The Democratic Socialist Republic of Sri Lanka is implementing the 2nd Integrated Road Investment Program (iRoads2) to improve the connectivity between rural areas and socio-economic centers by means of a Multi tranche Financing Facility from the Asian Development Bank. (ADB). The program is implemented by the Road Development Authority of the Ministry of Roads & Highways and includes the engagement of an International Consultancy Firm as Project Implementation Consultant (PIC). For the Eastern Province Package PIC 05, composing of Trincomalee-, Batticaloa- and Ampara Districts, the Joint Venture Egis International and Greentech Ltd was engaged as the PIC through a Service Contract signed on 18.02.2019. The works are packaged into 11 Works Contracts which were signed from 31.07 – 23.08.2019. After fulfilment of the contractual prerequisites, the Commencement Date for the works in respect of Cl. 8.1 of the Contract Conditions was declared to be the 25.09.2019 for all contracts. 02. The activities for the implementation of the stipulated Social Baseline Surveys, comprising of the formation of Grievance Redress Committees (GRC), the formalization of a GRC mechanism and the undertaking of new Transect Walks to verify, update and record the findings for incorporation into the designs have commenced swiftly after the contract signatures and have progressed well until early 2020. The regular monthly Social Safeguards, Gender- and HSE site activities and measures as specified have mainly commenced after the end of the 1st rainy season in January 2020 and were then again interrupted by the imposed curfews from mid-March to the end of April 2020 caused by the effects of the Covid-19 Pandemic. The Social Safeguards activities have then gradually re- commenced in May 2020, initially still affected by ongoing remobilizations of personnel to the sites and offices from confinement. 03. As from June 2020, the project has returned to operation mode under observation of the Covid preventive measures and with the implementation of the Social Safeguards activities having been delayed by the time lost to the effects of the Pandemic. The overall status at the end of the reporting period from January to June 2020 is shown in the table below.
