IIIrd INTERIM REPORT ON CRZ VIOLATIONS IN ALAPPUZHA DISTRICT Submitted by Coastal District Committee Alappuzha 21.12.2019 Contents Introduction Background Annexure I –Abstract Annexure-II- Compiled Final list of CRZ Violations in Alappuzha District Introduction The Environment Protection Act 1986 and Coastal Regulation Zone (CRZ) Notification of 1991 in India were aimed to regulate the developmental activities and to protect fragile coastal environment. These regulations are implemented to ensure livelihood security to the fishermen and traditional local communities living in the coastal area, to conserve and regulate the developmental activities in a sustainable manner through scientific studies taking into account of the natural hazards in the coastal area. As per the final CZMP of CRZ 2011 notification, there are 36 local bodies (32 Grama panchayath and 4 municipalities) comprising in 40 villages included in CRZ area of Alappuzha district. As per CRZ 1991 notification there were 27 Grama Panchayaths and 3 Municipalities listed as CRZ area. A comparison of the local bodies included in the two notification is tabulated below. Background The Government of Kerala has constituted the Coastal District Committee as per Go (Rt)No.98/2019/Env.dated 16/10/19, in the 10 Coastal districts of Kerala to report the CRZ violations in the district. Accordingly Coastal District Committee Alappuzha convened its first meeting on 22/10/19 with the following members. 1. District Collector (Chairman). 2. District Town Planner (Convener). 3. Secretary of LSG’s where CRZ is applicable (32 Grama panchayaths and 4 Municipalities). 4. Village Officers of villages where CRZ is applicable. 5. Members nominated by District Collector. a. Dy.Collector (Disaster Management). b. Dy.Collector (LR). As per the decision of committee, the details of listed unauthorized construction in CRZ affected areas reported from grama panchayat and municipalities were compiled and the first Interim Report is prepared and submitted to Government on 31/10/2019. The second Interim Report prepared by the grama panchayat and municipalities after field verification were compiled and submitted to Government on 30/11/2019. The errors noted in the second interim report were corrected and the third interim report is prepared by compiling the reports submitted by the grama panchayat and municipalities. The abstract of CRZ violations in the district is listed in Annexure-II.The tabulated LSG wise details of CRZ violations is attached in Annexure-1.
