Prior to that, he served in the Mississippi State Senate for 16 years. Nunnelee was born in 1958 in Tupelo, Mississippi. He graduated from Clinton High School in Clinton, Mississippi, in 1976 and received a bachelor’s degree in 1980 from Mississippi State University. Alongside his father, Nunnelee worked as vice-president of sales and marketing of American Funeral Assurance Co., until 1996 when he and his father founded Allied Funeral Associates Insurance Company, where he served as vice-president and director. Nunnelee’s transition into political life began with his strong public speaking abilities. A sufferer of a degenerative eyesight that caused him to become legally blind while a student at MSU, he received cornea transplants and his vision was restored. He regularly shared his story of reliance upon his Christian faith and the importance of organ donation with numerous local organizations. In 1995, then State Senator and future U.S Senator Roger Wicker resigned from his post in the state senate to fill a seat in the U.S. House of Representatives for Mississippi’s 1st district. Nunnelee, successfully ran and replaced Wicker, where he served four consecutive terms and became chairman of the Senate Appropriations Committee and a key player in the state’s fiscal and tax policies. In the 2010 midterm elections, Nunnelee ran for the U.S. House seat then held by Democrat Travis Childers, and won handily. He began his post in January of 2011. During his first term, his district was redrawn, but he won reelection in both 2012 and 2014, the latter of which he ran unopposed. While in Congress, Nunnelee co-sponsored the Stop Online Piracy Act (Bill H.R. 3261) and served on the Committee on Appropriations and its subcommittees, including: Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Energy and Water Development, where he was - Page 3- Alan Nunnelee papers CPRC.PAN vice-chairman; and Military Construction, Veterans Affairs, and Related Agencies. In addition, he held membership in several caucuses such as the Immigration Reform Caucus, the International Conservation Caucus, the Congressional Diabetes Caucus, and the Congressional Prayer Caucus. In 2014, doctors discovered a mass in Nunnelee’s brain. He underwent major brain surgery at M.D. Anderson Cancer Center at the University of Texas, and his treatment continued at TIRR Memorial Hermann Hospital and Johns Hopkins Hospital. In January of 2015, a second tumor was found, and Nunnelee was moved to hospice care in Tupelo where he died on February 6, 2015, at the age of 56. Throughout his illness and following his death, Nunnelee and his career were widely praised by friends and colleagues at both the state and national level. Upon his passing, President Barack Obama and his wife Michelle issued a public statement, saying, “Alan never wavered in his determination to serve the men and women who placed their trust in him, even as he bravely battled the illness that ultimately took his life. As a Sunday School teacher and a deacon at his church, Alan believed deeply in the power of faith and the strength of American families.” Former U.S. Speaker of the House, John Boehner, asked that the flag over the U.S. Capitol building be flown at half-mast in Nunnelee’s honor, and then Mississippi Governor Phil Bryant called Nunnelee “the best man I have ever known.” His death triggered a special election to fill his seat, which was succeeded in June 2015 by Trent Kelly, an Iraq war veteran and long-serving lawyer and district attorney for the Tupelo area. The year began with a bipartisan effort in the House to prohibit federal funds from being used to pay for abortion coverage under Obamacare. Congress successfully fought to restrict FDA approval of some forms of embryo-destructive research. The House, once again, passed legislation that would prevent late abortions on 5 month old pain-capable unborn children, and although the Senate was unable to pass the bill due to the 60 vote threshold, for the first time, a majority of Senators voted in favor of the bill. The public release of videos revealing Planned Parenthood’s organ harvesting practices renewed efforts to defund this scandal-ridden organization and redirect funding towards community health centers. In an unprecedented victory, the House and Senate passed a budget reconciliation bill, the Restoring Ameri- cans’ Healthcare Freedom Reconciliation Act, which would have eliminated a significant portion of Planned Parenthood’s funding—roughly 80%— and repealed key provisions of Obamacare.

The year began by handling unfinished business of addressing Planned Parenthood’s organ harvesting practices revealed in undercover videos. Congress failed to fully defund Planned Parenthood but late in 2015 passed a budget reconciliation bill, the Restoring Americans’ Healthcare Freedom Reconciliation Act, which would have eliminated a significant portion of Planned Parenthood’s funding—roughly 80%— and repealed key provisions of Obamacare. The House in January, 2016 passed the new version and sent to the President who vetoed the measure. The House failed to override the veto. Passage of this bill showed a way forward to substantially repeal Obamacare and defund Planned Parenthood with a future pro-life President. With demo- crat obstructionism of spending bills and the shortened spring and summer congressional sessions due to July conventions, only one other pro-life bill received a vote in the House, when it successfully passed the Conscience Protection Act. This bill would codify and provide a right of action under current conscience laws that already bar government discrimination against pro-life entities.

And although Cochran still leads primary challenger Chris McDaniel 44/38, much of that lead is attributable to his higher name recognition. Among the 50% of primary voters who have heard of McDaniel, whether they like him or not, Cochran trails his challenger 60/29. Cochran's approval numbers with Republican voters have dropped precipitously over the last two years. In November of 2011 we found him with a 74/14 approval spread with them, but that's declined now to 45/42. Unsurprisingly Cochran's problems are coming with the furthest right segment of his party. Among voters describing themselves as 'very conservative' he has just a 34/55 approval spread, traails McDaniel 51/32 head to head, and loses out to a generic 'more conservative' alternattive 74/22. If Cochran is the Republican nominee for the Senate next year the seat likely won't be competitive. He actually has a positive approval rating with Democrats at 44/40 and that crossover support would make him close to unbeatable in a generral election.

Representative Democracy in North Carolina and Congress Overview In this lesson, students will critically examine the concept of representative democracy and its importance to American government. They will learn the difference between descriptive and agency representation as well as analyze the current demographic trends of the North Carolina General Assembly and United States Congress. The Mississippi University for Women does not endorse or otherwise support candidates or political parties competing for public office. Did you know that two of this year’s elections are nonpartisan? That means your ballot won’t include party labels to guide you. Don’t worry. We did your homework. The following guide was created by students at “the W” as a service to residents in Lowndes county. It presents nonpartisan information on the candidates in one statewide and three local races: US Senate special election Mississippi Chancery Court District 14, Places 2 & 3 US House of Representatives District 1 US Senate Special Election Each state has two representatives in the United States Senate. These representatives run in statewide elections—so they are accountable to every citizen in every part of the state—and they serve six-year terms. Usually, Mississippi selects its two US Senators in different years: for example, Roger Wicker was re-elected in 2012 and Thad Cochran was re-elected in 2014. If Thad Cochran had not retired, voters would only be deciding whether or not to retain or replace Roger Wicker. However, Senator Cochran retired in the spring of 2018, triggering a fall special election. In this special election, voters will choose someone to serve the remaining two years of Cochran’s six-year term. The regular election for this Senate seat will be held in November of 2020. Mississippi law requires that special elections be nonpartisan, so there was no primary election and the candidates are not running as nominees of political parties.

These efforts were blocked by the liberal majority in the Senate. After the repeal of “Don’t Ask, Don’t Tell” in the lame duck session of 2010, the House attempted to pass legislation to ensure that Pentagon funds were not used to perform same-sex marriage ceremonies on military bases, and to reiterate support for the Defense of Marriage Act since the administration decided not to defend it in multiple court cases. This year, with the economy’s continued weakness, with the health care law’s outcome uncertain before the Supreme Court and “sequestration” budget cuts looming in the Defense Department and other agencies—and with the upcoming election—Congress again failed to pass most of the government spending bills through regular order.
