General background of Project or Assignment:

Peru is a signatory of the main international instruments. It is a State party to the 1951 Convention on the Status of and the 1967 Protocol. Peru enacted Law No. 27891 in 2002 establishing the Special and Permanent Refugee Commission (CEPR for its acronym in spanish). The law contains the protection mechanisms of the 1951 Convention and 1967 Protocol and incorporates the broader definition of the 1984 Cartagena Declaration which applies to situations of generalized violence and armed conflict. Peru has commited to the adoption and implementation of the Brazil Declaration and Plan of Action (BPA) which promotes improvements in the refugee status determination systems, strengthening the capacity and knowledge of asylum authorities as well as to ensure quality, efficiency and due process of law in the asylum procedures.

Overall purpose and Scope of Assignment:

The overreaching objective of the QAI is to improve and maintain due process, the quality, eficiency and effectiveness of the asylum procedures, by strengthening the capacity and expertise of the asylum authorities through an effective cooperation and coordination between the asylum authorities and UNHCR. The consultant will work under the overall supervision of the CEPR’s President and Secretary and in close collaboration and coordination with UNHCR. The selected consultancy products will be develop in close collaboration and coordination with UNHCR.

Duties and Responsibilities:

The consultant shall be responsible for the following specific tasks which are further elaborated below in the form of products and implementation progress reports i. Elaborate internal guidelines for the Executive Secretariat, useful for new staff induction process. ii. Revise the RSD Format (elegibility opinion of the Executive Secretariat) and elaborate a proposal considering necessary amendments and a guideline with instructions for the adequate use of the format, useful for new staff induction.

iii. Prepare a proposal for the design and set up of an electronic database for the recording, processing and management of asylum seekers and refugee’s data and statistics for the CEPR’s Executive Secretariat.

iv. Elaborate a proposal of a coordination mechanism (Standard Operation Procedures – SOP) for the attention and protection of asylum seekers at entry points between all relevant stakeholders involved. v. Elaborate internal guidelines for the RSD interviews and a check list for interviewers to ensure guidance on interviewing techniques and conditions, fulfilment of technical RSD requirements and the guarantees of the due process of law.

Essential minimum qualifications and professional experience required:

- University degree in law, preferably with focus on human rights, refugee law and/or international humanitarian law. - At least 4 years (2 years with Advanced University degree) of related professional experience. - Excellent legal research, analytical and drafting skills. - Very good knowledge local institutions is essential - Fluency in English and Spanish with excellent reporting and writing skills.in both languages. - Demonstrable computer skills. - Excellent interpersonal skills.

Desirable qualifications and competences: Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

- Completion of UNHCR learning programmes or specific training relevant to the functions of the position.
