Source of Acquisition NASA Johnson Space Center ONBOARD DETERMINATION OF VEHICLE GLIDE CAPABILITY FOR SHUTTLE ABORT FLIGHT MANAGMENT (SAFM) Mark Jackson, Timothy Straube, Thomas Fill, Scott Nemeth, When one or more main engines fail during ascent, the flight crew of the Space Shuttle must make several critical decisions and accurately perform a series of abort procedures. One of the most important decisions for many aborts is the selection ofa landing site. Several factors influence the ability to reach a landing site, including the spacecraft point of atmospheric entry, the energy state at atmospheric entry, the vehicle glide capability from that energy state, and whether one or more suitable landing sites are within the glide capability. Energy assessment is further complicated by the fact that phugoid oscillations in total energy influence glide capability. Once the glide capability is known, the crew must select the "best" site option based upon glide capability and landing site conditions and facilities. Since most of these factors cannot currently be assessed by the crew in flight, extensive planning is required prior to each mission to script a variety of procedures based upon spacecraft velocity at the point of engine failure (or failures). The results of this pre flight planning are expressed in tables and diagrams on mission-specific cockpit checklists. Crew checklist procedures involve leafing through several pages of instructions and navigating a decision tree for site selection and flight procedures - all during a time critical abort situation. With the advent of the Cockpit Avionics Upgrade (CAU), the Shuttle will have increased on-board computational power to help alleviate crew workload during aborts and provide valuable situational awareness during nominal operations. -

China's Aircraft Carrier Ambitions
CHINA’S AIRCRAFT CARRIER AMBITIONS An Update Nan Li and Christopher Weuve his article will address two major analytical questions. First, what are the T necessary and suffi cient conditions for China to acquire aircraft carriers? Second, what are the major implications if China does acquire aircraft carriers? Existing analyses on China’s aircraft carrier ambitions are quite insightful but also somewhat inadequate and must therefore be updated. Some, for instance, argue that with the advent of the Taiwan issue as China’s top threat priority by late 1996 and the retirement of Liu Huaqing as vice chair of China’s Central Military Commission (CMC) in 1997, aircraft carriers are no longer considered vital.1 In that view, China does not require aircraft carriers to capture sea and air superiority in a war over Taiwan, and China’s most powerful carrier proponent (Liu) can no longer infl uence relevant decision making. Other scholars suggest that China may well acquire small-deck aviation platforms, such as helicopter carriers, to fulfi ll secondary security missions. These missions include naval di- plomacy, humanitarian assistance, disaster relief, and antisubmarine warfare.2 The present authors conclude, however, that China’s aircraft carrier ambitions may be larger than the current literature has predicted. Moreover, the major implications of China’s acquiring aircraft carriers may need to be explored more carefully in order to inform appropriate reactions on the part of the United States and other Asia-Pacifi c naval powers. This article updates major changes in the four major conditions that are necessary and would be largely suffi cient for China to acquire aircraft carriers: leadership endorsement, fi nancial affordability, a relatively concise naval strat- egy that defi nes the missions of carrier operations, and availability of requisite 14 NAVAL WAR COLLEGE REVIEW technologies. -

This paper reviews the current status of the RLV technology program including the DC-XA, X-33 and X-34 ¯ight systems and associated technology programs. It addresses the speci®c technologies being tested that address the technical and operability challenges of reusable launch systems including reusable cryogenic propellant tanks, composite structures, thermal protection systems, improved propul- sion, and subsystem operability enhancements. The recently concluded DC-XA test program demon- strated some of these technologies in ground and ¯ight tests. Contracts were awarded recently for both the X-33 and X-34 ¯ight demonstrator systems. The Orbital Sciences Corporation X-34 ¯ight test ve- hicle will demonstrate an air-launched reusable vehicle capable of ¯ight to speeds of Mach 8. -
Space Launch System (Sls) Motors
Propulsion Products Catalog SPACE LAUNCH SYSTEM (SLS) MOTORS For NASA’s Space Launch System (SLS), Northrop Grumman manufactures the five-segment SLS heavy- lift boosters, the booster separation motors (BSM), and the Launch Abort System’s (LAS) launch abort motor and attitude control motor. The SLS five-segment booster is the largest solid rocket motor ever built for flight. The SLS booster shares some design heritage with flight-proven four-segment space shuttle reusable solid rocket motors (RSRM), but generates 20 percent greater average thrust and 24 percent greater total impulse. While space shuttle RSRM production has ended, sustained booster production for SLS helps provide cost savings and access to reliable material sources. Designed to push the spent RSRMs safely away from the space shuttle, Northrop Grumman BSMs were rigorously qualified for human space flight and successfully used on the last fifteen space shuttle missions. These same motors are a critical part of NASA’s SLS. Four BSMs are installed in the forward frustum of each five-segment booster and four are installed in the aft skirt, for a total of 16 BSMs per launch. The launch abort motor is an integral part of NASA’s LAS. The LAS is designed to safely pull the Orion crew module away from the SLS launch vehicle in the event of an emergency on the launch pad or during ascent. Northrop Grumman is on contract to Lockheed Martin to build the abort motor and attitude control motor—Lockheed is the prime contractor for building the Orion Multi-Purpose Crew Vehicle designed for use on NASA’s SLS. -

DLR is performing an extensive study on return methods for a reusable booster stage for a future launch vehicle. The present study focuses on the vertical take-off and vertical landing (VTOL) method. First, a restitution of a flight of Falcon 9 is presented in order to assess the accuracy of the tools used. Then, the preliminary designs of different variants of a future Ariane launch vehicle with a reusable VTOL booster stage are described. The proposed launch vehicle is capable of launching a seven ton satellite into a geostationary transfer orbit (GTO) from the European spaceport in Kourou. Different stagings and propellants (LOx/LH2, LOx/LCH4, LOx/LC3H8, subcooled LOx/LCH4) are considered, evaluated and compared. First sizing of a broad range of launcher versions are based on structural index derived from existing stages. -
The SKYLON Spaceplane
The SKYLON Spaceplane Borg K.⇤ and Matula E.⇤ University of Colorado, Boulder, CO, 80309, USA This report outlines the major technical aspects of the SKYLON spaceplane as a final project for the ASEN 5053 class. The SKYLON spaceplane is designed as a single stage to orbit vehicle capable of lifting 15 mT to LEO from a 5.5 km runway and returning to land at the same location. It is powered by a unique engine design that combines an air- breathing and rocket mode into a single engine. This is achieved through the use of a novel lightweight heat exchanger that has been demonstrated on a reduced scale. The program has received funding from the UK government and ESA to build a full scale prototype of the engine as it’s next step. The project is technically feasible but will need to overcome some manufacturing issues and high start-up costs. This report is not intended for publication or commercial use. Delta Clipper A Path to the Future By Jason Moore & Ashraf Shaikh Executive Summary Although the Space Shuttle has well served its purpose for years, in order to revitalize and advance the American space program, a new space launch vehicle is needed. A prime candidate for the new manned launch vehicle is the DC-X. The DC-X isn’t a state-of-the-art rocket that would require millions of dollars of new development. The DC-X is a space launch vehicle that has already been tested and proven. Very little remains to be done in order to complete the process of establishing the DC-X as an operational vehicle. All that’s left is the building and final testing of a full-size DC-X, followed by manufacture and distribution. The Space Shuttle, as well as expendable rockets, is very expensive to build, maintain and launch. Costing approximately half a billion dollars for each flight, NASA can only afford to do a limited number of Space Shuttle missions. Also, the Shuttle is maintenance intensive, requiring hundreds of man-hours of maintenance after each flight. The DC-X, however, is very cheap to build, easy to maintain, and much cheaper to operate. If the DC-X was used as NASA’s vehicle of choice, NASA could afford to put more payloads into orbit, and manned space missions wouldn’t be the relative rarity they are now. Since not much remains in order to complete the DC-X, a new private organization dedicated solely to the DC-X would be the ideal choice for the company that would build it. -

Georg Kopetz, Member of the Executive Board, TTTech Computertechnik AG ” Over the last 25 years, space launch vehicle designs have utilized several different solutions for their on-board data handling. For the safety-critical command and control data, the very robust MIL-1553 bus served as a standard solution, originally designed as a military avionic data bus. For redundancy purposes, this widespread standard enforces two MIL-1553 buses running in parallel. This fact creates the first challenge, namely managing redundant fieldbuses in software and in parallel separate channels for additional data, e.g. telemetry. The second challenge arises from increasing data rates: MIL-1553 is limited to 1 Mbit/s, while there actually is both a need for higher control data rates and an interest in new types of sensors like video cameras. Adding more field buses would be possible, but would increase both weight and software complexity as well as qualification efforts. Finally, despite the need for higher bandwidth and a simplified network, no system cost increase can be tolerated, as in recent years the market for launch vehicles has become extremely competitive.
