UA MIGRATION AND DEVELOPMENT STUDY GROUP Jagdish M. Bhagwati Nazli Choucri Wayne A. Cornelius John R. Harris Michael J. Piore Rosemarie S. Rogers Myron Weiner a ........ .................. ..... .......... C/77-5 INTERNAL MIGRATION POLICIES IN AN INDIAN STATE: A CASE STUDY OF THE MULKI RULES IN HYDERABAD AND ANDHRA K.V. Narayana Rao Migration and Development Study Group Center for International Studies Massachusetts Institute of Technology Cambridge, Massachusetts 02139 August 1977 Preface by Myron Weiner This study by Dr. K.V. Narayana Rao, a political scientist and Deputy Director of the National Institute of Community Development in Hyderabad who has specialized in the study of Andhra Pradesh politics, examines one of the earliest and most enduring attempts by a state government in India to influence the patterns of internal migration. The policy of intervention began in 1868 when the traditional ruler of Hyderabad State initiated steps to ensure that local people (or as they are called in Urdu, mulkis) would be given preferences in employment in the administrative services, a policy that continues, in a more complex form, to the present day. A high rate of population growth for the past two decades, a rapid expansion in education, and a low rate of industrial growth have combined to create a major problem of scarce employment opportunities in Andhra Pradesh as in most of India and, indeed, in many countries in the third world. It is not surprising therefore that there should be political pressures for controlling the labor market by those social classes in the urban areas that are best equipped to exercise political power.

  • Urdu in Hyderabad State*
tariq rahman Urdu in Hyderabad State* The state of Hyderabad was carved out in 1724 by the Asif Jahis (Āṣif Jāhīs), the governors of the Mughal emperors in the Deccan, when they became powerful enough to set themselves up as rulers in their own right. The Nizams1ófrom Mīr Qamruíd-Dīn Khān (1724ñ48) until the sixth ruler of the house Mīr Maḥbūb ʿAlī Khān (1869ñ1911)óused Persian as their court language, in common with the prevailing fashion of their times, though they spoke Urdu at home. Persian was, however, replaced by Urdu in some domains of power, such as law courts, administration and education, toward the end of the nineteenth century. The focus of this article is on the manner in which this transition took place. This phenomenon, which may be called the ìUrduizationî of the state, had important consequences. Besides the historical construction of events, an attempt will be made to understand these consequences: the link of ìUrduizationî with power, the construction of Muslim identity, and socio- economic class. Moreover, the effect of ìUrduizationî on the local languages of Hyderabad will also be touched on. *The author is grateful to the Higher Education Commission of Pakistan for a grant to carry out research for this article in India. 1The Nizams who actually ruled were the first seven; the last in the line carried the title until 1971 but did not rule: 1) Mīr Qamaruíd-Dīn Khān Niāmuíl- Mulk Āṣaf Jāh I (r. 1724–48); 2) Mīr Niām ʿAlī Khān Āṣaf Jāh II (r. 1762–1803); 3) Mīr Akbar ʿAlī Khān Sikandar Jāh III (r.

  • Impact of Urban Growth on Water Bodies the Case of Hyderabad
View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Research Papers in Economics Working Paper No. 60 September 2004 Impact of Urban Growth on Water Bodies The Case of Hyderabad C. Ramachandraiah Sheela Prasad CENTRE FOR ECONOMIC AND SOCIAL STUDIES Begumpet, Hyderabad-500016 1 Impact of Urban Growth on Water Bodies The Case of Hyderabad C. Ramachandraiah* Sheela Prasad** Abstract Being located in the Deccan Plateau region, Hyderabad city has been dotted with a number of lakes, which formed very important component of its physical environment. With the increasing control of the State and private agencies over the years, and rapid urban sprawl of the city, many of the water bodies have been totally lost. Many have been shrunk in size while the waters of several lakes got polluted with the discharge of untreated domestic and industrial effluents. This study makes an attempt to analyse the transformation of common property resources (the lakes) into private property. The adverse consequences of the loss of water bodies are felt in the steep decline in water table and the resultant water crisis in several areas. Further, the severity of flooding that was witnessed in August 2000 was also due to a reduction in the carrying capacity of lakes and water channels. The State has not bothered to either implement the existing laws or pay attention to the suggestions of environmental organisations in this regard. The paper argues that in this process of loss of water bodies in Hyderabad, the State is as much responsible as private agencies in terms of the policies that it has formulated and the lack of ensuring legislation and implementation.

Tel: +91-40-27682363 Fax: +91-40-27090020 Email: [email protected] Website: www.osmania.ac.in Osmania University founded on October 5, 1918 by a Royal Decree of the then ruler of Hyderabad. H E H Nawab Sir Mir Osman Ali Khan Bahadur, the seventh Nizam, ownes its name to him. The idea of the University was, however, conceived by Sir Akbar Hydari who became the Prime Minister of the former State of Hyderabad. Sir Akbar had conceived Osmania as a unitary and residential University with colleges, libraries, hostels, residential quarters, playgrounds, halls, etc located on campus of about 1,612 acres of which 184 acres of land was allocated to different institutions outside the city. The idea of a unitary University had to be given up as the demand for higher education within its territorial limits increased and in course of time, Osmania became teaching and affiliating university. Till 1947 the University was alimb of the Government. But in that year with the vision of Dr. Wali Mohammed, its Vice Chancellor, Osmania was granted a revised Charter and became autonomous. In 1959, the Charter was replaced by an Act of the Andhra Pradesh Legislature, the Osmania University Act, 1959, which brought it in line with other two regional universities in the State. Osmania is now governed by this Act, as amended in 1966, 1976, 1981 and 1991. The establishment of Osmania University symbolizes a renaissance in the Indian Educational System and has shown a remarkable resilience throughout its existence.

TREATMENT OF CHILDREN, WOMEN, AND OLD PEOPLE IN INDIAN ENGLISH AND AMERICAN LITERATURES CONCEPT NOTE The first half of the twentieth century was marked by conflicts, communist revolutions, and two wars. Millions of people died and many millions became homeless. There was rampant crime, violence, cruelty, torture-- perpetrated by the powerful over the powerless. Hunger, deprivation, destitution, fear death, murder, oppression and exploitation were the hallmarks of the times. None felt secure from the rampant inhuman misery inflicted upon humanity by human beings only. Man became the greatest enemy of man—the deadly beast devoid of sympathy, goodness, and grace—slouching over a vast terrain in search of the human blood. The basic human rights, especially of the old people, women, children and the poor, took a severe beating at the hands of such totalitarian perpetrators of random crime and violence. Man and women needed a guaranteed protection of their life, dignity, and integrity from the blood thirsty hounds of humanity. After the end of the Second World War and the creation of the United Nations, the international community strongly felt that the human rights to life, dignity, integrity, and to other necessary things for a meaningful survival needed to be preserved and propagated by rule of law.
