However, the dome itself is less visible than the rock for which it was named. Therefore, this nomination pertains to the rock which is a visible symbol or reminder of that famous American scandal. Teapot Rock is an eroded sandstone formation located about 25 miles north of the city of Casper, in the southwestern Powder River Basin. No longer the shape of a teapot, the rock today resembles a disfigured human hand. Nevertheless, the formation which once looked like a teapot has given its name to a number of natural and man-made features of the surrounding landscape including a creek, townsite, oil development company, and one of the most famous oil fields in American history. About six miles east of the rock is the southern boundary of the Teapot Dome Naval Oil Reserve, 9,481 acres of land set aside in 1915 by presidential executive order as United States Naval Oil Reserve Number Three. Teapot Rock and the Teapot Dome Naval Oil Reserve are located on the north­ east side of a saddle which lies, generally, between the Big Horn Mountains and the Laramie Range. The saddle separates the Powder River drainage from the North Platte River drainage to the south. The oil reserve is partly surrounded on the west by an escarpment of sandstone broken for a space by low hills that cover the eroded outcrop. The east border is a continuous escarpment of rimrock forming an effective barrier to the vehicular traffic. Teapot Rock itself, 75 feet high and 300 feet in circumference, is situated on a grass-covered knoll a few hundred yards east of U. S. Highway 87 near Teapot Creek, an intermittent stream which empties into Salt Creek. The waters of Salt Creek, in turn, empty into the Powder River and eventually form a part of the Yellowstone, Missouri, and Mississippi rivers. Just north of Teapot Rock and near the base of the hill which it surmounts, is the Beaton residence. As a result of the investigation and O subsequent civic and criminal trials, one of the most famous scandals in American history was revealed. The Secretary of the Interior in the administration of Warren G. Harding resigned and eventually went to jail U for his part in the scandal, the Secretary of the Navy and the Attorney General resigned, and the names of many other United States Government officials and representatives were dragged through the blackness of the oil scandal. A prominent oil industrialist went to jail for contempt of court, and other oil executives left the country as the threads of the infamous oo •z. episode were unravelled over a period of almost a decade. The scandal which occupied the attention of the American public for so long was named for Teapot Dome, the smallest of three naval reserves in the LU limelight of the scandal. Teapot Dome was not only the least productive of LJ the three naval reserves, it also lay in the shadow of Wyoming's greatest oil pool, the Salt Creek field. Since the physical proximity of one field to the other has caused some confusion and since, in the history of Wyoming oil development Salt Creek deserves a higher place than Teapot Dome, mention should be made of the former. An elliptical area extending for ten miles from northwest to southwest and covering about 20,000 acres, the Salt Creek field lies just north of and adjacent to the Teapot Dome Reserve in central Wyoming. It was one of the first major oil fields discovered in the Rocky Mountain area. Men such as Cy Iba began their activities there in the 1880's although Iba himself did not live long enough to profit from his work. Production at Salt Creek was begun in 1889 when a ten barrel-a-day well was dug into the Shannon sand level at about 1,000 feet. As development continued foreign capital was invested in the field, and pipelines were laid from Salt Creek to Casper where a refinery was built on the east edge of town. By 1912 the Midwest Oil Company, which eventually became the biggest producer in the Salt Creek field, was established. In 1913, during only its second year of operation, the company derived aprdvit from its holdings in the remote oil field. Dewberry, Ph.D. Rider University This article examines the history of journalism in the initial reporting of the Teapot Dome scandal to argue that the press falls short in fulfilling the checking value of the First Amendment. Similar arguments have been made about the press in other major scandals (e.g., Watergate, Iran-Contra, etc.). But this article exclusively focuses on the key journalistic agents in Teapot Dome including Frederick G. Bonfils and H. H. Tammen of the Denver Post, John C. Schaffer of the Rocky Mountain News, Carl Magee of New Mexico, and Paul Y. Anderson of the St. Louis Post- Dispatch, to demonstrate how they were more protagonists in the scandal, rather than members of the fourth estate. INTRODUCTION Political scandals reveal the worst and also the best of our democracy. The worst is that our public leaders have transgressed some norm or rule. The best is that the presence of scandals also suggests that a free press was able to enact what noted First Amendment scholar Vincent Blasi called “the checking value.” The checking value is “that free speech, a free press, and free assembly can serve in checking the abuse of power by public officials.”1 Furthermore, Blasi believes that free speech was a central and critical principle for the drafters of the First Amendment to “guard against breaches of trust by public officials.”2 As such, the American press is often dubbed the “watchdogs of democracy.”3 Given the press’s status in our democracy, its reputation sometimes reaches an undeserved mythic status.

    The Value of Cronyism: Insider Trading in the Teapot Dome Affair Caroline Fohlin and Andrew Teodorescu∗ Current version: December 2019 Abstract We study the stock market reaction to the Teapot Dome affair during the Harding administration of the early 1920s, in which oil industry moguls bribed a cabinet member for the illegal leasing of federal naval oil reserves. Using weekly stock price data, we find a significant response to public revelation of Sinclair Consolidated’s leases; however, we also find that insiders had incorporated most of the news into share prices prior to the surprise news break. Other key events show insignificant price responses to news. Overall, Sinclair’s top shareholders achieved considerable excess returns to their illicit activity, totalling around $242 million (inflation-adjusted) in the market value of their equity. Our results suggest a relatively strong form of market efficiency under a legal insider trading regime. Moreover, we observe extreme profiteering, via front-running private information, by insiders at the expense of outsiders—evidence that contradicts typical normative arguments for legalized insider trading. It remains one of the most shocking stories of government corruption. President Harding died in office before most of the scan- dal became public. As the Senate investigated the scan- dal, the press and the public demanded to know how two of the richest oil barons in the country had bribed gov- ernment officials to obtain leases to oil fields on govern- ment land. It took six years, two civil trials, and six criminal trials to track down what one senator called “the slimiest of slimy trails beaten by privilege.” y the end of World War I, the demand for oil was grow- ing. During the war, the U.S. and British navies con- vertedB their ships from coal to oil. Cars were rolling off the assembly lines in huge numbers. By 1920, oil production had soared to 450 million barrels in the U.S., and the oil industry was booming. Production at NPR-3 peaked in 1981 and has declined since until it has become a mature stripper field, with the average well yielding less than 2 barrels per day. The Department of Energy (DOE) has decided to discontinue Federal operation of NPR-3 at the end of its life as an economically viable oilfield currently estimated to be 2003. Although changes in oil and gas markets or shifts in national policy could alter the economic limit of NPR-3, it productive life will be determined largely by a small and declllng reserve base. DOE is proposing certain activities over the next six years in anticipation of the possible transfer of NPR-3 out of Federal operation. These activities would include the accelerated plugging and abandoning of uneconomic wells, complete reclamation and restoration of abandoned sites including dismantling surface facilities, batteries, roads, test satellites, electrical distribution systems and associated power poles, when they are no longer needed for production, and the continued development of the Rocky Mountain Oilfield Testing Center (RMOTC).

But the adversarial, often confrontational, and sometimes high profile nature of congressional investigations sets it apart from the more routine, accommodative facets of the oversight process experienced in authorization, appropriations, or confirmation exercises.
