Appointed by President Enrique Peña Nieto in December of 2012, Secretary Joaquín has a distinguished career in Mexican politics. As Minister of Energy, Mexico’s historic Energy Reform was passed in Congress, and he was acting President of the International Renewable Energy Agency’s Assembly (IRENA) for 2014. In public office, he has been in key positions since 1975. He was elected state Governor of Quintana Roo from 1981 to 1987. From 1990 to 1993 he was appointed Secretary of Tourism, and served within the Federal Government as Chief Refugee Commissioner and Peace Commissioner in Chiapas, respectively, between 1996 and 1998. From 1998 to 2000 he was appointed Ambassador of Mexico to Cuba. He was also elected Senator from 2006 to 2012, and was Chair of the Constitutional Amendments Committee during his term. Pedro Joaquín Coldwell He has a Bachelor’s degree in Law and graduated with honors by the Universidad Iberoamericana in Mexico City. CHAIRED BY Monica Bøe is the Head of Business Development in Statoil Mexico. She is also Statoil’s representative in the Technical Committee in the Mexican industry upstream organization, AMEXHI, and head of the AMEXHI work group for contractual feed-back. From 2013-2014 she was Lead Chief Advisor for sustainability, environment, security and political analysis in Statoil’s internal quality assurance process for international opportunities and activities. She has led several country entry projects for Statoil and was responsible and for establishing Statoil’s governing documentation of how to assess entry into new countries for the company. She was an International Fellow with the Abshire-Inamori Leadership Academy on leadership, ethics and foreign policy at the Centre for Strategic and International Studies (CSIS) in Washington D.C. in 2014. She has been a representative Monica Bøe in Statoil’s Corporate Risk Committee, and worked with government affairs for Statoil in Washington D.C in 2011. Head of Business Development Monica has worked in Statoil since February 2008 and has been responsible for following exploration and production Statoil Mexico projects and opportunities for Statoil in Latin America (Mexico, Brazil, Colombia, Venezuela, and Suriname). Before joining Statoil, she worked at the Royal Norwegian Embassy in Buenos Aires, Argentina. She has a Master`s Degree in Comparative Politics and International Relations. Monica is a Norwegian national, and has studied, worked and lived in France, Indonesia, Ecuador, Argentina, the US and Mexico.

SPEAKERS E&P 2.0 Dr. Helge Hove Haldorsen is Director General of Statoil Mexico in Mexico City and previously served as VP Strategy & Portfolio Statoil North America in . Prior to his tenure at Statoil, Haldorsen worked for Norsk Hydro in various roles including Chief Reservoir Engineer, VP Technology and Competence, VP Exploration and Research, SVP International Exploration and Production, and President Hydro Gulf of Mexico. Helge has also held various engineering positions at British , Sohio and ExxonMobil. Haldorsen earned an MS in from the Norwegian Institute of Technology in Trondheim and a PhD in Helge Hove Haldorsen Reservoir Engineering from The University of at Austin. He was a Second Lieutenant in the Royal Norwegian Navy and Professor of Industrial Mathematics at the University of Oslo as well as a Lecturer at Stanford University in California. General Director Statoil Mexico Dr. Haldorsen was the 2015 President of The Society of Petroleum Engineers (SPE) and has served on the SPE Board of Directors for three years, and the OTC Board of Directors for five years. Haldorsen was awarded the 2013 Rhodes Leadership Award by the American Society of Mechanical Engineers (ASME).

Round 1 Phase 4: Deepwater Juan Carlos Zepeda Molina is President Commissioner of the National Hydrocarbons Commission. His career in the hydrocarbons industry includes the Ministry of Finance and SENER. At SENER, he was Head of the Exploration and Production Department and was member of the Board of Directors of PEMEX subsidiaries for Exploration and Production, Refining and Gas. In 2009, he was appointed President Commissioner of the National Hydrocarbons Commission of Mexico by former President Felipe Calderón. Zepeda holds a BA in Economics from ITAM, an MSc in Economics and Finance from the Juan Carlos Zepeda University of Warwick, and an MSc and PhD in Economics from the University of Georgetown. How to adapt and what’s next Mr. Michel Hourcard was named President and Chief Executive Officer of TOTAL E&P Americas, Houston, Texas in June 2015. Prior to this assignment, effective January 1, 2015, Mr. Hourcard had served as SVP Americas in the E&P Division of TOTAL S.A., Paris. He joined Total in 1982 as a drilling engineer, and subsequently worked in a variety of roles in TOTAL, including Finance Manager of the Chemicals Subsidiary, VP Investor Relations and VP E&P Iran. In 2001 he was appointed VP Corporate Communications, and then moved in 2005 to serve as VP E&P of the UAE-Qatar Region. Michel Hourcard More recently he has served as SVP Development and SVP Development & Operations Technology in Paris and SVP CEO Scientific & Technical Center in Pau. Mr. Hourcard has been a member of TOTAL’s Group’s E&P Management Committee TOTAL E&P Americas since 2009 and a member of the Group’s Management Committee since 2011. The opportunities in Pemex E&P Gustavo Hernández-García is General Director of Pemex E&P. After joining Pemex in 1992 he moved through a variety of positions including VP for Planning in Pemex E&P. In February 2014, he was appointed as Acting Director and as of June 2014 the President of Mexico appointed him as General Director of Pemex E&P. Recently, the Board of Directors appointed him as Director of Operations and as of December 2015, he was appointed as Director of Prospective Resources, Reserves and Associations. Within his professional development he has been President of the CIPM, President of the Petroleum Engineering Gustavo Hernández-García Commission at the Academy of Engineering and was the 2011 Mexico´s National Petroleum Engineering Award recipient. Director General He has written over 60 technical papers presented in domestic and international forums and is in active member of SPE. CHAIRED BY Michel Contie joined Total in 1974 as a graduate Engineer and Bachelor of Sciences from the University of Toulouse and IFP in Paris. He started his career as an R&D engineer, in the USA then France, involved in development of deep offshore technologies. Within Total he has held various operational and managerial positions both in Paris and various countries around the world. He was the Managing Director of TOTAL in the UAE and later became in 1995 Managing Director of TOTAL in Argentina. In 1999, he became Senior Vice President Latin America in Total Exploration & Production Division. In 2000 he took up the post of Managing Director of Total E&P UK during the merger of TotalFina and Elf, then in 2006 Michel Contie he was appointed as Senior Vice-President Northern Europe and became a member of Total E&P Executive Committee. Vice-Chair After retiring from Total in January 2010, he joined the as a non-executive Director and International IOGP as a Board member. He currently sits in the IOGP Management Committee, acting as its Vice Chair since 2013.

SPEAKERS Focus on prevention: IADC/IOGP collaboration to launch BOP Performance JIP… and more Mark Siegmund is Wells Reliability Advisor in BP’s Subsea BOP Reliability team. He provides leadership and expertise on BOP reliability issues both within BP and across industry. Mark is current chairman of the IOGP Well Expert Committee’s BOP Reliability and Technology Task Force. In January, Mark was elected to chair the oversight committee for the newly-launched BOP Performance JIP, which is focused on industry-wide reliability improvements to BOP systems. He also chaired the API 17N committee on Subsea Reliability and Mark Siegmund Technical Risk Management. Wells Reliability Advisor Mark received his BSc Degree in Petroleum Engineering in 1987 from the University of Southwest Louisiana and has over 30 BP years of global experience in subsea production and deepwater well engineering. He joined BP 20 years ago and has held subsea leadership roles in projects and operations and is a recognized expert on application of subsea and wells reliability engineering.

Emergency Response Challenges and Concerns in Mexico David Pertuz is a Sr. Emergency Response Specialist for Shell Oil Company. David’s area of emphasis is Emergency Response preparedness support for Shell’s Upstream and downstream businesses in in Latin America. David currently leads the efforts of the Mexican Association of Oil Companies (AMEXHI) Emergency Response Task Force and also the Emergency Response coordination efforts of the Colombian Petroleum Association (ACP) Offshore Committee. David has more than 30 years emergency response experience in the oil & gas and maritime industry. David joined Shell in 2012, previously serving as a Senior Consultant of Risk Management for the Energy Industry at Det Norske Veritas (DNV) and as a Marine Safety Officer with the U.S. Coast Guard. During his service with the U.S. Coast Guard, David led the United States David Pertuz coordination of the binational spill response planning between Mexico and the United States (MEXUS Plan) for the Gulf of Senior Emergency Mexico (MEXUS Gulf). David’s areas of expertise include risks assessment, Emergency Response Plans preparation and Response Specialist response to emergencies and oil spills in the marine environment. David is also an Incident Command System instructor, Shell Oil Company and has served as instructor of the International Maritime Organization (IMO) level 2 Spill control courses.

Emerging best practices in oil spill preparedness and response Rob Cox is Technical Director of IPIECA in London. Rob has over twenty five years of international petroleum industry experience including fifteen years with Caltex/Chevron in Africa, the Middle East and the United States. Rob’s background combines field experience in Environment, Health & Safety aspects of shipping, refining, distribution and retail marketing, as well as Environmental Management System implementation and auditing. Rob is currently seconded to the position of program manager of the IOGP-IPIECA Joint Industry Project on Oil Spill Response (the OSR – JIP) which was established to understand and implement the oil spill response lessons learned Rob Cox from recent upstream incidents. Technical Director Rob holds a Bachelor’s degree in Chemistry and Biochemistry from the University of Dundee in Scotland and a Postgraduate IPIECA Diploma in Environmental Practice from Farnborough College of Technology in England.

Oil Spill advances since Deepwater Horizon incident Robert Limb was appointed CEO of Oil Spill Response Limited (OSRL) in 2013. After graduating in Chemical Engineering from the University of Exeter, Robert joined Dresser Atlas Houston in 1980, subsequently holding progressively senior positions in operations, sales and management roles globally. In 1994 he moved to Singapore as Vice President Asia Pacific. Following the acquisition of Western Atlas by in 1998 Robert moved back to Houston as Vice President Global Operations and then Vice President Sales. In 2005, he left Baker Hughes, joined Vetco Aibel and became President of Aibel Holdings. In 2009 Robert left Aibel and joined Total Safety Inc. as Senior Vice President International Operations. IOGP Executive Director Gordon Ballard joined the Association after spending 30 years working with oilfield services company, , on four continents. He became Schlumberger’s UK Chair in 2005. He has also served as Chair of the UK’s Oil and Gas Industry Council and was chair of the industry trade association, Oil & Gas UK. He remains chair of OPITO International, the upstream oil & gas skills organization. Gordon graduated from the University of Glasgow with a B.SC. Hons in Civil Engineering and holds a Masters in Petroleum Engineering from Heriot-Watt University.

Mexican industry development strategy in the energy sector Héctor Márquez is the Head of the Energy Unit at the Mexican Ministry of Economy. He served as the Mexican Ministry’s Trade Representative in USA, a position that enabled him to participate in the organization of the teams working in the negotiation with the U.S. government, Congress and the private sector on the solution of all the investment and trade issues that the Mexican and American companies were facing. He was also involved in the design and implementation of innovative trade promotion initiatives that lead to build a positive environment for the bilateral relation in the 21st century. In the Ministry of Economy, he served as Head of Trade Agreements from 1990 to 2002, initially as a member of the Héctor Márquez negotiating team of NAFTA and then later in charge of its implementation, coordinating with the different areas of the Head of Energy Unit public and private sectors. OPITO “One Industry One Standard” PEOPLE Albert Skiba is currently the Vice President for OPITO, a Not for Profit Safety Standards Governance group that manages Emergency Response Safety Standards globally for the Oil and Gas Industry. He has 36 years experience working globally in the Oil and Gas Industry. Prior to working for OPITO, Albert Skiba has 32 years experience with a global oilfield service company. His experience has been global in nature in operations, marketing, sales and information technology. IOGP Standards solution and JIP33 Equipment specifications Alf Reidar Johansen is a qualified mechanical engineer. His first assignment was with Det Norske Veritas (DNV) for ship and offshore certification projects between 1968 and 1984. During this time he was seconded to Burns & Roe, New Jersey, US, 1972-73 as a quality engineer for nuclear power plants, and worked for DNV in Houston, as an inspector for offshore certification projects between 1973-74. Since 1984 he has held various positions with a number of projects in Saga Petroleum, Norsk Hydro and StatoilHydro until his retirement in 2008. He has been a member of IOGP Standards Committee from 1986, and Chair from 1993 until 2008. Alf Reidar Johansen During this time was also involved in the development of NORSOK Standards and was actively engaged in restarting the Standards Manager ISO/TC67 in 1989 and development of ISO standards for oil and gas industry thereafter. Ms. Baumgarten was entrusted with ’s interests in Mexico since December 2013, with definitive assignment in November 2014. From 2009 until the end of 2014 she acted as the General Manager of both the National Petroleum Consortium LLP and CNP Venezuela as an assignee from LUKOIL. Xenia has held a variety of management positions with overall responsibility for country entries in Colombia and Venezuela and was in charge of the Business Development for Latin America from 2005 to 2009. She joined LUKOIL Overseas in 2000, upon the formation of the international upstream area. SPEAKERS Perspective on Mexico's New Regulatory Edifice Mr. Buitrago is Exploration Director for ExxonMobil Exploración y Producción Mexico, in Mexico City. Mr. Buitrago received BS and MS degrees in from the University of Oklahoma before joining ExxonMobil in 1978. During his 37-year career, he has held multiple technical and management positions in , production, business development and project management in many parts of the world. He has published papers and given lectures at the American Association of Petroleum Geologists (AAPG), the Society of Exploration Geophysicists (SEG), and at numerous conferences and seminars. Delivering a Unique Future – Responsible by Design Carolina Ortega is Social Performance Manager at Noble Energy, Inc. She has over 15 years of experience in Corporate Social Responsibility in the consumer products and oil and gas industries. Carolina has a Master of International Affairs from Columbia University in New York, and a graduate Certificate from the Graduate Institute of International and Development Studies in Geneva, Switzerland. Constructive liaison with governments: one industry, a supporting voice - The role of ARPEL in strengthening the development of the upstream sector in Latin America and the Caribbean João Figueira trained as a geologist and graduated from São Paulo University in 1980. His professional abilities include petroleum geophysics and E&P business management. He began his career as a geophysicist with Exxon in 1981 and then joined Petrobras in 1983. His career includes executive manager for the International Area of Petrobras, as well as senior international assignments in Angola, , João Figueira United States, Venezuela, Peru and currently as President Director of Petróleo Brasileiro México (Petrobras), in Mexico City. Regulators and the Regulated John Campbell is IOGP’s Technical Director and has worked for the association for almost 19 years. His portfolio includes environmental and legal disciplines which support his role as IOGP’s representative at a wide range of international organisations including the UN, IMO, IWC and regional seas conventions for the north east Atlantic, the Mediterranean Sea and West Africa. He has also worked with Arctic Council working groups, notably PAME, as an invited expert. Before joining IOGP, John was a senior advisor on marine pollution issues to the UK Ministry of Agriculture Fisheries and Food and represented the UK on a range of international marine pollution committees, chairing the scientific advisory John Campbell bodies of both the London and Oslo Conventions. Enrique Hidalgo is the President of ExxonMobil Exploration and Production Mexico Company. In this position he is responsible for identifying business opportunities in the hydrocarbon sector in Mexico. Enrique joined ExxonMobil in 2003. Prior to his current role, he led various strategic projects as Regional Director for the Americas at ExxonMobil International Government Relations in Washington, D.C. He served as Vice President of Corporate Relations at ExxonMobil Mexico and Director of External and Government Affairs for the Americas and Asia in ExxonMobil Exploration Company in Houston. Before joining the Company, he was Director for the Americas of Eurasia Group in New York. Enrique is also President of the Mexican Association of Hydrocarbons Companies (AMEXHI); Vice President of the Executive Council of Global Enterprises (CEEG); Treasurer and board member of the US-Mexico Commission for Enrique Hidalgo Educational and Cultural Exchange (COMEXUS); member of the Mexican Council of International Affairs (Comexi) and Chair the Council of the Institute for Global Maritime Studies in Massachusetts. Enrique Hidalgo has a degree in International AMEXHI Relations from Universidad Iberoamericana, and a Master and Doctorate degree from The Fletcher School of Law and Diplomacy at Tufts University.
