Confirm Next Meeting Date and Adjourn Memorandum To: The Petroleum Underground Storage Tank Release Compensation Board From: Chief -Verne Ord, BUSTR Re: BUSTR Report Date: August 31, 2020 PERSONNEL – Field Inspector Pam Travis retired April 10, 2020. The Commerce Human Resource Department has posted the position internally and has applications. Due to the Governor’s directive, this position is currently on hold. Environmental Specialist Richard “Rick” Krueger retired on December 27, 2019. Tanya Nell was hired to backfill the vacant Environmental Specialist position. Tanya commenced work on January 6, 2020. ADMINISTRATION – Responsible Party Search Project The FY20 responsible party search program commenced on January 11, 2020. Due to the COVID event this project was delayed and is in process of being completed by September 30, 2020. There is $70,000 in LUST grant dollars dedicated for this program that is being used to perform 70 responsible party searches. To date 67 responsible party searches have been submitted by the vendors and deemed complete. The FY21 responsible party search program commenced on July 1, 2020. There is $25,000 in LUST grant dollars dedicated for this program that is being used to perform 25 responsible party searches. To date, assignments have been made to the contracted vendors with 0 responsible party searches being submitted by the vendors and deemed complete. Customer Centric Activities/Service The corrective action staff is successfully reviewing electronically submitted reports in a timely manner while the field inspection staff are having success communicating with facility owners and their contractors to take the steps necessary to close out previously cited violations via electronically submitted documentation. In addition, BUSTR field staff are performing operational compliance inspections using social distancing and PPE protocol. Letters of Support for communities seeking a U.S. EPA Petroleum Brownfields program grant continue to be timely processed with electronic signature and submittal. 1 | Page FY21 & FY22 LUST Grant Application The FY21 & FY22 LUST grant application that was submitted to the U.S. EPA Region 5 Grants Administration Section in Chicago has been approved for FY21 only. U.S EPA Region 5 has not received the FY22 allocation dollar amount form the Office of Underground Storage Tanks (OUST). BUSTR will resubmit the original application, with adjustments, once the Region receives the award from OUST. The anticipated dollar amount is not expected to vary much from the FY21 award. TRAINING AND STAFF DEVELOPMENT – All staff have completed “Ethics” and “Securing Commerce” training through the ELM portal with future training to beheld via the “Ohio Learn” web portal. In addition, 2 stages of diversity training have been completed by all BUSTR staff. TRAINING TO STAKEHOLDERS – BUSTR provided the annual “Certified Installers” course the week of February 10, 2020. There were 19 applicants that participated in this training. In addition, 5 employees of BUSTR and the Bureau of Testing & Registration participated as part of their ongoing training. BUSTR also provided their annual “Certified Inspectors” course the week of March 9, 2020. The 19 applicants that participated in the February 2020 certified installers course participated in this course. In addition, employees of BUSTR and the Bureau of Testing & Registration participated in this course as part of their ongoing training. Due to the COVID event, future certified installer and inspector course training is not certain currently. ACTIVITY – Click Scheduling The OTTER data base is now being used to successfully schedule operational compliance inspections of UST facilities. The Click program was taken off-line on June 30, 2020. U.S. EPA All-States Meeting The U.S.EPA Region 5 All-States Meeting was originally scheduled for April 9 & 10, 2020 in Chicago, Illinois. This meeting was delayed due to the COVID-19 and held virtually on August 12 and 13, 2020. Ohio participated as the host for this meeting with Steven Krichbaum and Scott Sigler leading. Steven and Scott worked with the Region 5 states in putting together the agenda that was used for this meeting. STATISTICS and/or COMMENTS - Release Prevention UST Operation Compliance Inspections The current 3-year inspection cycle ends May 1, 2022. For the week ending August 29, 2020 56 new inspections were performed for a total of 2,348 inspections. (2nd year of 3-year inspection cycle). 2 | Page Corrective Action No Further Action Letters (NFA) The current grant cycle ends September 30, 2020.
