halton, Thurrock and Warrington. The Order also makes changes to the ordinary elections of parish councillors in parishes in the boroughs. The Order was made on 26 June 2002 and came into effect on 24 July 2002. The City Of Plymouth (Scheme For Elections) Order 2002 - S. I. 2002 No. 2954 This Order provided for a new scheme for elections of councillors by thirds to the council of the city of Plymouth from the elections in 2003. The Order was made 28 November 2002 and came into effect on 31 December 2002. The Local Authorities (Scheme For Elections Of Specified Councils) (England) Order 2002 - S.I. 2002 No. 1962 This Order provides for elections to be held biennially from the elections in 2004 for the boroughs of Cheltenham, Fareham, Gosport, Hastings and Nuneaton and Bedworth, and for the city of Oxford. The Order also makes changes to the ordinary year of elections for the parishes of Charlton Kings, Leckhampton, Prestbury, Swindon and Up Hatherly within Cheltenham and the parishes of Blackbird Leys, Littlemore, Old Marston, and Risinghurst and Sandhills within Oxford. The Order was made 24 July 2002 and came into effect on 19 August 2002. Part B: Changes effected by Order of the Secretary of State for the Office of the Deputy Prime Minister under the Local Government and Rating Act 1997 1. There are 32 Orders giving effect to recommendations resulting from the district reviews made by the Secretary of State under section 9 of the Local Government and Rating Act 1997. 2. There are 2 Orders giving effect to recommendations resulting from petitions made to the Secretary of State under section 11 of the Local Government and Rating Act 1997. 1. Orders giving effect to recommendations resulting from district reviews made to the Secretary of State under section 9 of the Local Government and Rating Act 1997. *indicates that the local authority has been directed by the Secretary of State under section 16 to establish a parish council. The Basingstoke And Deane (Parishes) Order 2003 - S.I. 2003 No. 846 This Order deparishes the area of Beggarwood from the parish of Dummer, and as a consequence of this action this area ceases to fall within any parish. The Order was made on 24 March 2003 and came into effect on 1 April 2003. The Brentwood (Parishes) (No. 2) Order 2002 - S.I. 2002 No. 2877 This Order transferred areas between the parishes of Ingatestone and Fryering, and Mountnessing and extended the southern boundary of the parish of Mountnessing to include within it two areas that did not form part of a parish. The Order was made on 18 November 2002 and came into effect on 1 January 2003. The Broadland (Parishes) Order 2002 - S.I. 2002 No. 1774 This Order substitutes a new map for the Broadland (Parishes) Order 2001 - S.I. 2001 No. 3355. That Order made a number of alterations to the areas of parishes within the district of Broadland. The map to the 2001 Order, in error, showed an area in the parish of Drayton as transferred to another area. The Order was made on 9 July 2002 and came into effect on 10 July 2003. The Cannock Chase (Parishes) Order 2003 - S.I. 2003 No. 865 This Order transferred an area from the parish of Hednesford to an unparished area. The Order was made on 24 March 2003 and came into effect on 1 April 2003. The Carlisle (Parishes) Order 2003 - S.I. 2003 No. 810 This Order transferred areas between the parishes Castle Carrock, Geltsdale, Lingmoor, Tockcliffe St Cuthbert Without, Stanwix Rural, and Wetheral. As a consequence of these changes the parish of Geltsdale ceases to exist. The Order was made on the 19 March 2003 and came into effect on 1 April 2003. The Charnwood (Parishes) Order 2002 - S.I. 2002 No. 281 This Order transferred areas between the parishes of Birstall and Wanlip. The Order was made on the 7 February 2003 and came into effect on the 1 April 2003. The Cheltenham (Parishes) Order 2003 - S.I. 2003 No. 930 This Order transferred areas between the parishes of Charlton King, Leckhampton, Prestbury, Swindon and Up Hatherley. The Order was made on 26 March 2003 and came into effect on 1 April 2003. *The Chichester (Parishes) Order 2003 - S.I. 2003 No. 57 This Order created a new parish called Elsted and Treyford. The Order directed the Chichester District Council to establish a parish council for the new parish. The Order was made on the 13 January 2003 and came into effect on 1 April 2003. *The Daventry (Parishes) Order 2003 - S.I. 2003 No. 763 This Order created a new parish called Daventry.
