Abstract The purpose of this article is to consider the objective grounds and the need for international cooperation for universities of the CIS countries, and , and also to describe the experience of organizing such interaction in preparing students for master's programs at universities in , Russia and . The article presents the data of sociological studies of two Russian universities - the Ural Federal University and the State University of Management, which testify to significant changes in the value system of today's youth. It is changes in values, aspirations, and life plans of young people that have occurred under the influence of global world trends that determine the direction of change and improvement in the organization of the education process in universities. Practice shows the coincidence of general trends in the drift of the value system of young people in the countries of the former Soviet Union, which actualizes the integration processes in the educational systems of these countries. Synchronization of master programs, interchange of ideas and scientific research, academic mobility lead to enrichment of both the substantive and methodological aspects of the educational process. In addition, graduates of master's programs form universal competences that are in demand in the international environment, which increases their competitiveness in the global labor market. The article describes the forms and methods of cooperation of the Ural Federal University named after the first President of Russia B.Neltsin, Al-Farabi Kazakh National University in the field of educational activities and joint research activities for the formation of the necessary competencies of students of master's degree in working with young people. In particular, they described an interesting learning experience in the double degree program in the Masters’ program "Preventology in the Youth Environment" of the Kazakh National University and the Ural Federal University. interaction within the framework of interstate associations created for the purpose of integration in education were also defined. Education and Development Secom (Kyrgyzstan), partnerships with which allow expanding the academic mobility of undergraduate students and the overall student exchange process between two countries. The article also formulates proposals for improving the process of internationalization in the preparation of masters for professional work with young people. 1. INTRODUCTION As Klaus Schwab, The Fourth Industrial Revolution, notes in his popular book: “Leaders must demonstrate that they are able to change their organizing principles, as well as the mental and conceptual foundations on which they rely ... This means that leaders cannot afford to think apart ... the approach to problems should be holistic, flexible and adaptive, constantly integrating a variety of diverse interests and opinions” (Schwab, K., 2016, p. 52). In this regard, we note that one of the ways of entering the top developed countries of the world is the intellectual vector. It is through education, science, and innovation that society increases its human capital. The development of human capital involves the education of individuals who combine knowledge with active civic activities, the emergence of a new generation of intellectual creators who are capable of producing new ideals and styles of leadership. Universities are responding to new challenges and opportunities for global technological advances, aimed at generating new knowledge and understanding. All developed countries have unique high-quality educational systems; accordingly, research is needed to improve the quality of all parts of national education. In modern conditions, education appears as a means of demonstrating intellectual potential and influence on the world stage, a form of cultural diplomacy. The need to form new benchmarks in the value consciousness of youth actualized, within the framework of the cycle of humanitarian disciplines, the improvement of the model of a competent graduate based on the integration of knowledge and spirituality. The global process of internationalization of education has led to issues relating to teaching in English, the quality of student training, the level of teaching, the success and effectiveness of attracting foreign students. The development of programs in English is an actual trend in the CIS countries. In particular, the trilingual model today has become a hallmark of Kazakhstani education, the Ural Federal University, like many Russian universities, is increasing the number of English-language master's programs. In general education schools of Kazakhstan, the practice of teaching some subjects in English is used. As an ideal example, this is the experience of Nazarbayev schools, where teaching is conducted in three languages and students are fluent in Kazakh, Russian, and English. The modern world does not stand in one place, we are developing not only, and the new reality requires perfect methods and ways to preserve our statehood for future generations, ensuring sustainable development in a global competitive environment. The modern global world operates with terms and concepts of a new innovative culture and thinking. New technologies - the most important priority. The digital industry is designed to modernize the economy, give impetus to all other sectors and firmly enter our daily life in order to improve and raise the standard of living, both in the urban environment and in rural areas. Standards of civilized life should be the same everywhere. In solving this problem, the prerogative should belong to universities and technology parks. Scientific and innovative potential, entrepreneurial culture, design thinking - these are the key points that universities and representatives of education and science have to work on. Civilizational challenges led to the demand for innovation and the formation of an innovative culture of society. Which in turn leads to another topic - the management of innovation and change, which are important for each competitive company, university. Global challenges also exert their influence and require the revision of established canons in teaching. University teachers face the challenge of introducing and applying new teaching methods; maximum use of the capabilities of Internet resources (including Big Data); attracting employers and experts; practical implementation of an interdisciplinary approach. A feature of all these processes is their internationalization. Many countries, including the CIS countries, are

interested in preparing professional specialists for working with young people. youth workers should be active in the international space, understand international problems, trends and be able to build cooperation in the process of solving them. The fixed contradiction of narrow national training for youth policy and the needs of the global labor market can be resolved in the process of joint preparation of students. Therefore, the development of work with young people requires broad international cooperation in the development of innovative solutions and approaches. 2. METHODOLOGY The basis of work with young people is to study the constantly changing features of the modern youth audience. Changes in the pace, level and quality of life naturally lead to changes in the lifestyle of young people, value orientations and professional orientation of young people; types of interpersonal communication, development of new personal qualities demanded in the changed world, expectations, intentions and readiness for future active creative life activity. New characteristics of the youth of industrialized countries are a real prospect for Russian society. Even if these phenomena are not yet widespread in Russian reality, they deserve the attention of sociologists and managers. Western sociologists (Hutchinson, J., Beck, V., Hooley, T., 2016, p. 707-727, Ermolieva, E.G., 2016, p. 79-90) state a growing society's singlisation (http:/bmw825.livejournal.com/30258.html), linking this with the growing number of men separating sex from family creation, and women who prefer career and economic independence rather than marriage, which causes the spread of the idea of childfree - voluntary abandonment of children. Another aspect of youth problems reflects the phenomenon of "kidults", preserving (or appealing to them) children's and youth hobbies of cartoons, fairy tales, computer games, gadgets. Reflecting the influence of informatization and computerization, speaking as a characteristic of the “information society”, this phenomenon introduces a qualitatively new connotation to infantilism. The emergence of a steady trend towards growing individualism and youth pragmatism is also evidence of the universalization of the values of Russian youth in a global world. A study of new phenomena in the youth environment, conducted in 2016, documented this situation (Vishnevsky Yu. R., Narkhov D. Yu., Silchuk Ye. V., 2016, p. 8–18). The ambiguous understanding of success factors left an imprint on the general attitude of the respondents to life. Unfortunately, the negative consequences of the Russian transformations at the turn of the century affected the attitudes and orientations of a significant part of the youth (Table 1). Of the three options within the framework of the well-known Fromm opposition “to be or have”, the youth preferred the option “have” (three out of five respondents consider that “you should try to take as much of life as possible”). Another manifestation of social well-being of young people are value orientations. As a result of monitoring shows that the structure of youth value changing units (Table 2).

The growing importance of work, self-realization, independence is noticeable. The importance of the family has seriously decreased, in fact, it has moved away to the periphery of the value consciousness of youth. In our opinion, this situation has arisen for the reason that young people are most mobile in the area of changing attitudes and simply had to deform their value orientations in the context of the transformation of socio-economic and political relations. Moreover, the situation in the country that developed during the crisis caused the vital need for young people to find ways and means of subsistence. Under these conditions, many young people pay less attention to their family, education and health. Social identification as an aspect of social well-being shows the correlation of a person with a certain social group. According to the results of the 2015 survey, young people in the Sverdlovsk region feel themselves, above all, Russians; In 2018 young people put such self-determination as “just a man” and “citizen of the world” in the first places. This trend coincides with the all-Russian trend, as evidenced by the study of the Federal State Budgetary Educational Institution of Higher Education “State University of Management” held in 2017: “Every third respondent after graduation would like to live and work in Russia in the city where he is studying (36.1% of respondents). Also, every third young man would like to live and work in Russia in another city. (region) at the end of their studies (35.5% of respondents). Every fifth young person (20% of the respondents) would like to leave Russia and live abroad after graduation. 8.4% of respondents found it difficult to answer this question. The results demonstrate a high level of the number of young people oriented to live and work in Russia. Quite a large number of people willing to leave Russia and live in foreign countries and found it difficult to answer the question is probably due to the fact that the modern education system is sufficiently mobile and provides employment opportunities not only in Russia, but also in other countries. The processes of social mobility are also great, which open up to people the boundaries of displacement both in regions of Russia and in foreign countries (Begicheva, O. L., Grishaeva, S. A., Polyakov, M. B., Timokhovich, A. N., Chuev, S. V., 2017, p.15-16). It speaks about the tendencies of the formation of the “postmodern society, the knowledge society” in the socio-cultural environment of the Sverdlovsk region. Thus, the research results record changes in social well-being, values, orientations, identification, and attitudes of young people. The results of the processes described above for the youth audience are the changes in the social order implemented by educational institutions and the new requirements for the system of training personnel working with young people. The demand for the formation of competencies that ensure the preparation of young people for active life in the context of globalization is becoming topical. The solution of these tasks can be found in the integration of all aspects of public life, the establishment of new partnerships with universities in other countries. 3. EXPERIENCE OF INTERNATIONAL COOPERATION OF THE DEPARTMENT ORGANIZATION OF WORK WITH YOUTH OF THE URAL FEDERAL UNIVERSITY The implementation of partnership educational programs of universities in several countries contributes to

the formation of the competencies of a successful young person integrated into the world community, increasing his competitiveness in the global labor market. An example of such cooperation is the implementation of the Master's program of double diplomas "Preventology in the youth environment" of the Al-Farabi Kazakh National University and the Ural Federal University named after the first President of Russia Boris N. Yeltsin. The program was created in the paradigm of the Bologna agreements, takes into account the peculiarities of the educational space of both countries and certainly expands the employment opportunities for graduates in a globalized world. The partnership of the two universities was based on common approaches in accordance with the priorities of the Bologna process. The general principles are: improvement of pedagogical technologies, the formation of a multi-level system of competencies and a student-oriented approach, changes in the information environment, which led to a review and updating of the content of curricula. Difference of new programs: reduction of detailed theoretical material; increasing the percentage of applied topics; competence-oriented orientation, student-centered approach. Changes have been made to the content of SPD (curriculum curricula) with due account of current trends based on the integration of academic content with social practices and technologies used in direct practical work. In compiling new content, OPS used techniques and technologies to ensure the development of critical thinking of students and collaborative learning, the development of competencies necessary for the development of practical skills, taking into account the needs of employers and service providers in the modern labor market. For the formation of competencies of students demanded in a digital society, new subjects are included in the curriculum of the master's program. In particular, the disciplines "Modern Information and Communication Technologies" and "Mathematical Modeling of Social Processes in the Youth Environment" are designed to form the professional competence of a youth work specialist "The ability to apply modern information and communication technologies and software to create and manage digital content that allows tasks of professional activity in the field of youth policy ". The student-oriented approach involves meeting the expectations of students from the learning process. For example, annual surveys conducted by students of the Faculty of Philosophy and Political Science of the Kazakh National University. Al-Farabi showed that the most preferred forms of training for them are: the format of trainings or master classes - 40.9% of the total number of respondents; format of round tables - 22.6%; the format of traditional lectures - 21.7%; in the format of presentations - 10.4%; in the format of press conferences - 2.7%; found it difficult to answer - 1.7%. Because of this, in the joint program a significant place is occupied by project training, which implements modern agile philosophy during project trainings and the preparation of independent projects. This approach also reflects the current trend in education, when management is viewed as a new scientific discipline, including effective leadership techniques, the role of leader / leader, decentralization of decisions, staff optimization, a clear understanding of goals and affiliations, thus forming a paradigm of an entrepreneurial society, where innovation and entrepreneurship help to achieve change in an evolutionary way. The request for master classes was only partially satisfied, but the experience of holding them was very successful and has prospects. Thus, within the framework of academic mobility of teachers, both universities exchanged professorial visits to give lectures and conduct master classes, which aroused keen interest on the part of students. The experience of training personnel for effective work with young people, the accumulated undergraduate and graduate programs, it is advisable to supplement with international experience the formation of additional professional skills and the development of personal qualities of specialists. Within the framework of joint educational programs with foreign universities, there are interesting projects that enhance training in the field of work with young people, there are also less academic projects within internships, joint practices, etc. So within the framework of the joint educational program of Ural Federal University and KazNU “Preventology among young people”, annual mutual visiting internships of students take place, aimed at the formation of additional professional competencies and skills development. The program of such internships can be identified a number of educational innovations. Visiting and getting acquainted with the real activity of practical centers that really work with young people (in Kazakhstan - Mother’s House, Closed Correctional School for Adolescents, Narcological Dispensary, Nazarbayev Lyceum School; in Ekaterinburg and - the Center for Spiritual Education “The Ascetic”, Administration Department Bratislava’s drug co-ordination center, psycho-dispensary, Outpost, and others.) help to understand the functionality of working with young people at risk, to get acquainted with leading approaches and technologies to influence of clothes, it can train young people constructive forms of behavior, form a highly functional behavioral strategies, to develop personal resources. Also within the framework of the internship, a traditional round table is held with the involvement of

employing specialists “Methodological problems of the training of preventerologists”. Within the framework of the round table, conditions were created for open, confidential communication, perception of information, creative atmosphere of the work of the receiving party and international guests; participants discuss the development of personal resources that contribute to the formation of a healthy lifestyle and highly efficient behavior; it becomes clear that in order to form a stress-resistant person who is able to independently, efficiently and responsibly build his life, it is required, firstly, by the personnel working with young people to possess the necessary qualities and demonstrate them in the process of professional interaction with young people, and -second, have the knowledge, skills and skills to teach others the ability to effectively overcome life problems, develop stereotypes of healthy behavior. Also as part of internships, mini-lectures of invited specialists, psycho-gymnastics for participants, imitation models and supervision of consultations with young people are held. Traditionally, such internships inspire, energize, expand horizons. As part of the systematic webinars of Almaty - (UrFU-KazNU), educational work with professional staff working with young people is also supported, the implementation of which develops special installations that allow you to learn how to control destructive behavior. The main idea is the following: the formation of a reflexive position of a young man to create a field of self-realization as a personality and individuality in the process of various forms of occupation. In the context of the internationalization of the preparation of students for the master's program, research occupies a special place. Accordingly, universities have taken on a whole range of valuable tasks. For example, teaching students by initiating research activities. Academic practices and institutional structures stimulate research grant activities that can be published in rating journals. With its high potential for international cooperation in training for work with young people, international youth research contests and conferences solve a number of important tasks. It should be noted that the competitions of students' research works, as a rule, solve the problem of identifying the most talented students who have shown scientific thinking, research potential and the desire to increase the level of research work; spreading the results of scientific research and creating conditions for the introduction of new technologies for working with young people on topical issues in everyday practice. For two years, KazNU has been co-founder of the student research competition “Development of Health Saving Technologies in Modern Society”, which contributed to increasing research competencies of undergraduates and bachelors, as well as strengthening the international relations of Russia and Kazakhstan. On the Russian side, the competition was organized by the Government of the Sverdlovsk Region, the Institute of Physical Culture, Sports and Youth Policy of UrFU. Another relevant topic in youth policy was devoted to another international research competition on the topic “Prevention of extremism among young people”, organized by KazNU, UrFU with the assistance of the Kyrgyz-Russian Slavic University named after the first President of Russia B. N. Yeltsin in 2016. The tradition of international competitions NIRS will continue to hold in 2017 a competition on the theme “Information, economic and social security of young people in modern society: problems and solutions”. It is important to note that NIRS competitions are supported by the Presidential Center B. N. Yeltsin Foundation. These competitions allowed students of higher educational institutions of Kazakhstan, Kyrgyzstan and Russia to present the results of completed research studies and gain experience in realizing their innovative potential in solving specific youth problems in various countries. The International Youth Research Conference “The Research and Development Potential of Youth” has traditionally been held for 8 years in a row, gathering leading international experts in the field of youth policy of Kyrgyzstan, Kazakhstan, Belarus, Tajikistan, Serbia, Bulgaria and Russia, as well as students studying in the areas of training. Organization of work with youth "and other social and humanitarian specialties. The reports of the participants, based on the results of large-scale empirical and theoretical research, provide information on the potential of youth policy in different countries. In 2019, the theme of this conference was “The innovative potential of young people: culture, spirituality and morality”. We emphasize that such a training method as participation in international youth research conferences and competitions contributes to the formation of such competencies as the ability to analyze and take into account the diversity of cultures in the process of intercultural interaction; ability to apply modern communication technologies, including those in foreign languages, for professional interaction; the ability to analyze global processes occurring in the youth environment, to develop and implement youth projects; Possession of the skills to use the scientific apparatus of the study, statistical and sociological methods of collecting and processing data, interpreting research results when making decisions about the organization and conduct of scientific events; applying planning and conducting research on youth topics (including scientific experiments and scientific modeling).

The department “Organization of work with youth” traditionally not only holds such events, but also analyzes student satisfaction with these activities. Let us dwell on the results of such a survey of participants of the International Youth Scientific Research Conference “Innovative potential of young people: social, economic and environmental sustainability” and the International Competition of SRWs “Social, economic and environmental responsibility of young people in modern society: problems and solutions”, As part of this conference in October 2018 in the Ural Federal University named after the first president of Russia B.N. Yeltsin. 100 participants took part in the survey (40%). These are undergraduate and graduate students of higher educational institutions and young scientists from Kazakhstan, Kyrgyzstan, Belarus and Russia aged 18 to 30 years. The results of the study showed that the majority believes that meetings of students and teachers are useful and necessary in the future (92% and 84% respectively). According to the participants of the conference, the effectiveness of the conference is that the dialogue of specialists, teachers and students is a guarantee of sustainability in society (72%). The conference contributed to the strengthening of contacts and interaction with other universities of the country (36%) and allowed to form common approaches and views on solving complex problems and problems in the field of work with young people (28%). Every fourth respondent (24%) noted that a new impetus had been given to the further development of the creative thinking of the conference participants. Noting the relevance of the issues addressed at the conference (68.0%) and the high level of conference organization (56%), respondents point out the average level of reports presented by conference participants (68%) and the activity of conference participants (56.0%). 44.0% of respondents are quite satisfied with the quality of presentation, 36.0% are not completely satisfied. More than half (52%) are not entirely satisfied with the practical usefulness of information, the possibility of using it in an organization. Every third (33%) noted that there was too little time for communication. Those who could not express themselves, note their absentee participation in the conference or shyness and lack of experience and competence. At the same time, the majority noted positive moments during the conference, contributing to their development and personal growth: “dialogue between teachers and students”, “opportunity to express themselves”, “exchange of experience between different regions of Russia and countries”, “activity of the hall and interesting discussions ". Students liked the “dynamism of the conference”, “the relevance of the topics under consideration”, “interest in personal and professional development”. Almost all respondents note interesting reports in plenary session. The respondents are interested in improving the implementation of such events: to increase the number of days for holding a conference so that there is more opportunity for communication between students from different cities and countries, to organize earlier information on holding a conference in order to more thoroughly prepare rapporteurs; A collection of conference materials before it starts, which will provide an opportunity to evaluate reports from other sections and identify the most interesting of them, which will be r contribute to the establishment of scientific and interpersonal relations between young people. Assessing the impact of the past international youth competition of research work of students and a research conference, respondents to one degree or another note the formation and development of certain professional competences. More than half of the respondents (72%) noted that participation in the conference develops the ability to analyze and take into account the diversity of cultures in the process of intercultural interaction (56% in the competition); the ability to apply modern communication technologies, including those in foreign languages, for professional interaction (in the conference, 68.0%, in the competition, 52%); the ability to analyze global processes occurring in the youth environment, to develop and implement youth projects (in the conference -68.0%, in the competition - 72%). The proposed scientific competencies formed by the participants of the competition and the conference, in the assessments of the participants did not have significant differences. The development of skills for planning and conducting research on youth topics (including scientific experiments and scientific modeling) was noted by 52% of respondents during the competition and conference. The development of skills for applying the scientific apparatus of research, statistical and sociological methods of collecting and processing data, interpreting research results when making decisions about organizing and conducting scientific events was noted by 72% of respondents. Based on the results of the survey of conference participants, we can conclude that youth international research contests and conferences, possessing high potential for international cooperation, play a significant role in shaping the competence of specialists in the “Organization of work with youth” training area. As part of training for work with young people who will work in the context of global challenges, we will highlight joint approaches to cooperation with other countries. There are a number of programs in which you

can cooperate to achieve effective results in training personnel for working with young people. This will allow to prepare specialists in accordance with the international standard, the best teachers in the world will carry out the educational process. It is possible to organize such training in the framework of interstate associations created for the purpose of integration in the field of education. For example, a cooperation agreement was recently signed between UrFU and the Secom Education and Development Center (Kyrgyzstan). The main areas of agreement were: Conducting the Olympiad among schoolchildren of Kyrgyzstan jointly with Ural Federal University targeted training of applicants of Kyrgyzstan in Ural Federal University; exchange of experience among teachers of UrFU and Secom; internship students of Ural Federal University in Secom. UrFU and Secom have a unique opportunity to gain new experience, to raise the level of education. Joint activities will allow you to organize dialogues, meetings, conferences and seminars to achieve common goals. The international project “Day of Russia in Bishkek” (June 2018) is aimed at shaping the general cultural competence of students of UrFU and young people of Kyrgyzstan. The Rifey Student Orchestra and the Youth Public Foundation held a number of meetings with young people of Kyrgyzstan, strengthening the friendship of the two peoples and improving their general cultural competencies. A unique scientific and educational platform where future specialists working with young people can study and use the advanced practices of international partners, discuss various issues of implementing state youth policy at the international level, increase the level of competence formation, this is the All-Russian Student Festival youth ”with international participation, which in 2018 was held for the eighth time. The festival has the support of the Federal Agency for Youth Affairs, the Department of Youth Policy of the Sverdlovsk Region, Moscow State University named after MV Lomonosov, as well as the Al-Farabi Kazakh National University. 4. RESULTS Education in various countries, meeting the needs of society, responds adequately to the challenges of the global world. In the process of the internationalization of life, the values, meanings and approaches of today's youth in different countries are unified. The youth of the CIS countries and Russia in particular clearly demonstrates this. Overcoming the contradiction of narrow-based training for youth policy and the needs of the global labor market is resolved, in particular, in the process of joint training of undergraduates in Russia and the Republic of Kazakhstan in the double degree program. In the course of synchronization of the educational process, the formation of the competence required by both countries to work with a youth is achieved. For the development of scientific and methodological support of the educational process involved practitioners in both countries. In particular, there is a positive result in determining the competencies necessary for the future specialist in working with young people and the ways of their formation through consultation with practitioners. In the process of learning, new active forms and methods are used, in particular, a modern project approach. In the preparation of specialists for working with young people, this method of forming universal research competencies is widely used as participation in international youth scientific research conferences and competitions. There is a successful cooperation in the field of training specialists in work with young people with the Republic of Kyrgyzstan. In the promising areas of international cooperation, the experience of other countries is taken into account. It is studied, compared, used in the practice of everyday work at the department. It is also planned to expand international contacts and collaboration with foreign universities. At the moment, the department implements measures to form additional professional skills, develop personal qualities for specialists working with young people with international participation. Scientific internships, competitions, festivals are designed to expand the forms of mutual learning between Russian and international partners, organize benchmarking projects, enrich themselves with experience and create joint forms of intercultural communication.

5. CONCLUSIONS In the practice of international cooperation of universities in various countries in training specialists in working with young people in the interests of students and the whole society, there has been a positive experience of Russia, Kazakhstan and Kyrgyzstan. However, this activity is not systemic. A single information resource, which contains information about the potential of different countries in the direction of developing the professionalism of specialists working with young people, is still missing. Nevertheless, the demand for such a common resource is obvious, since there is a need to analyze, generalize and disseminate such cooperation experience. Active cooperation in the training of specialists in work with young people, the deepening of their professional training should also be strengthened at the intergovernmental level through the creation of focal points, an example of which is the work of the Department for Organizing Work with Youth at Ural Federal University.
