Test Valley Borough Council – Northern Area Planning Committee To consider whether any applications, to be considered at the Test Valley Borough Council Northern Area Planning Committee (NAPC) require further comment and or representation from the Town Council. 11. Communications from Hampshire County Council To consider any communications received from Hampshire County Council. 12. Street Trading Licences To consider any applications for Street Trading Licenses received. 13. Consultation – Hampshire County Council Permit Scheme for Road Works and Street Works Part 3 of the Traffic Management Act 2004 and The Traffic Management Permit Scheme (England) Regulations 2007 gives local authorities powers to design and operate a permit scheme to improve the management of works in the street undertaken by highway authorities and utilities companies. Hampshire County Council proposes to exercise these powers to introduce a system of permits for street works and road works. In simple terms, the Permit Scheme will require permission to be obtained for most road and street works, whether they are undertaken by or on behalf of utility companies or the highway authority. This consultation is aimed at statutory consultees; primarily highway works promoter, utility companies and neighbouring highway authorities. However, as an organisation that has an interest in matters that affect local traffic, the County Council wishes to obtain your views as well. Hampshire County Council will adopt solely the nationally agreed conditions text developed and approved by HAUC (England) as our standard conditions, including referencing. In addition, the scheme will operate in accordance with the HAUC (England) Guidance, Operation of Permit Schemes (February 2017). We recognise that these documents may be subject to change and may develop over time. Any future changes to them ratified through the HAUC (England) formal approval process will automatically be incorporated into this scheme. The closing date for this consultation is the 31st of July 2018. 13. Consultation on proposals to change street lighting, supported passenger transport services and the concessionary travel scheme in Hampshire This more detailed consultation follows on from the main Serving Hampshire – Balancing the Budget consultation carried out last year and seeks views from interested parties and the wider public on the options for delivering the planned savings in respect of the services mentioned above. The consultation closes at midnight on 5 August 2018. The questionnaire which is being used during the consultation process can either be completed on line or is available for download on the consultation website www.hants.gov.uk/aboutthecouncil/haveyoursay/consultations/publictransportandstreetlighting along with other supporting information. With 89% of bus journeys being provided on a commercial basis, not controlled or funded by the County Council, many public bus services will be outside the scope of this review. This consultation, therefore, only includes those public bus services which receive financial support from Hampshire County Council. It is recognised that some district councils 2 additionally provide funding to subsidised public transport services in their area. These arrangements are of course outside the scope of the consultation relating to County Council funding. A list of the public bus and ferry services subsidised by Hampshire County Council which are within the scope of this review are available on the consultation website. The County Council has taken the decision to protect the core funding which it provides to frontline community transport services (Dial-a-Ride, Call and Go and Minibus Group Hire Schemes) whilst at the same time wanting to look at how these services can be made more financially sustainable for the future. Please see attachments – Appendix E 14. Items for consideration at the next meeting Members are requested to inform the Town Clerk of any items that they wish to be included on the next Planning Committee Agenda. 15. On 3 October 2019, Network Rail gave notice of its intention to dispose of land at Andover station yard, Hampshire (“the land”), in accordance with Condition 17 of its network licence. The land is described in more detail in the notice (copy attached) and at Annex B. 2. We have considered the information supplied by Network Rail including the responses received from third parties consulted. For the purposes of Condition 17 of Network Rail’s network licence, ORR consents to the disposal of the land in accordance with the particulars set out in its notice. Reasons for decision 3. In considering this case, and with Network Rail’s agreement, we considered it appropriate, under Condition 17.5 of Network Rail’s network licence, to extend the deadline to 20 January 2020, to allow Network Rail sufficient time to address the points we raised below. i. We considered that the disposal was inconsistent with Network Rail’s freight site enhancements plan for Andover, as it would remove the area designated as a “Bufferstop Overrun Risk Zone” (shown in Annex B). Further, the proposed disposal could also reduce operational flexibility for passenger train through-running towards Basingstoke and beyond, and it was not clear whether this had been considered sufficiently. ii. We noted that Andover Town Council wished to see redevelopment north of Andover station, which would include the provision of direct pedestrian access to the station.

These include: • Hemingway Design and NEW Masterplanning – design, environment, heritage, community, consultation responses • Currie and Brown – Cost consultancy • Andrew Cameron Associates - Transport and Movement 1.5 It should be noted that much of the evidence base set out in this report was compiled and assessed in 2019 (i.e. pre Covid 19) in order to support evolution of the masterplan and building a vision for Andover town centre.
