As a young researcher developing a local drug monitoring system in the city of Antwerp, I did not know that the ‘science-policy nexus’ would become my main interest and object of my PhD-study. However, in the two years that followed, I became more and more interested in this particular research topic and, in 2009, my PhD journey eventually took a start.     Chambre des représentants de Belgique RAPPORT ANNUEL Session ordinaire 2009-2010 52e législature Chambre des représentants de Belgique RAPPORT ANNUEL SESSION ORDINAIRE 2009-2010 52e législature La Chambre des représentants publie pour la vingt-deuxième fois consécutive le rapport de ses activités. Le présent rapport contient les informations relatives aux activités de la Chambre au cours de la session ordinaire 2009-2010 (du 13 octobre 2009 au 7 mai 2010). Dépôt légal: D/2010/4686/01 AVANT-PROPOS Avant-propos AVA N T-PROPOS Comme chaque année, le rapport annuel présente un aperçu des activités de la Chambre des représentants. La session 2009-2010 couvre une période de quelque 7 mois, du 13 octobre 2009 au 7 mai 2010. Comme nous le savons, elle s’est clôturée prématurément. Au cours de cette période, la Chambre s’est dans une large mesure trouvée confrontée aux mêmes problèmes que ceux rencontrés au cours des mois précédents. A l’échelon international, les discussions ont encore souvent porté sur la crise économique en général et en particulier sur la crise du secteur bancaire et la débâcle nancière. A cet égard, le 21 octobre 2009, la Commission spéciale chargée d’examiner la crise nancière et bancaire a été installée à la Chambre. Les mesures nécessaires pour remédier à ces problèmes ainsi que la di culté de confectionner des budgets en tenant compte du cadre économique global ont été au centre de nombreuses discussions, tout comme l’existence de la zone euro qui a permis d’atténuer sensiblement les e ets de la crise. D’autres dossiers évoqués à maintes reprises concernaient les problèmes climatiques et la réalisation des Objectifs du Millénaire pour le Développement et notamment l’abolition de la pauvreté mondiale.

ISBN: 978-905487 865-0 Reviewed by: Annelies Verschueren (University of Antwerp) This book is a rare glimpse into Belgian politics after the federal elections of June 13th, 2007. It gives an accurate picture of the political developments in Belgium in a specific period. The book starts with a comprehensive overview of psychological profiling in the world of politics. It explains the significance of profiling politicians, namely understand- ing their thoughts and acts, in order to predict the future. The book is based on the Im- melman-method. The profiling of the different politicians resulted from a collaboration between students of the Communication Sciences of the University of Antwerp and two professors, Christ’l De Landtsheer of the University of Antwerp and Pascal De Sutter of the Catholic University of Louvain-La-Neuve. The book is divided into three parts. The first part is about political psychology and contains the first two chapters. The second part is the psycho-political cartography of the Belgian government, this part includes chapters three, four and five. The last part is about the future of Belgian politics. It contains chapters seven, eight and nine. In chapter one, the authors explain psychological profiling in the world of politics, which is not a new phenomenon. This part clarifies how the profiling of a politician works. The method is applied from a distance, there is no direct contact with the person who is being observed.

INLEIDING “Ik heb geen partij. In elke partij zit wel iemand van wie ik zeg: ‘In hem geloof ik’. Daar gaat het om. De rest is bijzaak. Ik denk trouwens dat we over een paar jaar niet meer in partijen zullen denken, maar in mensen en in de projecten waar zij voor staan”. Met deze visie op de hedendaagse politiek staat Luc Lamine, hoofd van de politie in Antwerpen (in Humo, 09/01), wellicht niet alleen. Mensen kiezen steeds meer voor mensen. Het is dan ook niet verwonderlijk dat de politiek steeds meer worden opgehangen aan individuele politici en dat hun imago en persoonlijke kwaliteiten steeds belangrijker worden. Het recente succes van de vermoorde Nederlandse politicus Pim Fortuyn mag hiervan als een schoolvoorbeeld worden beschouwd maar zeker niet als uitzondering. Voorzien van iets meer financiële middelen bewezen ook Ross Perot in de VS en Silvio Berlusconi in Italië dat men niet al te veel partijstructuren nodig heeft om op het politiek voorplan te geraken.

Overeenkomstig artikel 158 van het Reglement geschieden deze benoemingen van de leden van de commissies op grond van de evenredige vertegenwoordiging van de politieke fracties; elk lid van een in de vaste commissies vertegenwoordigde politieke fractie moet op zijn minst van één commissie deel uitmaken. De leden die geen deel uitmaken van een politieke fractie of die deel uitmaken van een politieke fractie, die niet in de vaste commissies vertegenwoordigd is, hebben zitting in ten minste één van die commissies naar keuze, maar hebben geen stemrecht. Mag ik erop wijzen dat de commissies uit 17 leden bestaan, en dat met inachtneming van de evenredige vertegenwoordiging de samenstelling ervan er als volgt uitziet: 4 leden van de N-VA-fractie en 5 plaatsvervangers; 3 leden van de PS-fractie en 4 plaatsvervangers; 3 leden van de MR-fractie en 4 plaatsvervangers; 2 leden van de CD&V-fractie en 3 plaatsvervangers; 2 leden van de Open VLD-fractie en 3 plaatsvervangers; 1 lid van de sp.a-fractie en 2 plaatsvervangers; 1 lid van de Ecolo-Groen-fractie en 2 plaatsvervangers; 1 lid van de cdH-fractie en 2 plaatsvervangers. De fractievoorzitters hebben mij de namen van hun kandidaten medegedeeld. Daar het aantal ontvankelijke kandidaturen overeenstemt met het aantal te begeven plaatsen, hoeft er, overeenkomstig artikel 157, 6 van het Reglement, niet gestemd te worden. Dienvolgens verklaar ik verkozen de kandidaten voorgedragen voor de verschillende commissies.
