Pride FM Tyneside would serve the LGBT (lesbian, gay, bi-sexual, transgendered) community of Newcastle and Gateshead. Government research estimates that between 5 and 7% of the UK population are LGBT but that figure is likely to be higher in urban areas. Based on current population figures from Newcastle and Gateshead Councils, we estimate the LGBT population of Newcastle and Gateshead to be around 50,000. The LGBT community in Newcastle/Gateshead are a diverse mix of ages, backgrounds and tastes. The station would also be a resource for the families and friends of LGBT people. We would also work to engage younger LGBT people and provide a safe space for them to explore their sexuality and political and civic activism/engagement.

LGBT community. This will be achieved by playing many LGBT artists, broadcasting LGBT news which we will produce and by talking to guests from the LGBT community in Newcastle & Gateshead. We will also give airtime to community groups in the transmission area and the chance for those groups to present their own shows. Our music varies from Top 40, 80s & 90s to mix shows and a variety of shows with presenters representing all aspects of the LGBT+ community. Our presenters combine a mix of warmth, humour and sensitivity to provide programming that has proved popular with the audience. They are all gay, lesbian, bi-sexual or transgendered and all from the Newcastle/Gateshead area – although all are welcome, irrespective of their sexuality. We will broadcast a live breakfast show and mid morning programme from Monday to Friday with either pre-recorded shows in the afternoon which might include repeats from evening shows to allow a greater exposure to a daytime audience. Initially our drive show might be recorded or voice tracked but it is our intention to make this a live programme as it’s a key time for many listeners. Evenings will be a mix of distinct programmes ranging from a Women’s Hour, lesbian music show, an 80s programme, a health discussion show and at the weekend mix shows produced by local LGBT DJs. Our weekend programmes would be live from 9am until 5pm with some automated and recorded programmes after this time. During our RSL broadcasts we discussed many issues of concern to the community such as homophobic bullying at work, health issues such as HIV prevention, coming out and civil partnerships. These issues covered through interviews with studio guests or phone interviews. We would continue airing these sorts of issues in our daily broadcasts. We have also trialled a lesbian panel chat show called Loose Lesbians where 4 lesbians discuss the issues of the day. We would want to create a programme around this format. The station also produced a documentary about the first openly gay radio presenter in the north east. We will create similar programming for special occasions. We also ran successful campaigns with Mesmac North East, a sexual health project, which saw the station create an on air campaign around one hour HIV testing. The result saw an uptake in the number of men coming forward for tests. We would work with similar organisations to give greater prominence to such initiatives. We will also produce two bulletins of LGBT news and provide national and international news at key times either Sky News or Radio NewsHub. The ratio of speech to music would be 70% music to 30% speech in typical daytimes, somewhat more at other times. All programmes will be broadcast in English

The LGBT community in Newcastle and Gateshead is diverse – a wide range of ages, races, religions etc. and our presenters would represent all parts of the community on Tyneside. It’s important therefore to offer something for these differing tastes and interests. Since the station began we have asked our audience what they’d like to hear (Most recent survey completed June 2017). We invited comments through e mail, social media, an online survey and through LGBT organisations in Newcastle and Gateshead. From the comments given to us by our audience and key community stakeholders we have developed a programming strategy. The research told us that the audience wanted a greater variety of music and specialist programmes with music covering 80’s. 90’s, chart and a range of programming which covered all aspects of the LGBT+ community. Most of all, the station gives a voice to people about their everyday lives and the triumphs and difficulties they have. All these programmes/programme elements have been well received as part of our continuing online broadcasts. Some ideas brought to us by members of the community are now programmes presented by those who suggested the format to us.

Pride FM Tyneside would overlap with Metro Radio, Heart, Smooth Radio, Capital FM, NE1FM, Spice FM. Pride FM Tyneside would be different and distinct as the only broadcast radio station talking about issues of LGBT people in Newcastle and Gateshead as well as reflecting their lives. Stonewall, the LGBT lobby group, produced a report in 2010 in which it said mainstream broadcasters weren’t representing LGBT people in their programmes. Stonewall recently repeated this criticism. Members of the community tell us they even struggle to get a mention or request played for a gay or lesbian couple on mainstream commercial radio. Our RSL broadcasts in the run up to Newcastle Pride over the past 6 years has promoted the event on air and encouraged community participation. The organisers stated in their annual report that the increased numbers attending Newcastle Pride could be partly attributed to the airtime given to the event by the station. Our coverage of Prides in the north east would be a major part of our broadcast schedule in the run-up to any future events – coverage not given by any other outlet. We will give airtime to aspects of LGBT history which are not present on any other broadcaster in the north east. We would mark key dates in the LGBT+ calendar such as World AIDS Day, Transgender day of Remembrance, Holocaust Memorial Day, LGBT History Month and International Day Against Homophobia, Biphobia & Transphobia The music we would play is distinctive in its range with a particular focus on the types of music enjoyed by the LGBT community but not played on other stations. Examples range from gay rights campaigner Jimmy Somerville to local performer Sam Dickinson who has appeared on the RSL station many times as well as at Newcastle Pride.

Applicants are required to provide evidence that their service will result in significant social gain to the public or the target community(ies). Copies of letters or research reports etc. should not be submitted, but brief relevant extracts from them, which represent an accurate and comprehensive summary, may be included. If we wish to see material, we will ask for it. Ofcom is required to have regard to the extent to which your proposed service would result in the delivery of social gain to the public or target community.

Pride FM Tyneside will deliver social gain in many forms – ranging from bringing the community together and forging stronger links within it to creating health and hate crime awareness campaigns for the community. Even though Newcastle now boasts the biggest free Pride event in the UK which attracts around 70,000 every summer and has a thriving scene of LGBT clubs and bars, there isn’t one organisation which has the potential to unite the diverse community all year around on a daily basis wherever they are in Newcastle/Gateshead. Pride FM Tyneside would be able to reach people at home, work, in their cars and would connect with those who perhaps never attend any LGBT events or visit the commercial gay scene. Pride FM will promote events run by the many organisations operating in and around Tyneside. We’d also invite the various groups to become involved in our programmes and to present and produce their own shows if they wished. For example, the gay rugby team the Newcastle Ravens have expressed an interest in being involved in an LGBT sports show. We would also be a place for debate and would give a voice to those sections of the community who had previously found it hard to reach other LGBT people. In our RSL FM and online broadcasts we promoted many groups and interviewed many of them. 2017 has seen a murder outside a gay club in Newcastle and a number of assaults outside LGBT venues. Hate crime against LGBT people in the north east is still the second most reported hate crime after race hate. (Northumbria Police Hate Crime figures, 2016). Reported hate crime has trebled in the Northumbria Police area since 2011 (figures from Northumbria Police website). We have worked with Northumbria Police to spread the message on reducing the risk of becoming a hate crime victim and the importance of reporting incidents. This work would continue if we were awarded an FM licence. The Police and Crime Commissioner for Northumbria Police (which covers Newcastle/Gateshead), Vera Baird approached the station to have a regular slot for the Police to raise awareness of hate crime reporting. The engagement with the local PCC will provide safe space for local LGBT people to share their experience of policing and community safety with the PCC. Another area where Pride FM would help to achieve social gain would be through health promotion. A number of studies have concluded that members of the LGBT community face increased risk of health problems ranging from sexually transmitted infections to body image problems and mental health. A recent report from the Health Protection Agency found that the north east had a particular problem with late diagnosis for HIV which can make the disease harder and more costly to treat. The station has already worked with sexual health organisation Mesmac Newcastle. Together with the NHS and Mesmac we created an on air campaign encouraging gay men to come forward for a one hour test and to use condoms. Mesmac believe the work we have already done in our RSL FM and on line broadcasts has had an impact on the prevention of HIV and testing. Should we be awarded a full time licence, we will work to strengthen our already good relationship with Mesmac with further strategies on how to engage the LGBT community in the north east. Alcohol and drugs are also areas where there are higher than average levels of abuse in the LGBT community compared to society as a whole. Research carried out by the University of Central Lancashire across cities including Newcastle concluded that LGB people are much more likely to use drugs, problematic patterns of drinking are much more common among LGB people and barriers exist to seeking information, advice or help among LGB people. We have already worked with the NHS in our FM RSL broadcasts on health campaigns surrounding drug and alcohol abuse and through C Charlton, Head of Communications at the NHS in the north east and we would continue and enhance this work. The other area where we would work towards social gain would be to encourage non LGBT people to listen to and be part of our radio station. We have had comments on our Facebook page and through email from listeners who tell us that they are not gay or lesbian but have enjoyed our programmes as they have given a different perspective on being LGBT – i.e.: life in the north east though gay or lesbian eyes. Hopefully the end result of this would be a greater understanding between the LGBT and non LGBT community. We have also worked with Northumberland Council who are keen to recruit LGBT people to adopt and foster children. They are keen to work with us again in future. The other area where we would bring social gain would be by training LGBT people to make radio programmes to share their experiences. Through our training programmes with University of Northumbria, we would give LGBT people skills and therefore a voice to LGBT people who might never have been on radio before. This will enable them to tell their story which would be an incredibly empowering experience for the individuals and the community. It would also give members of the community skills which might help in the search for employment or a change of career.

Access and participation:

Pride FM already has excellent engagement within the community and many of the team are involved in other local projects. The recruitment often happens in an organic way by meeting individuals and groups who would like to learn new skills and work with the team. Since the stations first RSL broadcast we have reached out to the community and had an open door policy. When the station was set up, a public meeting was held and anyone interested in being a presenter, producer, fundraiser etc was invited to come along. Pride FM would work with local universities, colleges and academies and LGBT youth groups to engage a range of interested individuals and groups. We have already trained about 30 volunteers and we anticipate that this number will rise if the station launched full time on FM. We estimate that we would be able to fully train 10 volunteers every quarter which would make a total of up to 40 in our first year on air. Training sessions will be held at convenient times for volunteers and new volunteers would be assigned a mentor who could work with them in their chosen field (i.e.; presentation, production, fund raising etc) We’d produce a training manual to help with presentation, production and legal/compliance matters for radio. As outlined later in this document, we would set up a board made up of representative members of the LGBT community who would meet regularly and give feedback on the programmes broadcast on the station. This would be made up of 5 people. Every volunteer will be made aware of the advisory board. Volunteers will also be made aware of the process to get any thoughts or ideas discussed by the group. Notes of all discussions by the advisory board will be made available after meetings All current volunteers are part of a “collective” who make contributions to the station in their area of expertise. The collective meets regularly and shares information and ideas through a closed group on

The organisation has a track record of bringing in members of the LGBT community who have no previous experience in radio presentation and/or production and giving them the skills to become part of the on air and/or production team. Almost all of our original team for our first FM RSL broadcast had no previous on air experience or technical know how to enable to make or present radio programmes. We would invite those interested in becoming presenters, producers etc to training days. Through our training co-ordinator we would repeat our successful training of members of the community on regular training days. The sessions would be hosted by our co-ordinator and more experienced members of the presentation and production team. The training would cover use of equipment, recording, audio editing, interviewing, broadcast law and the Ofcom code..Some sessions would be held at University of Northumbria’s media school – we have an agreement with them to train our volunteers which would include in media law and compliance.

Since our first RSL FM broadcast in 2010, we have encouraged feedback though our website and on our Facebook page from our 6200 plus followers along with online surveys. We will look to develop this further by encouraging listeners to leave feedback on a special section of our website. Feedback was very important after our first FM RSL and encouraged us to include a broader range of programmes and music. Listeners welcomed this change when we took to the air again for our second FM broadcast in 2011. This vital engagement with the audience will continue and close attention paid to what our community of interest wanted to hear on the radio station. We will establish a board made up of members of the LGBT community who would meet on a regular basis and give feedback on programmes broadcast by the station. A group of around 5 people will make up this board. They will meet regularly and as far as possible the station’s output would be influenced by their input. The directors would discuss the recommendations made by the board and report back on the progress of the suggestions made by the advisory board. It might not always be

possible for logistical, financial or other reasons to accommodate the wishes of the board but it would be our intention to act on their advice as closely as possible. The station carried out an online survey which gave us a valuable insight into what the community wanted, how often they listened to the radio and the type of programming that they’d like to hear on a full time FM community station for Newcastle/Gateshead. We will carry out these types of surveys on a regular basis to enable us to gauge whether our programmes were what the LGBT community wanted. All survey results will be made public via our programmes and our website to enable the station to be as accountable as possible to the community. We will also run promotions on air encouraging people to tell us what they like or if they wanted to raise an issue about the station with the management team.

The directors will take day to day responsibility for the running of the station but will be supported by other volunteers & employees as the station grows – namely in fund raising, community engagement, an advisory role and engineering. The Pride FM Tyneside volunteers would have access and would be encouraged to raise any issues with directors, others with job roles and the Pride FM Tyneside Advisory Board. Similarly the committee could raise issues directly with the volunteers or directors. The idea is that people at all levels within the organisation feel that they are able to bring ideas, issues or concerns to whoever they think is the best person to help them or hear their concerns. Our 7 years of experience has shown us that it is possible to run the station with volunteers who are dedicated and take responsibility for their particular role. Pride Radio was formed in 2010 and was rebranded Pride World Radio in June 2017 with the intention of providing an RSL station for the Northern Pride LGBT festival. Adverts were placed on social media sites and in newspapers for anyone interested to come along to a meeting. Many of those who were at that meeting are still with the group. From the response of listeners, it became clear that there was a demand for this service on a more permanent basis. Shortly after the end of the 28-day FM broadcast, the station continued broadcasting on line. Permanent studios and new studio equipment was installed in offices in Dance City in 2016. Studio facilities, management and technical support would be provided by Pride World Media. Pride FM Tyneside would pay Pride World Media for these services but have its own board to determine programming and community involvement. The station also partnered with the Made TV Network across the UK for a weekly joint radio and tv show called “Made with Pride”. The organisation also co-produced a 2 hour special with BBC Radio Newcastle on The Best of Newcastle Pride 2017.

B. Please summarise the group’s broadcasting experience (e.g. internet radio, Restricted Service Licences (RSLs)). Answer in fewer than 150 words:

We carried out a number of successful RSL broadcasts on FM from 2010 to 2016. Since our first FM broadcast, the service has continued online. The group has three professional broadcasters – TV presenter and producer Peter Darrant, Former ITV News and BBC journalist Jonathan Morrell and former Bauer Radio programmer Richard Kell - who have helped to shape programme ideas, advise on styles of presentation and content and initiate training. The online service has allowed us to trial a number of programme formats to test what our audience thinks of them. Since the first RSL, our team have grown in experience and confidence and the quality of the output is of a high standard. We successfully broadcast from Northern Pride in 2010 to 2017 with interviews and live on stage performances. Our outside broadcasts also included coverage of Sunderland Pride, Durham and Cumbria Prides These broadcasts involved the innovative use of computer technology and the 3G mobile phone data network.

The group has a rich mix of experience when it comes to business with Peter Darrant running his own business and generating revenue, good management of finances and good links with potential businesses who might want to support or advertise on the station. Peter is involved with Northern Pride, an LGBT organisation which he has helped to be the largest free LGBT Pride Festival in the UK. It was his responsibility to co-ordinate raising £200,000 per year for the festival to be held. Jonathan Morrell has experience of raising funds within the LGBT voluntary sector for the Newcastle Ravens LGBT Rugby Club as a former treasurer of the organisation and his role as a trustee of an HIV charity.

Since Pride World Radio’s first FM trial broadcast in 2010 the profile of the station has grown with thousands listening on line or engaging with us via social media every week. However many of our listeners say they find listening via the internet can restrict how often they can tune in and would like to be able to hear us via a traditional radio with a more localised service. The station survey of listeners which has shown strong support for the creation of a full time service on broadcast radio. When asked if they thought there was a need for a full time radio station on air in the north east for the LGBT community, 97% said yes. 55% said they’d listen to the station if it was on AM/FM every day. The community also told us they’d like a mix of music genres and LGBT news on the station.
