The school's aim was to prepare sailors for war-time work and advance seafarers to a higher rank in the mer­ chant marine. Since then the Institute has remained at the forefront of maritime train­ ing and education. As vessel operation became more technologically advanced so did the Institute's training program which today is the Center for Maritime Education. Radar simulation was introduced to SCI's program in the early 1970s and a fully-equipped and interactive bridge simulator system was installed in the mid-1980s. The Institute was among the first in the U.S. to offer maritime continuing education training in bridge resource management, tug/barge handling and GMDSS, a satellite supported search and rescue sys­ tem for ships. "We've built our reputation as a leader in maritime education by consis­ tently meeting the demands of an ever-changing maritime industry," said Capt. Chairperson Dr. Victor Bailey Date approved: April 6, 2012 iii ABSTRACT Many observers of British national identity assume that decolonization presaged a crisis in the meaning of Britishness. The rise of the new imperial history, which contends Empire was central to Britishness, has only strengthened faith in this assumption, yet few historians have explored the actual connections between end of empire and British national identity. This project examines just this assumption by studying the final moments of decolonization in Africa between 1959 and 1963. Debates in the popular political culture and media demonstrate the extent to which British identity and meanings of Britishness on the world stage intertwined with the process of decolonization. A discursive tradition characterized as the “Whiggish vision,” in the words of historian Wm. Roger Louis, emerged most pronounced in this era. This vision, developed over the centuries of Britain imagining its Empire, posited that the British Empire was a benign, liberalizing force in the world and forecasted a teleology in which Empire would peacefully transform into a free, associative Commonwealth of Nations.

The list of foreigners connected to Brunei who departed includes some important British diplomats and colonial service officers with direct connections with the sultanate, notably Sir John Peel, Mr. Eric Bevington, Dr. J. Responding to new forces unleashed by World War II, British planners in the Colonial Office embarked on a policy of promoting political progress in Brunei Darussalam with the aim of eventually introducing self- government, with the widest possible participation of the people of all communities. The thesis traces the origins of the Colonial Office's plan to introduce constitutional V government in Brunei Darussalam; examines the evolution of the plan taking particular account of the obstructive intrusion of certain post-war developments which inevitably delayed the fruition of a full political advancement; and analyses the interaction between the local ruling elite, the British Colonial administration, and the Partai Rakyat Brunei (People's Party of Brunei).
