There are 5 Orders as a result of a periodic electoral review carried out by the Electoral Commission under sections 86, 87 and 105 of the Local Government Act 2000.

The District Of Adur (Scheme For Elections Of Specified Council) Order 2003 - S.I. 2003 No. 984

This Order provides for elections to be held biennially for the district of Adur. The Order was made 1 April 2003 and came into effect on 6 May 2003.

The Of And The City Of (Changes To Years Of Elections) Order 2002 - S.I. 2002 No. 2876

This Order defers the elections due in 2003 by providing for changes in years of ordinary elections of councillors in the borough of Blackburn with Darwen and the City of Peterborough. The Order also makes changes to the ordinary elections of parish councillors in the parishes of Livesey, North Turton, Pleasington and Tockholes within Blackburn with Darwen and the parishes of Bainton, Barnack, Bretton, Etton, Helpston, Orton Longueville, Orton Waterville, Southorpe and Ufford within Peterborough. The Order was made on 20 November 2002 and came into effect on 18 December 2002.

The , And (Changes To Years Of Elections) Order 2002 - S.I. 2002 No. 1670

This Order defers the elections due in 2003 by providing for changes in years of ordinary elections of councillors in the of Halton, Thurrock and Warrington.

The Order also makes changes to the ordinary elections of parish councillors in parishes in the boroughs. The Order was made on 26 June 2002 and came into effect on 24 July 2002.

The City Of (Scheme For Elections) Order 2002 - S. I. 2002 No. 2954

This Order provided for a new scheme for elections of councillors by thirds to the council of the city of Plymouth from the elections in 2003. The Order was made 28 November 2002 and came into effect on 31 December 2002.

The Local Authorities (Scheme For Elections Of Specified Councils) (England) Order 2002 - S.I. 2002 No. 1962

This Order provides for elections to be held biennially from the elections in 2004 for the boroughs of Cheltenham, Fareham, Gosport, Hastings and Nuneaton and Bedworth, and for the city of Oxford. The Order also makes changes to the ordinary year of elections for the parishes of Charlton Kings, Leckhampton, Prestbury, and Up Hatherly within Cheltenham and the parishes of Blackbird Leys, Littlemore, Old Marston, and Risinghurst and Sandhills within Oxford. The Order was made 24 July 2002 and came into effect on 19 August 2002. Part B: Changes effected by Order of the Secretary of State for the Office of the Deputy Prime Minister under the Local Government and Rating Act 1997 1. There are 32 Orders giving effect to recommendations resulting from the district reviews made by the Secretary of State under section 9 of the Local Government and Rating Act 1997.

2. There are 2 Orders giving effect to recommendations resulting from petitions made to the Secretary of State under section 11 of the Local Government and Rating Act 1997.

1. Orders giving effect to recommendations resulting from district reviews made to the Secretary of State under section 9 of the Local Government and Rating Act 1997. *indicates that the local authority has been directed by the Secretary of State under section 16 to establish a parish council.

The And Deane (Parishes) Order 2003 - S.I. 2003 No. 846

This Order deparishes the area of Beggarwood from the parish of Dummer, and as a consequence of this action this area ceases to fall within any parish. The Order was made on 24 March 2003 and came into effect on 1 April 2003.

The Brentwood (Parishes) (No. 2) Order 2002 - S.I. 2002 No. 2877

This Order transferred areas between the parishes of Ingatestone and Fryering, and Mountnessing and extended the southern boundary of the parish of Mountnessing to include within it two areas that did not form part of a parish. The Order was made on 18 November 2002 and came into effect on 1 January 2003.

The Broadland (Parishes) Order 2002 - S.I. 2002 No. 1774

This Order substitutes a new map for the Broadland (Parishes) Order 2001 - S.I. 2001 No. 3355. That Order made a number of alterations to the areas of parishes within the district of Broadland. The map to the 2001 Order, in error, showed an area in the parish of Drayton as transferred to another area. The Order was made on 9 July 2002 and came into effect on 10 July 2003.

The Cannock Chase (Parishes) Order 2003 - S.I. 2003 No. 865

This Order transferred an area from the parish of Hednesford to an . The Order was made on 24 March 2003 and came into effect on 1 April 2003.

The Carlisle (Parishes) Order 2003 - S.I. 2003 No. 810

This Order transferred areas between the parishes Castle Carrock, Geltsdale, Lingmoor, Tockcliffe St Cuthbert Without, Stanwix Rural, and Wetheral. As a consequence of these changes the parish of Geltsdale ceases to exist. The Order was made on the 19 March 2003 and came into effect on 1 April 2003.

The Charnwood (Parishes) Order 2002 - S.I. 2002 No. 281

This Order transferred areas between the parishes of Birstall and Wanlip. The Order was made on the 7 February 2003 and came into effect on the 1 April 2003.

The Cheltenham (Parishes) Order 2003 - S.I. 2003 No. 930

This Order transferred areas between the parishes of Charlton King, Leckhampton, Prestbury, Swindon and Up Hatherley. The Order was made on 26 March 2003 and came into effect on 1 April 2003.

*The Chichester (Parishes) Order 2003 - S.I. 2003 No. 57

This Order created a new parish called Elsted and Treyford. The Order directed the Chichester District Council to establish a parish council for the new parish. The Order was made on the 13 January 2003 and came into effect on 1 April 2003.

*The Daventry (Parishes) Order 2003 - S.I. 2003 No. 763

This Order created a new parish called Daventry. The Order directed the Daventry District Council to establish a parish council for the new parish. The Order was made on the 13 March 2003 and came into effect on 1 April 2003.

The (Parishes) Order 2002 - S.I. 2002 No. 3000

The Order transferred areas between the parish of Anlaby with Anlaby Common and the parish of Willerby. The Order was made on 2 December 2002 and came into effect on the 1 April 2003.

*The East Staffordshire (Parishes And Electoral Changes) Order 2002 - S.I. 2002 No. 1060

This Order created seven new parishes called , Winshill, Brizlincote, Stapenhill, Anglesey, Shobnall, and Horninglow and Eton. The Order directed the East Staffordshire Borough Council to establish parish councils for the new parishes. The Order was made on 1 April 2002 and came into effect on 1 April 2003.

*The Hambleton (Parishes) Order 2002 - S.I. 2002 No. 1068

This Order created a new parish called Danby Wiske with Lazenby and directed the Hambleton District Council to establish a parish council for the new parish. The Order also transferred areas between the parishes of Bagby, Carlton Miniott, Northallerton, Romanby, Sowerby, Sutton under Whitestonecliffe, Thirlby and Thirsk. The Order was made on 11 April 2002 and came into effect on 1 April 2003.

The Mid Devon (Parishes) Order 2003 - S.I. 2003 No. 491 This Order transferred areas between the parishes of Crediton, Crediton Hamlets, Halberton, Sampford Peverell, Shobrooke, Uffculme and Uplowman. The Order was made on 28 February 2003 and came into effect on 1 April 2003.

The Newcastle Upon Tyne (Parishes) Order 2002 - S.I. 2002 No. 2516

This Order transferred areas between the parishes of Hazlerigg and North Gosforth. The Order was made on 2 October 2002 and came into effect 1 April 2003.

The North Devon (Parishes) Order 2003 - S.I. 2003 No. 238

This Order transferred areas between the parishes of Barnstaple, Landkey and Swimbridge. The Order was made on 5 February 2003 and came into effect on 1 April 2003.

The (Parishes) Order 2002 - S.I. 2002 No. 2224

This Order transferred areas between the parishes of Blagdon and Burrington. The Order was made on 27 August 2002 and came into effect on 1 April 2003.

The (Parishes) Order 2002 - S.I. 2002 No. 1900

This Order transferred areas between the parishes of Kinnerley and Knocking. The Order was made on 19 July 2002 and came into effect on 1 April 2003.

The Preston (Parishes) Order 2002 - S.I. 2002 N0. 3201

This Order extends the southern boundary of the parish of Grimsargh by including within it part of an unparished area. The Order was made on the 17 December 2002 and came into effect on 1 April 2003.

*The Richmondshire (Parishes) Order 2002 - S.I. 2002 No. 1059

This Order created a new parish called East Witton. The Order directed the Richmondshire District Council to establish a parish council for the new parish. The Order also transferred areas between the parishes of Aldbrough, Aske, Gilling with Hartford and Sedbury, Hipswell, Hunton, Preston-under-Scar, Scotton, St Martin's, Stanwick St John and Wensley and also abolished the parishes of East Witton Out and East Witton Town. The Order was made on 1 April 2002 and came into effect on 1 April 2003.

The Ryedale (Parishes) Order 2003 - S.I. 2003 No. 929

This Order created a new parish called Stape. The Order also transferred areas between the parishes of Levisham, Lockton, Newton, Pickering and Stape. The Order was made on 26 March 2003 and came into effect on 1 April 2003.

*The (Parishes) Order 2002 - S.I. 2002 No. 1061

This Order created a new parish called Eldon. The Order directed the Sedgefield Borough Council to establish a parish council for the new parish. The Order was made on 1 April 2002 and came into effect on 1 April 2003.

*The Sedgemoor (Parish) Order 2003 - S.I. 2003 No. 610

This Order created a new parish called Bridgwater. The Order directed the Sedgemoor District Council to establish a parish council for the new parish. The Order was made on 7 March 2003 and came into effect on 1 April 2003.

The South (Parishes) Order 2003 - S.I. 2003 No. 819

This Order transferred areas between the parishes of Great Billington and Leighton Linsdale. The Order was made on 19 March 2003 and came into effect on 1 April 2003.

*The (Parishes) Order 2002 - S.I. 2002 No. 3022

This Order created two new parishes, Downend and Bromley Heath, and Hanham in South Gloucestershire. The Order directed the South Gloucestershire District Council to establish a parish council for each of the new parishes. The Order also transferred areas between the parishes of Mangotsfield Rural, Oldland and Winterbourne. The Order was made on 3 December 2002 and came into effect on 1 April 2003.

The South Norfolk (Parishes) Order 2003 - S.I. 2003 No. 730

This Order created a new parish called Heywood in South Norfolk. The Order also transferred areas between the parishes of Alburgh, Bressingham, Bunwell, Carleton Rode, Chedgrave, Colney, Cringleford, East Carleton, Ellingham, Forncett, Geldeston, Hethersett, Heckingham, Langley with Hardley, Little Melton, Loddon, Ketteringham, Redenhall with Harleston, Roydon, Starston, Swardeston, Tacolneston, and Wymondham.

The Order was made on 13 March 2003 and came into effect on 1 April 2003.

The St Albans (Parishes) Order 2002 - S.I. 2002 No. 3035

This Order transferred areas between the parishes of Colney Heath, London Colney, Harpenden, Redbourn, St Michael, St Stephen and Wheathamstead. The Order was made on 6 December 2002 and came into effect on 1 April 2003.

*The St Edmundsbury (Parish) Order 2002 - S.I. 2002 No. 1216

This Order created a new parish called Bury St Edmunds in St Edmundsbury. The Order directed the St Edmundsbury Borough Council to establishment a parish council for the new parish. The Order was made on 25 April 2002 and came into effect on 1 April 2003.

*The Thanet (Parishes) Order 2003 - S.I. 2003 No. 58

This Order created a new parish called Cliffsend in Thanet. The Order directed the Thanet District Council to establish a parish council for the new parish. The Order also made alterations to the parish of Manston. The Order was made on 10 January 2003 and came into effect on 1 April 2003.

*The Waverley (Parishes) Order 2002 - S.I. 2002 No. 2620

This Order created a new parish called Churt. The Order directed the Waverley Borough Council to establish a parish council for the new parish. The Order was made on 14 October 2002 and came into effect on 1 April 2003.

The Welwyn Hatfield (Parish) Order 2003 - S.I. 2003 No. 280

This Order extends the southern boundary of the parish of Welwyn by including within it part of an unparished area. The Order was made on 7 February 2003 and came into effect on 1 April 2003.

*The Winchester (Parishes) Order 2003 - S.I. 2003 No. 121

This Order created a new parish called Whiteley and altered the area of the existing parish of Wickham. The Order directed the Winchester City Council to establish a parish council for Whiteley. The Order was made on 27 January 2003 and came into effect on 1 April 2003.

*The Wyre (Parishes) Order 2003 - S.I. 2003 No. 811

This Order created a new parish called Myerscough and Bilsborrow. The Order directed the Wyre Borough Council to establish a parish council for the new parish. The Order was made on 19 March 2003 and came into effect on 1 April 2003.

2. Orders giving effect to recommendations resulting from petitions made to the Secretary of State under section 11 of the Local Government and Rating Act 1997. *indicates that the local authority has been directed by the Secretary of State under section 16 to establish a parish council.

*The (Parish) Order 2002 - S.I. 2002 No. 2999

This Order created a new parish called Great Coates. The Order directed the North East Lincolnshire District Council to establish a parish council for the new parish. The Order was made on 2 December 2002 and came into effect on 1 April 2003.

*The (Parish) Order 2002 - S.I. 2002 No. 3023

This Order created a new parish called West Auckland in Wear Valley. The Order directed the Wear Valley District Council to establish a parish council for the new parish. 2. Order conferring parish council powers on parish meetings under section 109 of the Local Government Act 1972 The Derbyshire Dales District Council Parish Of Little Longstone Order 2002

Allows the parish meeting of Little Longstone to exercise the powers of a parish council. The Order came into effect on 2 May 2002.

The Council Parish Of St James South Elmham Order 2002

Allows the parish meeting of St James South Elmham to exercise the powers of a parish council. The Order came into effect on19 December 2002.

3. Orders providing for the creation of a parish council under section 16 of the Local Government and Rating Act 1997 The Binfield Heath Parish Council Order 2003 (South Oxfordshire District Council)

Established a parish council for the parish of Binfield Heath and electoral arrangements. This Order was made on 23 January 2003 and came into effect on 1 April 2003.

The Brentwood Parishes (Herongate & Ingrave And West Horndon) Order (No.1) 2002 (Brentwood Borough Council)

Established parish councils for the parish of Herongate & Ingrave and the parish of West Horndon. This Order was made on 30 October 2002 and came into effect on 1 April 2003.

The Brough With St Giles Parish Council Order 2002 (Richmondshire District Council)

Established a parish council for the parish of Brough with St Giles. This Order was made on 15 November 2002 and came into effect on the same day.

The Danby Wiske With Lazenby Parish Council Order 2002 (Hambleton District Council)

Established a parish council for the parish of Danby Wiske with Lazenby and electoral arrangements. This Order was made on 19 December 2002 and came into effect on 1 April 2003.

East Witton Parish Council Order 2002 (Richmondshire District Council)

Established a parish council for the parish of East Witton. This Order was made on 15 November 2002 and came into effect on the same day.

The Eldon Parish Council Order 2002 (Sedgefield Borough Council)

Established a parish council for the parish of Eldon and electoral arrangements. This Order was made on 28 June 2002 and came into effect on 1 April 2003.

The Padiham Town Council (Establishment, Electoral Arrangements, Etc.) Parish Order 2002 (Burnley Borough Council)

Established a parish council for the parish of Padiham and electoral arrangements. This Order came into effect on 11 April 2002.

The Quatt Malvern Parish Council Order 2003 ( District Council)

Established a parish council for the parish of Quatt Malvern and electoral arrangements. This Order was made on 24 January 2003 and came into effect on the same day.

South Northamptonshire Council (Establishment Of Grange Park Parish Council) Order 2003

Established a parish council for the parish of Grange Park. This Order was made on 28 January 2002 and came into effect on 1 April 2002.

The Whiteley Parish Council Order 2003 (Winchester City Council)

Established a parish council for the parish of Whiteley. This Order was made on 21 February 2003 and came into effect on 22 February 2003.

Orders providing for the creation of a parish council under section 16(1) of the Local Government Act 1972 The South Somerset (Brympton Parish Council) Order 2002

Increased the number of parish councillors from nine to eleven. This Order was made on 4 October 2002 and came into effect on 1 May 2003.

The South Somerset (Tatworth And Forton Parish Council) Order 2002

Decreased the number of parish councillors from fifteen to twelve. This Order was made on 4 October 2002 and came into effect on 1 May 2003.

4. Orders amending electoral arrangements under section 17 of the Local Government and Rating Act 1997 The Askham Parish Council (Councillors) Order 2002 ( Council)

Increases the number of parish councillors from five to seven. This Order was made on 7 August 2002 and came into effect on 1 May 2003.

The Parish Of Embsay-With-Eastby (Councillors) Order 2002 (Craven District Council)

Increases the number of parish councillors from seven to nine. This Order was made on 1 December 2002 and came into effect on 1 May 2003.

The Parish Of Garsington (Councillors) Order 2003 (South Oxfordshire District Council)

Increases the number of parish councillors from seven to nine. This Order was made on 23 January 2003 and came into effect on 1 May 2003.

The Grimstead Parish Council (Parish Warding) Order 2003 ( District Council)

Re-wards parish of Grimstead into two wards and specifies number of councillors for each ward. This Order was made on 3 January 2003 and came into effect on 1 May 2003.

The Maiden Bradley With Yarnfield Parish Council (Councillors) Order 2003 ( Council)

Decreases the number of parish councillors from nine to seven. This Order was made on 3 January 2003 and came into effect on 1 May 2003.

The Rodmell Parish Council (Councillors) Order 2003 (Lewes District Council)

Increases the number of parish councillors from five to seven. This Order was made on 26 February 2003 and came into effect on 1 May 2003.

The Parish Of Selborne Order 2002 (East Hampshire District Council)

Re-wards parish of Selborne into three wards and specifies number of councillors for each ward. This Order was made on 7 May 2002 and came into effect on the same day.

The Parish Of Shermanbury (Councillors) Order 2003 (Horsham District Council)

Decreases the number of parish councillors from nine to seven. This Order was made on 13 January 2003 and came into effect on 1 May 2003.

The Parish Of Shiplake (Councillors) Order 2003 (South Oxfordshire District Council)

Decreases the number of parish councillors from twelve to nine. This Order was made on 23 January 2003 and came into effect on the 1 May 2003.

West Dean Parish Council (Councillors) Order 2003 (Salisbury District Council)

Increases the number of parish councillors from five to seven. This Order was made on 3 January 2003 and came into effect on the 1 May 2003.

5. Order appointing members to a parish council under section 91 of the Local Government Act 1972 The Broadland District Council (Beighton Parish Council) Order 2003

This Order was made on 23 April 2003 and made temporary appointments to the Beighton Parish Council.

The Broadland District Council (Hainford Parish Council) Order 2003

This Order was made on 23 April 2003 and made temporary appointments to the Hainford Parish Council.

The District Council (Millbrook Parish Council) Order 2002

This Order was made on 2 August 2002 and made a temporary appointment to the Millbrook Parish Council.

The Craven District Council (Thornton-In-Craven Parish Council) Order 2002

This Order was made on 1 August 2002 and made temporary appointments to the Thornton-in- Craven Parish Council.

The Derbyshire Dales District Council (Elton Parish Council) Order 2002

This Order was made on 22 May 2002 and made a temporary appointment to the Elton Parish Council.

The Doncaster Metropolitan Borough Council (Blaxton Parish Council) Order 2003

This Order was made on 18 March 2003 and made temporary appointments to the Blaxton Parish Council.

The Council (Fittleton Parish Council) Order 2002

This Order was made August 2002 and made a temporary appointment to the Fittleton Parish Council.

The Kettering Borough Council (Parish Of Grafton Underwood) Order 2002

This Order was made on 17 May 2002 and made a temporary appointment to the Grafton Underwood Parish Council.

The North West Leicestershire District Council (Snarestone Parish Council) Order 2003

This Order was made on 21 February 2003 and made a temporary appointment to the Snarestone Parish Council.

The Council ( Parish Council) Order 2002

This Order was made on 2 May 2002 and made a temporary appointment to the Bere Regis Parish Council.

The District Council (Forest And Frith Parish Council) Order 2002

This Order was made on 25 September 2002 and made temporary appointments to the Forest and Frith Parish Council.

Tewkesbury Borough Council (Uckington Parish Council) Order 2002

This Order was made on 12 July 2002 and made a temporary appointment to the Uckington Parish Council.

The District Council (West Ilsley Parish) Order 2002

This Order was made on 23 July 2002 and made a temporary appointment to the parish council of West Ilsley.

6. Orders under section 11of the Local Government Act 1972 - Grouping Orders Berwick-Upon-Tweed Borough Council (Cheviotside Parish Council) Order 2003

Groups the parishes of Ilderton and Roddam under one common parish council, to be known as the Parish Council of Cheviotside. This Order was made on 27 February 2003.

Berwick-Upon-Tweed Borough Council (Tillside Parish Council) Order 2003

Groups the parishes of Chatton, Chillingham and Lilburn under one common parish council, to be known as the Parish Council of Tillside. This Order was made on 27 February 2003.

Chester City Council (Tiverton And Parish Council) Order 2003

Groups the parishes of Tiverton and Tilstone Fearnall under one common parish council, to be known as the Tiverton and Tilstone Fearnall Parish Council. This Order was made on 31 March 2003.

South Lakeland District Council (Parishes Of Egton-Withnewland, Mansriggs And Osmotherley) Grouping Order 2003
