SUBJECT: (4.6) 2013 Seven Bridges Walk

DESCRIPTION/SUBJECT MATTER:

An application has been received on behalf of the Pedestrian Council of Australia for the annual Cancer Council Seven Bridges Walk to be held on Sunday 27 October 2013. The North Sydney section of the event will start from Berry Creek, Smoothey Park in Wollstonecraft and finish at the Harbour Bridge stairs (Burton Street) where walkers may continue across the . Event sites will be set up at Burton Street, Milsons Point and Brennan Park, Wollstonecraft. A road closure in Burton Street is proposed and traffic controllers will be used to assist pedestrians crossing the road at key locations. This year event organisers plan to bump in the Burton Street road closure at the conclusion of the Kirribilli Markets on the Saturday to ensure space is reserved for the event on Sunday.

The walking route is approximately 26km in length, and is a closed loop circuit that utilises pathways around the inner metropolitan region of Sydney that skirts the Sydney Harbour and includes the crossing of seven bridges. The event is expected to attract a total of up to 12,000 participants across a number of starting locations throughout the various participating LGAs and the course will travel in a clock-wise direction.

RECOMMENDATION:

THAT Council raises no objection to the Seven Bridges Walk to be held on Sunday 27 October 2013 according to the submitted pedestrian and traffic management plan, subject to Police approval, RMS approval, appropriate public liability insurance, and the event being undertaken in accordance with AS 1742.3 and the RMS’s Traffic Control at Work Sites.

1 General Information

1.1 Purpose The purpose of this Pedestrian and Traffic Management Plan (TMP) is to provide an outline of the intended operations for this event as it relates to the following management systems and processes required for the implementation of the Seven Bridges Walk to be held in Sydney on Sunday 27 October 2013: 1. 1.2 Organisational Context The Cancer Council NSW Seven Bridges Walk event concept was created and developed by the Pedestrian Council of Australia (PCA) who will remain the owner of the event. The PCA has engaged Event & Sports Projects Australia (ESPA) to deliver the Event Operations and PCA to manage the marketing of the Event. The Cancer Council NSW Seven Bridges Walk can be regarded as an active opportunity to further enhance the councils and stakeholders charter toward promoting walking as a healthy activity and as an increasingly important means of active transport. In addition the event will provide a significant contribution to Cancer Council NSW (CCNSW).

The TMP has been developed in consultation with the event owner being the Pedestrian Council of Australia and key stakeholders being, key Local Government Area stakeholders (Councils), Transport for NSW - Transport Management Centre (TMC), NSW Police, Transport for NSW – State Transit Authority, Sydney Trains, and Events NSW.

1.3 Background The Cancer Council NSW Seven Bridges Walk is in its 8th year of operation. The initial analysis of the walking route and options was undertaken by PCA and the TMC (formally RTA) using information provided by walking groups and local councils in early 2005. From this initial analysis a concept plan of the course was drawn-up and implemented. The course route has been re-evaluated each year, with minor changes being implemented each time.

The 2012 CCNSW Seven Bridges Walk attracted 10,000 participants, who started at one of the seven Event Villages located around the course and then traversed the circle route or part thereof in a clockwise direction at a pace to suit themselves. Participants covered a variety of distances over the 9 hour period of the walk, between 7:30am to 4:30pm on Sunday 28 October 2012. The event cost $25 to enter (with a fee of $35 being charged on the day) and Cancer Council NSW raised over $350,000 through online and on the day donations.

Event Type: Community Mass Participation Event supported by NSW Government and Local Government Areas, to promote the importance of health and physical activity by walking.

Check-in will commence from 7:30am at all Villages which signifies the opening of the course. 2 Authority and Approval

2.1 Authority (Area of Incidence and Duration) The operational approved version of this TMP will be used as the primary document for the management and control of traffic and transport for the CCNSW Seven Bridges Walk to be held 27 October 2013. This plan may not be amended or used for any other event at any time, other than the event and timeframe specified within this document.

2.2 General Objectives of the TMP The TMP is based on risk identification, assessment and control process required for managing pedestrians, traffic and transport movements over the duration of the event.

Other objectives of the (TMP) include: Serve as the key document that is agreed to by all parties so that it serves as ‘core’ information that agencies may refer to and operate from for the 2013 CCNSW Seven Bridges Walk event, Provide an overall strategy that aims to improve the safety of staff working on events at the venue, the patrons who attend the event, and the general public around the precinct who are not directly associated with events at the venue, Provide a detailed description of the various traffic and pedestrian management elements that need to be considered for participants, Provide a detailed analysis of resources (both hardware devices and personnel) that are required for the implementation of the TMP, Provide a framework for the event organiser and each agency to use to develop their own lower level plans, Provide a plan whereby a monitoring process may be implemented to ensure continual improvement of operations and occupational health & safety standards may be documented within the final draft and communicated appropriately to staff working at this event.

2.3 Approval & Distribution of the TMP The Traffic Management Plan is required to be approved by the Traffic Committee of each Council during the July and August Traffic Committee Meetings. A copy of the TMP will be sent to the Pedestrian Council of Australia (PCA) and all other Operational Agencies.

This Pedestrian and Traffic Management Plan (TMP) when approved by the relevant authorities becomes the primary document detailing the traffic and transport arrangements under which this event is to proceed. Changes to the TMP require the approval of the TMC, and where necessary to the appropriate local government organisation. All functional or single agency supporting plans are to recognise the primacy of the TMP and nothing contained in those plans may contravene any aspect of the TMP.

A copy of the TMP will be sent to the NSW Police State Planning Unit where a request will be made that they advise their local area commands of the event. There is no active Police involvement in this TMP.

Signatories to this TMP should normally be the agency’s senior officer appointed to the operational command team for the event on the day.

In case of emergencies, or for the management of incidents, the Police are not subject to the conditions of the TMP but will make every effort to inform the other agencies of the nature of the incident and the Police response.

2.4 Event Insurance A copy of the certificate of currency for Public Liability cover of this event is available upon request from September 2013.

2.5 Event Risk Management A Risk Assessment and Management Plan has been undertaken by the event organiser that includes an assessment of the course, and the surrounding immediate areas where direct or indirect activities and operations may take place as a result of organising the above mentioned event.

The risk management process is an ongoing process and commences from approximately 60 days prior to the event and forms the basis of the ongoing review and planning improvement process that is written into the Operations Plan for the event.

4 Traffic & Pedestrian Management Planning Requirements

4.1 Event participants The overall ability of participants expected to take part in either the complete walk or a section of the walk will vary substantially. Variations in ability may consider; fitness, general mobility, family or group, equipment such as shoes and general preparedness.

As a result of the high percentage of participants that complete the entire course and because it takes 4-5 hours to complete, we will be advising those who wish to do the entire course to start before 11:00am.

It is likely that the event will attract a diverse range of participants and therefore ensuring that the planning of traffic management must accommodate the ‘lowest common denominator’.

The event organiser will enforce the message that all roads are open as normal and that all road and pedestrian rules apply throughout the course.

4.2 Traffic & Pedestrian Management Considerations The event encourages participation and therefore large numbers of people are often expected. The following characteristics need to be considered; Large groups all walking together Complacency Not necessarily always looking where they are going Following the herd Family groups with small children Mobility impaired persons

Although this is an organised event and the event organiser must accept the overall duty of care for the participants involved, it is not possible or reasonable for the event organiser to accept all responsibilities for people’s actions.

The process undertaken to document the TMP in itself becomes the Risk Management Plan. The document is to follow due process in order to help reduce the risk of something happening which is counter beneficial to the objectives of the event, one of those objectives being the safety of the participants and general public. It must be recognised that whilst the proponent, the organiser and key stakeholders have undertaken a detailed risk identification process, it is practically foreseeable that not every hazard with a consequence and likelihood throughout the entire course may be entirely mitigated.

Participants must first and foremost accept responsibility for their decisions and actions. As a participant they must adhere to the normal road and pedestrian rules as they exist throughout the metropolitan regions of Sydney.

4.3 Walk Route – Course The walk route is approximately 26.2 km in length with the format being a ‘closed loop’ circuit that crosses seven (7) bridges around the inner metropolitan suburbs of Sydney that circle Sydney Harbour. The route ‘circles’ the Harbour by crossing the following 7 bridges; Sydney Harbour Bridge Pyrmont Bridge Anzac Bridge Iron Cove Bridge Gladesville Bridge Tarban Creek Bridge Fig Tree Bridge

The course attempts to provide walkers with a scenic route through various areas of Sydney that many people may not have been to before. The course is undulating in nature with some quite steep areas.

4.4 Direction of Flow All registered participants are required to walk around the course in a Clockwise direction in order to help with the flow and ease of participants around the course and minimise congestion. This will be detailed on the website, passport map and by directional signage.

By directing walkers to walk clockwise they will be walking at most times facing oncoming traffic which is generally considered to be the appropriate standard for walking.

Please note that the terminology used to identify course operations within the operations manual will refer to Course Sectors that will be determined by distance, complexity of route & village locations.

Location and Description of Course

4.5.1 Area 1 –City of Sydney Harbour Bridge North, Milsons Point to Anzac Bridge East

Stage 1 Description: Take the Cahill Walk stairs from the corner of Burton & Broughton Streets, crossover the Harbour Bridge; take the stairs down to Cumberland St. In Cumberland St, turn left and travel north on Cumberland St towards Lower Fort St. Once you reach Lower Fort St take the pedestrian crossing outside the Harbourview Hotel and turn left and take the first right into the laneway. Follow the laneway through to a set of stairs that will take participants into Pottinger St. Once in Pottinger St turn right and walk towards Hickson Rd. Turn left at Hickson Rd and continue on down the eastern side of Hickson Rd.

Follow the eastern side of Hickson Rd to Towns Place and cross the southern pedestrian crossing on Hickson Rd (south of Towns Place) and then turn left on to the western side of Hickson Rd and continue south to Gate H4 of Barangaroo. Follow the path from Gate H4 to the Barangaroo foreshore and enter the Barangaroo event village.

Upon leaving the Barangaroo Village continue along the waterfront to King St Wharf. Follow The Promenade left around to the Pyrmont Bridge escalators, go up to deck level and crossover Pyrmont Bridge. Once across the bridge, continue along the footpath and to the right into Pirrama Rd towards Pyrmont Bay Park (Pyrmont Village).

From the village, follow Pirrama Rd to Pirrama Park. Follow the path along the foreshore in Pirrama Park to Bank St. Cross Bank St then follow Bank St to Quarry Master Drive and up the ramp onto the eastern side of ANZAC Bridge, Pyrmont.

4.5.2 Area 2 – Leichhardt Anzac Bridge, East – Iron Cove Bridge

4.5.4 Area 4 – Hunters Hill Gladesville Bridge, South to Fig Tree Bridge, South

Walk over Tarban Creek Bridge and continue up the footpath to Hunters Hill Scout Hall (Hunters Hill Village), located off Church St on Durham St.

After leaving the village, walk up Durham St, cross Church St at the pedestrian lights and continue straight ahead into Reiby Rd. Follow Reiby Rd around to the left and then left onto Fig Tree Bridge.

4.5.5 Area 5 – Lane Cove Fig Tree Bridge to Berry Creek (Smoothey Park)

Course Description: After walking across Fig Tree Bridge, continue along the backstreets over to Linley Point. Walk over the hill and into Linley Point Reserve via The Avenue, Haughton St, Linley Pl, Burton St and View St. Continue along foreshore walk and across the footbridge to Burns Bay Reserve. Go left into Kooyong Rd and left up Riverview St, where the COURSE SPLIT’S: 1. Right into Tambourine Rd, left to the bush track through Warraroon Reserve, until you reach River Rd; or 2. Continue on Flaumont Rd, left into Romani Ave, right into Carranva Rd, left into Warraroon Rd until you reach River Rd.

When the walks rejoin on River Rd, continue up the hill, right into William Edward St and then cross the road into Central Park (Lane Cove Village).

From Central Park (village) go left and then right into River Rd, where the COURSE SPLIT’S AGAIN: 1. Cross at the traffic lights onto the LHS of River Rd, continue along past the Lane Cove Country Club and Lane Cove Bushland Park, up the hill, at pedestrian lights in front of Greenwich Hospital, cross over to the RHS of River Rd and turn right into St Vincents St; or 2. Walk down the RHS of River Rd, veer right down into Fleming St, continue along the Bush Track through Gore Creek Reserve and continue onto St Vincents St.

When the walks rejoin on St Vincents St, turn right into Gore St; veer into Oscar St, left onto Greenwich Rd, right into Greendale St, right into St Giles Ave and across the Pedestrian Foot Bridge at Smoothey Park, Greenwich.

Course Description: From Smoothey Park crossover the footbridge and continue through suburb of Wollstonecraft via Shirley Rd, right into Moreton St, right to Hazelbank Rd and into Brennan Park (village).

From Brennan Park (village) continue down Carr St, turn right at Euroka St, cross Bank Lane and onto Union St, straight ahead onto Lavender St, right into Alfred St, and continue to Milsons Point (village). From the village go along Burton St, under the arch tunnel and to the Harbour Bridge stairs.

Optional Walk to Balls Head Point: From the Brennan Park (village) continue down Carr St, right into Crow’s Nest St, right into Bay Rd and continue onto Balls Head Rd. At the end of the road continue onto the steel walkway through Waverton Peninsula Reserve and double back through Waverton Park, right into Woolcott St and under the rail bridge. Cross onto Union St to meet up with other walkers, straight ahead onto Lavender St, right into Alfred St, and continue to Milsons Point (Milsons Point Village). From the village go along Burton St, under the arch tunnel and to the Harbour Bridge stairs.

4.7 Road Crossing Points Participants will be required to cross over almost 200 roads if they decide to complete the entire course. The event organiser has undertaken an analysis of every road crossing throughout the entire course and has identified the risks and analysed the consequence and likelihood rating along with a priority of treatment. This process is considered part of the Risk Management Plan but is directly related to the TMP.

Participants will follow the route map provided to them in their ‘Participant Passport ’ whereby they will then navigate themselves around the course. Poster size colour maps will also be displayed at each Village.

It would not be practical to have a sign or a marshal at every Road Crossing Point (RCP) throughout the course. Each RCP will be addressed and a treatment or control may be applied to the RCP if required.

4.8 Access to Public Transport The event will identify and promote several key Public Transportation nodes and focus efforts to assist participants to make a direct route to either the course or a registration village and return.

Information regarding access to public transport will be done by; Providing directional information in the Participant Passport Installing directional event signage Event marshals Transport information in Passport and in each Village (Bus Stop locations, ferry services etc)

4.9 Free Event Transport The NSW Government agency – Transport for NSW - will be providing free transport to participants on the day of the event. A FREE transport system will be setup with STA buses which will operate in both directions to transport participants back to their initial start point. The number of buses provided and timetable will be confirmed by STA.

Note: The free transport does not extend to public transport to and from the event.

4.10 Access & Management at Event Transport Nodes and Villages The event requires registration villages to service participants and sponsors, and to provide a point for event transportation to assist in the movement of participants back around the course to the place of origin if they do not wish to complete the course.

Villages will be located around the course usually close to Key Public Transport nodes and/or close to Event Transport Nodes. All Villages will be approved by local councils.

4.11 Roadways and Adjacent Pathways – Risk Considerations There are a number of locations around the course that may be considered to be higher risk areas.

Higher risk areas are areas that have been determined by the type of intersection, the speed of the road fact that there are greater numbers of pedestrians using the pathways and therefore increase the chance of something happening. High consequence refers to the fact that if something were to go wrong in this area there would be a significant to catastrophic result. The treatments for these areas are detailed in the Master Course Plan & Risk Register Attachment 2.

Most road crossing points and areas of the course have been analysed as Low to Medium level risks. However there is 1 key area that has been considered to be high risk prior to any treatment, which is on River Road between Kenneth Street and Greenwich Rd.

4.11.1 River Road between Kenneth Street and Greenwich Rd The area of the course that participants will follow from Blaxland’s Corner to St Vincent’s Street has accessibility issues along with pedestrian management issues. Participants will have a choice of route from the Corner of Kenneth St and River Rd to either go via River Road (option 1 – accessible), or go via Gore Creek Reserve (option 2 – bush trail & steep stairs).

Please see attached TCP for River Road as a treatment of this area needs to be implemented in order to slow traffic and inform drivers of increased pedestrians.

5.1 Event Village Operations Event villages will use existing infrastructure and covered areas where possible in order to minimise the need for additional infrastructure and impacts. In addition we will seek assistance from the relevant Local Councils however the Event will need to allow for marquees, toilets and the like to supplement existing facilities at the each of the Village sites.

5.2 Delivery and Collection of Infrastructure The delivery of the above infrastructure will be on Saturday 26 October 2013 for Barangaroo, Pyrmont, Rozelle, Hunters Hill, Lane Cove, Wollstonecraft and Milson Point Villages (Milson Point Village to be built from 5pm after the conclusion of the Kirribilli Markets). The proposed collection of all infrastructures would be from 4:30pm on Sunday 27 October 2013.

6 Event Operations

6.1 Noise Due to the nature of this event, being a community based sporting event supporting Cancer Council NSW, minimal disruption and noise would be expected.

Any music performed in villages will be acoustic or amplified at low volume. There will PA systems in the villages, amplifying at a low level.

6.2 Site Cleaning and Waste Management The waste created by this event is thought to be minimal, although the impact would be dependent on participant numbers, which are expected to reach 12,000. As registrations begin in August each stakeholder will be informed of participant number progress up to the event. Should the stakeholder feel necessary, pre and post event site inspections will be organised in conjunction with each landowner stakeholder to ensure that the venue is returned in a clean and tidy state.

6.3 Sale of Food Food & Beverage will be located at each site to service the participants. Approximately 3-5 food vendors will be located at each Village (details of the food vendors are to be confirmed).

This will be an alcohol free event.

6.4 Water and Electricity Where existing, Event Organisers will request the use of water and power supplies from landholders and stakeholders.

6.5 Security Due to the nature of this event, security will be minimal. Event Security for cash donations will be arranged. Overnight security for asset protection will also be in place at all event villages bumped in on Saturday 26 October 2013. Event Security will be rostered from Saturday 26 October 5:00 PM – Sunday 27 October 5:00 AM.

6.6 Road Closures For the 2013 event we are proposing to close the following roads to assist with the safe operation of the event: Burton St at Alfred St South, Milsons Point – from 5:00pm Saturday 26 October 2013 - 6:00pm Sunday 27 October 2013 (note: This road closure will be a continuation of the Kirribilli Markets Road Closure at the same location. Durham St at Church St, Hunters Hill – from 6:00am Sunday 27 October 2013 – 5:00pm Sunday 27 October 2013. 6.7 Lane Closures One partial lane closure will be in place along River Road from Blaxland’s Corner to Greenwich Hospital, Lane Cove, please refer to TCP - CM 33 for further details.

6.8 Vehicle Access and Parking Limited Vehicle Access to each village site is required by suppliers for the delivery and collection of event infrastructure.

Through event marketing and promotions all participants will be encouraged to catch public transport to and from the event. Organisers are aware all areas of the event have restricted parking facilities.

Organisers would ask that each council area make a provision for volunteer, event staff and emergency services parking at or around each village.

6.9 Event Day Schedule A schedule will be prepared to list activities related to the delivery, bump in, event running and bump out of the event and can be provided if requested.

7 Event Services The expectations and standards that are placed on events, whether they be from participants, spectators, stakeholders, sponsors or the general public are a point for a professionally managed event. As the fee is being raised from $20 to $25 this year, it is important that their expectations on getting value for money are met. It is important that the marketing of the event and the messages promoted are a true reflection of what can be delivered.

7.1 Participant Registrations As it is an organised event there is a real duty of care for participants that the event organiser must uphold. All people who wish to be part of the event must register whereby the process of registration includes the reading, understanding and signing of a declaration or waiver that they agree to the terms and conditions of entry and will abide by normal pedestrian road rules. All registrations are done on-line directly from the event website (www.7bridgeswalk.com.au ).

When people register on the day they will receive a number of items, one item being the Event Passport. The Event Passport will provide directional information and general event information including the map to the participant. Other items the participant will receive is a wristband and other sponsor/charity information.

7.2 Merchandise Packs Merchandise sales will be available to the public and will include items such as drink bottles, hats and shirts.

7.3 General Public It should be remembered that the event will not have a closed “venue” and as such the general public (non participants) will have full access to all areas of the course at all times.

There will be many non-participants using the route as a public pathway in both directions that will create some congestion at certain points along the route. These areas of possible congestion will be identified and treated where necessary within the Risk Management Plan. In order to minimise congestion between cyclists and pedestrians on all Bridges, advanced notification of the event will be signed a week prior to the event.

The main tools used to manage the flows of the general public will be to monitor, assess and manage using event marshals, in situations that require an issue to be elevated, it will be done so through the command and control structure that will be developed for the event.

7.4 Accessibility The route is generally not accessible by wheelchairs and prams. There are many sets of stairs and at times rough underfoot and therefore there will need to be clear messages communicated to the marketplace about which areas of the course are unsuitable.

7.5 Volunteers Approximately 200 volunteers will join the 2013 Cancer Council NSW Seven Bridges Walk Volunteer team to assist with event day operations. Volunteers will be located in either a Village or on Course as a Team Leader, 2IC or Crew. They will help with the following tasks:

8 Marketing

8.1 Joint Media Partners The Seven Network, the Sunday Telegraph (TBC) and News Local will exclusively support the Seven Bridges Walk as media partners.

8.2 Target Market The target audience for the Seven Bridges Walk is quite broad. The event has seen a trend of more women participating than men (75:25) across all age groups. Their common thread is an interest in good health and maintaining fitness.

Two groups that are of particular importance are: 1. Older Australians – walking has become one of the most popular pastimes amongst people aged 50+ as they seek to maintain a healthy lifestyle to ensure good health in later years. 50% of participants in 2012 were aged 45-64.1 2. Families – the event is a great day out for families who may choose to push a pram or take the kids out for a healthy activity that everyone can participate in.

8.3 Promotional Messages The information provided to promote participation must be clear and consistent as there are a number of considerations that may need to be highlighted; some of these considerations include, but are not limited to; Main Public transportation nodes Accessibility for Wheelchair users Access & ‘user friendly’ descriptions for pram users Recommended routed for wheelchair users, families, mobility impaired persons Course features and information i.e. where difficult areas are such as steep hills, uneven pathways and where the route is close to busy roads Where there are stairs located along the route and alternate ramp options Event Transportation Bus Stops and Ferry Wharfs Landmarks/ points of interest and historical information If attempting the entire course they will be advised to start before 11:00am

One Key Message that needs to be highlighted to all participants is that “ALL ROADS WILL BE OPEN” and registered particip ants must obey the normal road and pedestrian rules as they would in normal circumstances.

8.4 PR Flyer event notification An event notification flyer will be provided to businesses on route that may be seen to hold an interest in the event.

9.1 Naming Sponsorship Rights The naming rights sponsor (major partner and charity) for the 2013 Seven Bridges Walk is the Cancer Council NSW, who will raise funds to go towards Cancer Council’s vital cancer research, prevention, information and support services.

9.2 Supporter Sponsors Transport for NSW, Asics, Channel 7, and News Local are supporting sponsors. The Sunday Telegraph is to be confirmed for 2013.

Information and Sponsor & Supporter Signage will be predominantly in village sites, secured to existing infrastructure. The mediums that may be used include, but are not limited to, hanging banners, feather banners, corflutes and posters. Directional & Traffic Signage along the route will be determined through the local government area, the TMC and organisers.

In addition, we are requesting approval to undertake temporary footpath marking works as course direction markers to assist participants. This strategy was first implemented in 2010 and continued in 2012 throughout the course. The outcome was very successful and it was a cost effective way to direct participants around the course.
