Center for Advanced Aviation System Development | FFRDC

[ Progress in aviation is built on collaboration, engineering, ingenuity, and innovation. These principles serve as the foundation of our work as we help the Federal Aviation Administration and our other partners plan, develop, and field new capabilities that help modernize air traffic management (ATM) systems and practices to improve the safety, efficiency, and security of air travel.]

Resolving Global Aviation Issues through Research and Development MITRE is a not-for-profit organization that operates multiple federally funded research and development centers, including the Center for Advanced Aviation System Development (CAASD), sponsored by the FAA. CAASD works to advance the safety, security, and efficiency of aviation in the U.S. and worldwide by conducting a continuing program of research, devel- opment, and engineering in collaboration with the aviation community.

Our world-class experts have built a long and distinguished history of providing leadership in the field of ATM. Our innovations have been adopted in critical programs such as conflict probe and resolution, collaborative traffic flow management, performance-based navigation, Automatic Dependent Surveillance-Broadcast (ADS-B), performance analysis and model- ing, safety management capabilities, and the Traffic Alert and Collision Avoidance System (TCAS).

We understand the complex challenges that our customers face and tailor creative solutions to their most critical needs. We emphasize quality, integrity, and objectivity; take a long-term perspective focused on the public interest; and seek ways to merge operational, technical, and program expertise.

Dedicated to Improving Aviation Worldwide MITRE is dedicated to improving aviation system safety, security, and performance. In addition to the FAA, other CAASD customers include the Transportation Security Administration (TSA), the United States Trade and Development Agency, the Air Force’s Air Mobility Command, and other government organizations. We also perform work for international civil aviation authori- ties, airport operators, airlines, and other aviation organizations in almost 50 countries, and con- duct collaborative research with industry and academia. CAASD also provides training through the MITRE Aviation Institute, both in the U.S. and around the globe, on a variety of aviation- related topics, including most notably on safety management system implementation.

MITRE We understand the complex challenges that our customers face and tailor creative solutions to their most critical needs. We emphasize quality, integrity, and objectivity; take a long-term perspective focused on the public interest; and seek ways to merge operational, technical, and program expertise.

Creating One of the most critical challenges facing the nation’s air transportation sys- the Next tem is the need to develop and implement NextGen. According to a report by the Generation Air Commission on the Future of the United States Industry, the inability of today’s system to meet future growth could cost consumers as much as $30 bil- Transportation lion annually. To address this problem, recognizing that NextGen will require active System participation across many governmental agencies, Congress and the President (NextGen) established the Joint Planning and Development Office (JPDO) to manage this cross- agency effort. MITRE is working with the FAA, JPDO, NASA and the Departments of Defense, , and Commerce to develop the vision, strategy, opera- tional concepts, architecture, and plans for the research, development, and imple- mentation of capabilities needed to achieve NextGen.

Developing We work with civil aviation authorities around the world to develop harmonized integrated and integrated systems that are interoperable, within the context of international systems, standards. This enables us to increase our knowledge of best practices—in areas such as airport safety, airspace design, equipage, and ATM—and to apply them to the internationally unique circumstances that characterize each country’s civil aviation needs.

Tackling the We are also applying our aviation expertise and operational knowledge to tackle nation’s most some of the nation’s most critical aviation security issues. For the inter-agency Air Domain Security mission among FAA, DHS, and DoD, we are performing engineer- critical aviation ing analysis of U.S. air surveillance. At the FAA, our programs enhance security security issues operations, and at the TSA, our programs help to screen passengers and workers effectively and efficiently. The success of these programs rests on their ability to improve security while minimizing disruptions to commercial customers and the flying public.
