Municipal Youth Services: North & West Vancouver & Bowen Island

North Shore Youth Outreach Services Overview (North and West Vancouver) provide neighbourhood-based programs that focus on develop- ing community responses to the needs of local at-risk and potentially at-risk youth. Examples of specific objectives that have been established for the youth outreach services program include:

• opportunities for leadership and youth engagement • individual support (immediate one-to-one on-site and on-going), including crisis intervention and family mediation • opportunities for positive change for youth, including teaching life skills and skill development • referrals to community resources to facilitate healthy lifestyle choices • access to information for youth • assessment of needs of youth and provision of programs to meet those needs • Small group and classroom presentations on youth issues • opportunities for drug and alcohol education, assessment and referral

City and District of North Vancouver Youth Outreach Program The goal of North Vancouver Youth Services is, “To create relationships and opportunities that enable the development of youth (10-24 yrs) to be- come meaningfully involved in the life of the municipality and to be healthy, engaged and valued members of the community.” Four agencies provide youth outreach services at the community level. These services are funded through the City and District of North Vancouver’s Youth Outreach Funding Policy:

The society and runs a youth drop-in, The Zone, at William Griffin recCentre.

North Shore Neighbourhood House (NSNH) — 255 East 2nd St NVan V7L 1C4. Contact: Dave Huber, Program Manager for Youth ph: 604.987.8138 www.nsnh.bc.ca The Youth Outreach Program includes four full-time City Youth Outreach Workers, one being a Pre-teen Worker specializing in alcohol and drug education and prevention (funded by the City of North Vancouver), and two full-time Lynn Valley Youth Outreach Workers (funded by the District of North Vancouver). NSNH operates four youth centres/drop-ins at Harry Jerome recCentre, John Braithwaite Community Centre, NSNH, and Lynn Valley Hall and partners with the NVan recCommission on band nights at Seylynn Hall.

NSNH administers the Pregnant and Parenting Teen Program for youth (13-20 yrs) on the North Shore. The program provides one-to-one support, group drop-in, out-trips, food bank, parenting classes and advocacy and a toy-exchange (funded by Ministry for Children and Family Development and the municipalities). NSNH partners in the Learning Together Program which takes place at Sutherland Secondary and is available for adolescent parents to complete their Grade 12 with an on-site day care (funded by Ministry of Education and Ministry of Children and Family Development).

These programs are complemented by recreational programs and the youth leadership opportunities provided through the municipality's Youth Programs and Engagement Coordinator (see p16).

Youth enrolled in home-school programs, who are looking for a chance to connect with other home-schooled youth on the island also have a chance to get together at Six50 on Fridays from 10:30am to 2:30pm (academics, life skills, arts and sports, health, employment). Bowen Island Youth Centre, Six50, is run by the Bowen Island Teen Centre Society and is located at 650 Carter Rd, open Fri & Sat from 6:00pm until midnight.

Family Development Response (FDR) social work is a non- adversarial intervention allowing the FDR team to work with the family and community to protect the child/youth and build families’ capacity and re- sources. Focus is on helping the family enhance their strengths, not sub- stantiating the abuse allegation that may have been received. This solution focused model and strength based assessment enhances a family’s ability to engage in a safety plan and set goals for future change. The Youth In- take Worker is available to assess the need for youth specific services such as Parent-Teen Mediation and youth agreements. Guardianship Social Workers provide services to Youth In Care and to youth (16-19) on Youth Agreements who cannot return home and require significant sup- port to live independently.

Ministry provides child protection ser- vices, family support, services to youth and mental health services. Guardianship Social Workers provide services to Youth In Care and to youth (16-19) on Youth Agreements who cannot return home and require significant support to live independently.

North Shore Youth Justice Office — #301-224 W Esplanade NVan V7M 1A4. Contact: Diane Atkinson, North Shore/Coast Youth Justice Supervisor ph: 604.904.4300 Provides services to youth in conflict with the law including Extra Judicial Sanctions (diversion from the Court system), and Bail and Probation Supervision. Youth Probation Officers assist youth in following conditions of their court orders, including arranging Community Service Work and making referrals where appropriate. Youth Probation is under the Ministry of Children and Family Development. Services such as Intensive Supervision and Support, Curfew Monitoring, Bail and Residential Homes are provided by PLEA. (see p 11).

Hollyburn has skilled Youth Workers and Family Counselors who assist youth and families in a vari- ety of programs.

Transitioning Youth to Adulthood Integrated Family and (ph: 604.987.1411) Youth Intake Line is for youth 15 -18 yrs, who Ph: 604.987.1411 are provided a Transition for parent, teen and family Youth Worker for up to one support year, to assist them in devel- oping independent life skills, seek employment, and find housing. Parent-Teen Mediation assists families to develop solutions to promote healthy and realistic expectations for parents and teenagers (12 - 18 yrs) . Open refer- rals and no cost (see p 18).

Third Step is an alternate education school for youth (13 - 17 yrs) and is provided in partnership with the Ministry of Education and PLEA (see p11). Hollyburn Hockey Heroes is a free hockey program for at-risk youth.

Residential Care/ Group Homes: For youth with autism and other perva- sive developmental disorders, and the SAY Program, “Specialized As- sessment for Youth” is a group home for youth in care.

The North Shore Youth Safe House (1.877.78.YOUTH) provides a warm home environment for youth (14 - 18 yrs), who have run away from home or who are homeless. Qualified Youth Workers assist in managing the crisis and reconnecting youth with their families or determining other sus- tainable living arrangements. The house has four beds and two transition beds. The house has been funded through a private donation, Service Canada, North Shore Rotary Clubs, District of North Vancouver (which also owns the house) and a number of community partners.

PLEA Youth Services: Youth Support Recovery Program — 3894 Commercial St Vancouver, BC V5N 4G2 Ph: 604-708-2616 Intake (pgr): 604-891-1082 www.plea.bc.ca PLEA has two beds on the North Shore that provide a 28-day transitional housing for youth up to 21 years who require a safe environment while they access alcohol/drug counselling from their referring outpatient service. Funding is provided by VCHA. PLEA also works with young offenders.

Workshops are available for parents, to help them address potential drug-related problems affecting their children. A Clinical Counsellor is provided to extensively work with youth. Training is also available for groups and agencies, and youth interventions.

North Shore Child and Youth C&YMHA Mental Health and Addictions: Referral Line Vancouver Coastal Health Authority 604.904.4336 and Ministry of Children and Family Development

MCFD Child and Youth Mental Health (C&YMH) Program — #301 -224 W Esplanade, NVan V7M 1A2 and the Child and Adolescent Program 5th Floor–132 W Esplanade NVan V7M 1A2 ph: 604.904.4336 The consortium is a multi-disciplinary team of psychologists, psychia- trists, family therapists, child and youth clinicians, social workers, a psychometrist and other therapists and counsellors. Referring problems include anxiety, depression, behavioural issues, ADHD, and other mental health 11issues. Parent and after-school groups, summer programs, and a

11 social skills program are offered. Office and community-based therapy, outreach services and groups for children, youth and their families who have been affected by mental health issues are available. Services are free and referrals are accepted through Central Intake Ph: 604.904.4336.

Urgent Response is a unit made up of Clinicians that offers up to six ses- sions of crisis stabilization. Cases are referred though the Central Intake Number and follow-up occurs within 24hrs. Cases requiring immediate intervention call 911 or go to the hospital.

Child and Youth Mental Health Hospital Liaison A Clinician offers case consultation and treatment/discharge planning for children and youth on the Acute Psychiatry and Pediatrics Wards at Lions Gate Hospital; provides in-service education; bridge patients into community treatment/support; reviews cases presented at emergency; and conducts follow up with those in need of treatment. Short-term therapy and bridging to appropriate ongo- ing treatment in the community are provided.

Therapeutic Day Program — 2nd Floor-152 E 15th St, NVan V7L 2R1 This program provides therapeutic and educational services to youth who are currently unable to attend school due to psychiatric, emotional or be- haviour problems. The program incorporates a Clinician, a Psychiatrist, a Youth Worker, a Recreation Therapist, North Shore District Teach- ers, and a Special Education Assistant to support youth until they are able to be successfully re-integrated into a community school placement.

Youth Concurrent Disorders Program — 2nd Floor-152 E 15th St, NVan V7L 2R1 This program serves youth and their families who have been af- fected by a co-occurring mental health and substance abuse issue. School-Based Prevention Practitioners and Youth Clinicians work closely with North Shore schools and other agencies to develop and deliver curriculum, identify and support clientele, and provide group and individual therapy. The program also offers a recreation therapy component.

Jump Start Youth Addiction Day Program — 148 E 15th St, NVan, V7L 2R1 This program offers a variety of services related to substance misuse for youth 13 - 24 yrs. Services include drug and alcohol assessments, day programming, parent groups, individual and family counselling, outreach and follow-up support. Jump Start is also reaching out to the community and working with the School Districts and community agencies providing a range of drug and alcohol services to youth who are already connected to alternate school and community programs on the North Shore.

CATS (Constructive Alternatives to Teen Suspension) —148 E 15th St, NVan, V7L 2R1 An early intervention/prevention program offered to stu- dents who are caught committing drug or alcohol infractions at school. Stu- dents participate in a three-day program on drugs, alcohol and addiction issues.12 Therapeutic support is offered and confidentiality is assured. Upon

12 returning to school, each student is followed up. High risk students are assigned a Clinician for three follow-up sessions. Remaining students are assigned to their School Prevention Worker for one follow up. Second- time offenders are referred to a Clinician for ongoing one-to-one counselling.

Community Services and Programs

Accepts boys from male-absent homes (see fathers or other male role models less than once a month) and who come from a relatively stable home environ- ment. Guardian is responsible for referral, must monitor the match and not have severe physical, emotional or behavioral problems.

Funded by The Ministry of Community Services as part of the Children Who Witness Abuse (CWWA) Programs.

A partnership program with North Shore Neighbourhood House Newcomer Youth Support Group – workshops and discussions in a safe and fun environment to talk about the challenges coming to a new country. Immigrant Youth Volunteer Network – Introduction to getting involved in the community for immigrants and refugees who have never been volun- teers before. This program involves workshops, personal action planning and group volunteering. Igniting Colours of Resistance – Anti-racism youth group who run work- shops and education activities on issues related to diversity and anti- discrimination, and develop projects to address discrimination. Participants are trained in inclusive youth leadership skills. Immigrant Family Bridging Project - support and cross-cultural com- munication training for immigrant and refugee youth and families weekly sessions provide support and skills to communicate through intergenera- tional conflict experienced within newcomer families. Evolve and Power Trilogy: Inclusive Leadership Training - Peer train- ing using social justice as the foundation to leadership and community building. Family Preservation and Reunification Programs Provided by Hollyburn Family Services, Family Services of the North Shore, Elizabeth Fry Society and Westcoast Family Resources Society ph: 604.987.1411 Confidential referral line and parents will be assisted with the best service for particular need.

Family Preservation is designed to strengthen and preserve families where there is a risk of family breakdown or promote reunification when breakdown has already occurred. Family Counsellors are available to respond to the family's immediate needs, and provide therapeutic and educational interventions in the family home. Service is delivered to fami- lies with children under the age of 19, and reside on the North Shore. Referrals are made by the Ministry of Children and Family Development only.

Parent and Teen Mediation is a specialized counselling service. Mediators assist the family in developing solutions that promote healthy and realistic expectations (curfews, school, independence, respect). Available at no cost to all North Shore residents with teens between 12—18 years. Family Support Services is funded by the Ministry of Children and Family Development (see pp 8-9).
