Another year is in the books. Again, it has been a year of many changes, accompanied by many challenges. Those of us in the equine industry have made many adjustments so that we may continue to do what we love and enjoy, activities involving our horses. The Iowa Paint Breeders Futurity has remained steady and strong throughout these years of adverse changes.

Consistent participation and significant prize money continues to spark the interest of paint horse breeders across the United States. The success this futurity has experienced is not accidental. Stallion services donated by stallion owners, mare owners wishing to obtain the right cross for a futurity champion foal, and countless volunteers donating many hours, continue to make this futurity what it is today.

Within the pages of this 2011 catalog, you will once again find a very nice selection of stallion services. These services encompass a variety of pedigrees and equine disciplines. The information in the catalog has been printed as it was provided to the futurity committee by the stallion owners. Please research your potential purchases carefully. We have done our best to provide you with the phone numbers, e-mail address, and web site addresses to assist you in this research process.

The Board of Directors of the Iowa Paint Horse Club and the Futurity Committee were recently asked by IPHC membership and futurity participants to address the issue of alterations of futurity foal birthdates. After much discussion and thought, the futurity committee has written a futurity rule proposal that they feel will support the integrity of our futurity. Please review this proposed rule published within this catalog. Once presented to and approved by the IPHC board, this rule will be strictly enforced.

The members of the committee will be more than happy to assist you with any questions you may have concerning this auction and the futurity. We welcome any and all suggestions you may have to improve this futurity. Be sure to share them with us. Our phone numbers and e-mail addresses are provided below.

Please make out a check for each stallion in the largest amount that you will be willing to spend on that service fee. We will bid for you. In the event we succeed in buying the stallion you’ve selected for less than your check value, you may send a new check for the correct amount or a refund will be mailed to you as soon as possible after the auction.

IV. PROPOSED RULE ENFORCEMENT

A. Participants agree, based upon the signature(s) provided on Stallion Service Agreements, Auction Purchase Forms, Mare Nomination Forms, and Foal Identification Forms (herein referred to as “Futurity Forms”) to consent to an on-site inspection of said horses involved in the futurity. a. On-site inspections may be conducted by a Futurity Committee appointed representative (herein referred to as IPBF Representative) to verify information submitted to the Futurity Committee on any or all Futurity Forms. b. On-site inspections will occur based on a minimum of five written complaints signed by separate individuals regarding an alleged breech of Futurity rules. c. Participants selected for an on-site inspection will be notified 24 hours prior to inspection and are required to produce animal(s) of interest, or disclose physical location of said animal(s), for IPBF Representative within 48 hours. d. All findings of the on-site inspection process will be forwarded to IPBF committee and the IPHC Board of Directors. e. Any refusal of an on-site visit or inability to produce the animal(s) or location of said animal(s) within the specified timeframe will result in the same ramifications as those found in violation of IPBF Rules. B. Those who are found in violation of IPBF Rules will face the following: a. APHA notification of IPBF findings for further investigation, b. Five years suspension from the IPBF for the P articipant, all futurity eligible horses owned, or any futurity Eligible horses transferred from this individual beginning the date of inspection and found in violation of the IPBF rules. This Suspension will also be applied to the stallion's participation if the Stallion is owned by the suspended person. C. All APHA findings and ramifications are independent of IPBF. D. Expenses incurred for on-site visits will be deducted from the corresponding weanling futurity monies.

The above rules require the following changes to Section VIII. NOMINATION OF MARES  All Mare Nomination Forms must be accompanied by a copy of their Registration Papers, including Front and Back.  A color photograph of the Nominated Mare, that clearly show all markings used for identification purposes.  In cases of embryo transfer, copies of the registration papers for both the Genetic Mare and Recipient Mare, if registered, are required. A photo is only required of Recipient Mare.
