1 PROCEEDINGS of 163Rd MEETING of the ERC-NCTE Proceedings of 163rd Meeting of ERC-NCTE held on 29th –30th October 2013 PROCEEDINGS OF 163rd MEETING OF THE ERC-NCTE HELD ON 29th -30th OCTOBER, 2013 The 163rd Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 29th - 30th October, 2013 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 163rd ERC Meeting. 1. Prof.(Dr.) P.C. Mahapatra - Chairperson 2. Prof. Brajanath Kundu - Member 3. Dr. Rukhono Iralu - Member Representative of Nagaland 8. Dr. Srikanta Paikray - Member Representative of Odisha 9. Shri Dr. S. Gyaneswar Singh - Member Representative of Manipur 10. Shri Chandrapida Neelap - Regional Director, ERC & Convener. At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl. Item No. Content No. Confirmation of the Proceedings of 162nd ERC meeting, 4th -5th October, 2013 I 163.1 at Bhubaneswar. Confirmed (i) The following serial No. 01-54 of this proceeding were deferred by the Eastern Regional Committee in its 162nd meeting held on 4-5 October, 2013 due to shortage of time and were again placed in this meeting. (ii) The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. ER-163.5 VTR received U/S 14/15 Joypur B.Ed. Number of titles in the library is only 252 which is less than the required 1000 as per NCTE Regulation 2009. In view of the above, the committee decided as under: A clarification letter be issued to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision. As seen in the CD, the building is situated near to the Highway and there is no boundary wall. 2. Play ground need to be developed. 3. The institution is advised to develop the playground and consturuct the boundary wall and submit construction completion certificate from the Govt Engineer along with a CD covering the boundary wall. In view of the above, the committee decided as under: A clarification letter be issued to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision. Bangiya Primary Teachers Training Institute, Plot No.-1078, Vill.-Madhupur, P.O.- 9. 163.5.9 Sainta, Tehsil/Taluka-Dhanikhali, Town/City-Dhanikhali, Dist.-Hooghly, West Bengal-712410 (D.El.Ed.)(Private)(WBPE) (Code No. ERCAPP108) After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules, Regulations and guidelines issued by NCTE Hqrs. and VTR, the Committee discussed the matter in detail and observed as under: 1. No. of classroom & No. halls are left blank in the VT report. 2. Laboratories like Science, Psychology, ET & Facilities for language Learning is not available. 3. Library resources like titles, educational journals, periodicals, encyclopedia nos not available. 4. Facility of photocopy is not available. 5. Details of practice teaching schools are not mentioned. 6. As per essitional datasheet col. 1 to col. 21 are left blank. 7. Building plan and building completion certificate are not submitted to the VT. 8. No land and building documents provided to the VT experts. 9. No purchase vouchers shown to the VT experts. 10. No Video CD handed over to the VT experts. 11. No document of the society/trust provided. In view of the above, the committee decided as under: Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final decision.
