1.0 Rules 1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing 2017-2020 (RRS) along with the Auckland Harbour Navigation Safety Bylaws 2014. 1.2 The YNZ Safety Regulations Part II, Category 4 for Te Kouma and Kawau races, Category 5 for all other races. 1.3 No Spinnakers are allowed. MPS may be carried but will attract a 5% penalty if used during the race, see SI 12.3. 1.4 Dinghies may be towed or carried on board in a visible and useable state - i.e. an inflatable must be inflated and ready to use. When the dinghy is carried on board a penalty of 2 1/2% will apply except for Hyundai Marine Sports Centre Multi Sport Event where the dinghy may be carried aboard in a ready to use state and will not attract any penalty. When the dinghy is towed the painter must have a minimum of 2 metres and a maximum of 5 metres from the boat's transom. 1.5 A boat shall not discharge rubbish in the water

2.0 Notices to Competitors 2.1 Notices to competitors will be posted on the official notice board in the RAYC Clubhouse foyer. 2.2 For the Auckland Anniversary Race home from Kawau competitors are to follow instructions and notices published by the Auckland Anniversary Regatta organising authority at https://www.regatta.org.nz/

3.0 Changes in Sailing Instructions Any change to the Sailing Instructions will be posted before 0900 hours on the day it will take effect, except that any change to the schedule of races will be posted by 1830 hours on the day before it will take effect.

4.0 Signals Made Ashore Signals made ashore will be displayed on a pole erected on the RAYC Clubrooms.

6.0 Class Flags Class Flags will be: Division Flag All White

7.0 Racing Areas The races will be held on the Inner Hauraki Gulf.

8.0 THE COURSES 8.1 Attachment 1 shows the courses. 8.2 No later than the warning signal, the course number to be sailed will be communicated on VHF Channel 77.

9.0 MARKS 9.1 The outer distance mark (ODM) is the Orakei Yellow Buoy. 9.2 The starting marks are the flagstaff on the Orakei Wharf or on a designated committee boat anchored near the Orakei Wharf and the ODM. Except for Rally 1, 4 & 7 where the starting marks are described in Attachment 1. 9.3 The finishing marks will be described for each race in Attachment 1.

10.0 Area’s that are Obstructions; Fairway Marks 10.1 The following are Fairway marks, which must be passed on the main navigation side of the channel

10.2 Boats while racing will pass on the main navigation channel side of all mooring buoys and moored boats in or adjacent to the designated mooring areas as shown on chart NZ5322. These areas shall be treated as an obstruction. 10.3 Boats while racing shall not sail south of a line being an extension of the permanent wave-break at Okahu Bay

11.0 The Start 11.1 The Starting line will be between the flagstaff on the Orakei Wharf or on a designated committee boat anchored near the Orakei Wharf and the ODM. Except for Rally 1, 4 & 7 where the starting marks are described in Attachment 1. 11.4 Races starting at Islington Bay or Man O War Bay will be started as follows:

This changes rule 26 11.5 The starting line for the Auckland Anniversary Rally will be described by the Auckland Anniversary Regatta Sailing Instructions race from Kawau to Auckland and can be found at https://www.regatta.org.nz/ 11.6 A boat starting later than 30 minutes after her starting signal will be scored Did Not Start.

12.0 SHORTENED COURSES Should it be evident no boat will finish within a 5 hour period the finish boat may at its discretion shorten the course. The new finish line will be set using a readily identified landmark and may be broadcast on VHF Channel 77.

11.0 THE FINISH 11.1 The finishing line for each race will be described in Attachment 1. 11.2 The finish boat may fly the Sponsors Flag and may show, at night, a blue flashing light. Should a finish boat not be on station, the first boat to finish shall take her own time and is requested to anchor as near as possible to the finish station and take times of other competitors. If a finish boat is not present all boats are requested to take their own finish time. 11.3 At night when finishing you must illuminate your sail numbers with a flashlight.

12.0 PENALTY SYSTEM The penalties are as follows: 12.1 Premature starters will be penalised by adding 5% to their corrected time. 12.2 Boats failing to comply with RRS 29.1 shall be penalised by having 5% added to their corrected time. 12.3 Boats using a MPS will be penalised by adding 5% to their corrected time. 12.4 Boats not towing a dinghy will be penalised by adding 2.5% to their corrected time, except for Rally 1 – Hyundai Marine Sports Centre Multi Sport Event where no penalty will apply.

13.0 PROTESTS AND REQUESTS FOR REDRESS 13.1 Immediately after finishing a boat intending to protest shall, in addition to the requirements of rule 61.1(a), inform the boat at the finishing line of her intention to protest and the identity of the boat(s) protested against. The protesting boat must receive an acknowledgement from the race committee. This changes rule 61. 13.2 Protest forms are available from RAYC Clubhouse foyer. Protests and requests for redress shall be delivered to the RAYC Race Office before the protest time limit. 13.3 For each race the protest time limit is 1200 hours on the Monday following the race day. The same protest time limit applies to all protests by the race committee or protest committee and to requests for redress (changes of Rules 61.3 and 62.2). 13.4 Notices will be posted by 1200 on the Tuesday to inform competitors of hearings in which they are parties or named as witnesses. Hearings will normally be held at RAYC Club house beginning at 1900 hours on the Thursday following the race. 13.5 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 13.6 Breaches of instructions 1.5, 12 & 15 will not be grounds for a protest by a boat under rule 60.1(a). This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides.

14.0 SCORING 14.1 The Low Point scoring system, rules A2 and A9 will apply. 14.2 Pre-Christmas and Post-Christmas Races will count as individual series. A combined Pre-Christmas and Post-Christmas low score will count for overall Cruising Champion 14.3 Two races will be required to be completed to constitute a series. 14.4 Individual series discards as follows: Races completed Discards 3 1 14.5 Combined series (Cruising Championship) discards as follows: Races completed Discards 6 2 14.6 Average series points will be awarded for an individual race for series entrants who forgo a race to do Yacht Club work (e.g. regatta race management). Average points will be awarded upon application to the sailing committee; no reasonable application shall be declined for up to 2 races of the series.

15.0 Safety Regulations 15.1 A boat that retires from a race shall notify the finish boat or another competitor on VHF Channel 77 as soon as possible.

16.0 Official Boats The official boats will be marked with an RAYC pennant.

17.0 Prizes 17.1 Prizes, provided by the Sponsors, will be awarded to boats place 1st, 2nd and 3rd in handicap in each division for each race of the Series .

COURSE 1 Start from SW to NE through Rangitoto Channel, leaving to Starboard, round Orapapa Island (The Haystack) to Starboard, Rakino Island to Starboard, and finish across a transit line between the SE most point of Waikalabubu Bay (Motutapu Island) and South Point (Rakino Island).

COURSE 2 Start from SW to NE through Motuihe Channel, leaving Motutapu Island to Port, Rakino Island to Port, Orapapa Island (The Haystack) to Port, and finish NW to SE across a line between SE most point of Waikalabubu Bay (Motutapu Island) and South Point (Rakino Island).

COURSE 3 (alternative for bad weather) Start from SW to NE rounding Browns Island Navy Buoy to Port, and finish west to east between the Western Head and the Eastern Head of the entrance to Awaawaroa Bay.

Beach BBQ at 1800hrs. Location of BBQ weather dependant and will be advised on VHF Channel 77 at 1730hrs.
