As a major funder of the Peace River Regional airport, Northern Sunrise County fully supports the Town of Peace River's position on the air ambulance contract, and is very concerned that this decision will result in loss of passenger service at the airport, resulting in a crippling effect on the economy of the region. Alberta Health Services has advised that they sent the Request For Proposals (RFP) for the Air Ambulance contract to ”community leaders”. Please advise us where this was sent, as neither the Airport Committee nor Northern Sunrise County received such notice. In a meeting we had with the Honorable Minister Hoffman on April 18, we were advised that the contract could not be awarded unless all the requirements of the RFP were met, including having available hangar space. Again, we are greatly concerned with the disregard for the requirement in the Government of Alberta Request for Proposal process where the proponent is REQUIREDto have Air Hangar space at the airport in order to fulfill the contract. The RFP process and potential change of air ambulance operator by Alberta Health Services (AHS)in Peace River has many possible negative impacts on the region. The current provider has provided superb air ambulance service to the Peace region for the past several years. Patients and families have expressed their sincere appreciation over the level of care and the sincere compassion they have received to date. Long synergies have since existed between scheduled public flights and air ambulance in Peace River. This may be in jeopardy as a result of this RFP process. The loss of regularly scheduled flights from Peace River would cause the Town of Peace River, who operates the airport on behalf of municipality partners in the Peace, to lose its eligibility to claim Federal capital funding known as ACAP, which is essential for airport operations. The loss of this funding would likely lead to the closure ofthe airport as the Town of Peace River and the municipal partners would not be able to make up the funding requirements. Should the above unfortunate loss of regularly scheduled flights and the potential closure of the Peace River Regional Airport occur, the economic affects will be felt in our region which has still not recovered from the oil slump that began in 2014. Our municipality was neither informed nor considered while this decision has been progressing. Multiple municipalities from Nonhern Alberta met with Minister Hoffman (Apri|18) to voice our concerns and were assured that we would be advised/consulted/informedbefore any decision was made. It was very disheartening to hear from Gordon Bates (Executive Director — Air Ambulance Services) at AHS, that a decision to award the contract to a single proponent was imminent. This bad decision will be very devastating for the residents of Northern Alberta for the following reasons: - Key components of the RFP process have been completely ignored. For example, one of the criteria identified within the RFP was the condition that hangar space he provided at the air base. The successful proponent does not have hangar space as there is no available space to be had. This calls the entire RFP process into question. Ifthere is no hangar space available, response time will increase as the service will have to come from some other community. Since Peace River had the most Air Ambulance flights last year (1400+), it seems counter-intuitive to bring the planes from outside the community.

Sincerely, Barry Morishita AUMA President Enclosures AUMA Resolution 2017.B10 City of Wetaskiwin Compensation for Municipalities Participating in the Medical First Response Program WHEREAS the Province of Alberta is responsible for providing ambulance service in Alberta; WHEREAS the Province of Alberta, through Alberta Health Services, offers the “Alberta Medical First Response Program” which is a voluntary program which Alberta municipalities can participate in to provide medical first response service; WHEREAS no compensation is provided to municipalities participating in the program, other than for a very limited amount of equipment and training; and WHEREAS the service provided by the municipalities participating in this program is very valuable and saves lives. IT IS THEREFORE RESOLVED THAT the Alberta Urban Municipalities Association requests the Government of Alberta to provide direct financial compensation on a full cost-recovery basis to all Alberta Medical First Response agencies for every call responded to.

In her exit statement, Jansen praised Premier Rachel Notley’s leadership, but said “after many ​ ​ years in public life” leaving politics is “the right decision for me and my family.” “Let me say, this is not an easy decision,” Jansen said. “I am proud of what I have been able to accomplish on behalf of my constituents, particularly over these last two years.” On Monday, her Twitter account was deleted.
