Southwestern Pennsylvania Commission Annual Listing of Projects with Federal Funding Obligated for Federal Fiscal Year 2020

On December 4th, 2015, President Obama signed into law the Fixing America’s Surface Transportation Act (FAST Act) which allocates federal funding for surface transportation programs over fiscal years 2016 through 2020. Per 23 U.S.C. § 134(j)(7)(B) of FAST Act, states and Metropolitan Planning Organizations (such as the SPC) must publish annual lists of projects where federal funds were obligated. Specifically, states and MPOs must produce:

“An annual listing of projects, including investments in pedestrian walkways and bicycle transportation facilities, for which Federal funds have been obligated in the preceding year shall be published or otherwise made available by the cooperative effort of the State, transit operator, and metropolitan planning organization for public review.” 1

An obligation is the Federal government’s legal commitment to pay the Federal share of a project’s cost. An obligated project is one that has been authorized by the federal agency and for which funds have been committed. Projects for which funds have been obligated are not necessarily initiated or completed in the program year, and the amount of the obligation will not necessarily equal the total cost of the project. For Federal Transit Administration (FTA) projects, obligation occurs when the FTA grant is awarded. For Federal Highway Administration (FHWA) projects, obligation occurs when a project agreement is executed and the State/grantee requests that the funds be obligated. This report includes only FHWA project obligations, as an obligation report for FTA project obligations is released separately.

The FAST ACT also dictates that government spending on transportation should be more transparent to State and Local Officials, as well as to the public. As such, the obligated list of projects must be developed through the cooperative efforts of the state, the metropolitan planning organization (MPO) and the public transportation operators who are responsible for tracking project authorizations and obligations spend during the immediately preceding fiscal year.

To address these requirements, this report lists all FHWA transportation projects in the SPC region that were obligated during Federal Fiscal Year 2020 (October 1, 2019 ‐ September 30, 2020). Regional Use of Federally Obligated Funds for Federal Fiscal Year 2020

The table on the following page breaks down projects in SPC’s region which were federally obligated in FFY 2020 by federal funding class. The total federal funding obligated to projects during FFY 2020 was $295,710,643, which was nearly $10,000,000 more than the total obligated in FFY 2019. There was $28,141,665 in savings from previously completed projects, slightly lower than in FFY 2019, which was deobligated from completed projects and obligated to other projects.

The majority of obligated funds were for highway/bridge projects (61.7%), followed by urban transportation projects (12.9%). The most significant project obligated $18,345,506 to fund the reconstruction of PA 119 in Youngwood Borough, Westmoreland County, which made up 6.6% of the total obligated funds in FFY 2020.

Other significant projects that obligated funds in FFY 2020 included the BUILD grant for highway realignment along PA 228 in Middlesex Township, Butler County ($12,864,365), PA 28/Highland Park Bridge Interchange in Aspinwall and Sharpsburg and O’Hara Township, Allegheny County ($15,938,179), bridge preservation and other upgrades along SR 51 (Constitution Boulevard) in Fallston and Bridgewater Boroughs, Patterson and Chippewa Townships, Beaver County ($12,433,007), and PA 18 Signal Upgrades in the City of Washington, Washington County ($5,490,000).

There was a substantial increase of projects obligating congestion management and air quality in FY 2020, with $16,000,000 more than the $6,000,000 in CAQ funds obligated during FFY 2019, including projects along PA 130/US 119/SR 3026/SR 3030 in the City of Greensburg, Westmoreland County ($4,358,074) and PA 68 Corridor Improvements in Connoquenessing and Butler Townships, Butler County ($1,200,000).

The entire existing structure is located in four counties (Westmoreland, Allegheny, Butler, and Armstrong) and has a total span length of 3114'. On the north approach, the spans will be realigned to 31338 Freeport Bridge connect to a new intersection. A bicycle/pedestrian trail will be carried on the Westmoreland CON NHPP -$2,266 rehabilitated structure over the Allegheny River. The overall bridge width will not change.

The project will begin at the intersection of 356 with Garvers Ferry Road and terminate in Butler County at the Butler Junction and Freeport Road.
