This year’s Winnebago Tribal Council Elections are in the history books, and we congratulate incumbents; John Blackhawk & Louis C. Houghton, Jr. on their reelection to offi ce, and welcome Mr. Larry Payer to service. Councilman Payer was the top vote getter with 242 ballots cast in his favor. John Blackhawk came in a close second receiving 236 votes, and Louis C. Houghton, Jr. rounded out the top three with 208 votes. Other candidates receiving votes in the election were: Darla LaPointe-139 votes, Maunka Morgan-138 votes, and Charles Aldrich-130 votes. A Swearing In ceremony was held on October 7th for the newly elected members, and a reorganizational meeting was conducted on Thursday, October 8th. The Winnebago Tribal Council reelected all the previous offi cers from it’s membership making John Blackhawk-Chair- man, Kenn Mallory-Vice Chairman, Louis C. Houghton, Jr.,-Secretary, and Brian Chamberlain-Treasurer.

Lining the streets of Downtown lower Westside Winnebago were school kids from the Winnebago Public Schools, St. Augustine’s Mission School, Winnebago Headstart, Winnebago Daycare, and Little Priest Tribal College to cash in on all the Homecoming Parade goody madness.

A total of 23 entries poured gifts and candy onto the streets of Winnebago during the 2009 Homecoming Parade. Prized were the ‘hoodies,’ thrown out by the WinnaVegas Casino fl oat. Al- though no fi ghts for the treasures were reported, many eye darts were cast by Parade goers that didn’t catch a sweater. The Winnebago Tribe of Nebraska, Winnebago Counseling Center, was awarded a three-year Methamphetamine and Suicide Prevention Initiative (MSPI) grant for American Indians and Alaska Native Communities Funding Pursuant to Public Law 111-161 and the Omnibus Appropriations Act, 2009. The Winnebago suicide prevention program is an initiative that will implement early intervention and prevention programs. The approach is based on a transactional-ecological model of suicide prevention that seeks to develop a bidirectional relationship with the community to generate social change. The project’s overall goal is to positively impact the community by raising awareness of risk factors and enhanced protective factors.

The following risk and protective factors are focused on:

Suicide Risk Factors • Culturally inappropriate prevention strategies • Negative stigma associated with help seeking behaviors • Methamphetamine induced Psychosis (neurotransmitter degradation/depletion) • Delayed access to psychiatric services

Suicide Protective Factors • Community awareness and education • Community empowerment to report suicidal behavior • Ease of access to clinical interventions and support • Promoting a culturally signifi cant message of hope • Promoting cultural beliefs that discourage suicide and support self-preservation The grant will accomplish the following outcome measure. • Collect, analyze and monitor local data on suicide and contributing factors. • Promotion of protective and raise awareness of risk factors through marketing and educational material that will help to facilitate direct and indirect social change concepts. • Promote the 1-800-273-TALK crisis line and a general theme of a community who cares will occur through: Billboard advertisements Ads in the Winnebago Indian News Bulk mailing to all Winnebago residents • Make available prevention and educational materials for outreach workers. • Make relevant materials available to IHS Hospital facility and staff by placing materials in IHS and ER waiting room areas. • Generate community interaction by hosting community awareness events that target the risk and preventative factors from a culturally relevant perspective. • Use existing networks established with local schools and support agencies to disseminate education and prevention information. • Offer additional psychiatric services, so as to aid in the reduction of the current provider bottleneck and reduce access time for the client base.
