Our principal sponsor is the Welsh Government. We also distribute funding from the National Lottery and raise additional money where we can from other public and private sector sources. Working together with the Welsh Government, we support and promote the important contribution that the arts make to Wales. We want to foster an environment in which the arts are able to flourish – an environment which identifies and nurtures creative talent, wherever it’s found in Wales, to its full potential. 4 What we do we support and develop high quality arts activity – we invest public funding, using these funds to create opportunities for more people, from all backgrounds and communities, to enjoy and take part in the arts. This includes support for a nation-wide network of important arts organisations – our Arts Portfolio Wales – providing year-round access to high quality arts opportunities. we distribute Lottery funds – through applications to our Lottery funding programmes we’re able to fund projects that develop new arts activity, supporting individuals, communities and organisations. we provide expert information and advice about the arts – we’re the national centre of a network of information and intelligence about the arts in Wales. We also have strong international links in the UK and beyond. Through our Council, our staff and our Arts Associates we have the largest concentration of specialist arts expertise in Wales. we raise the profile of the arts in Wales – we’re the national voice for the arts in Wales, promoting the quality, value and importance of the country’s artists/arts organisations. we generate more money for the arts economy – we manage initiatives such as Collectorplan (our scheme to encourage more people to buy art); and we have a presence at international events at home and abroad that open up new markets for Welsh artists. We also recognise and support the importance of fair wages for artists and organisations delivering high quality arts provision. we encourage innovation and experimentation – we promote projects and initiatives that transform the arts in Wales. From our arts education partnership with the Welsh Government (Creative Learning through the Arts) to technological change (Digital Research & Development), we are constantly looking for new ways for people to encounter and discover the arts. 5 we influence planners and decision-makers – the arts take place in many different settings. They can have a dramatic impact on the quality of people’s lives, and the places in which they live and work. The arts are also frequently at the heart of initiatives for economic and social regeneration. Our job is to ensure that the contribution that the arts can make is recognised. we develop international opportunities in the arts – through our specialist agency, Wales Arts International, we develop partnerships with cultural organisations such as the British Council, we promote internationally the contemporary culture of Wales, and we encourage international exchange and collaboration between artists and arts organisations . we promote small scale performances in local communities – our Night Out scheme provides financial incentives to encourage the promotion of high quality arts activity in local community venues across Wales. we work collaboratively with stakeholders and the public – seeking and listening to feedback through our formal consultations and open conversations, we ensure that our programmes of work deliver public benefit. we conduct all of our activities through the medium of both Welsh and English languages – a responsibility defined in statute. 6 Our vision is of a creative Wales where the arts are central to the life and well being of the nation. 7 Our Vision We’re ambitious for the arts in Wales. Our strategy is to build a country in which our best talents are revealed, nurtured and shared; a country in which the widest possible cross section of people in Wales is enabled to enjoy and take part in the arts; a country in which excellent work is valued and sustained. We have two priorities that underpin our strategy. They are: 1 Promoting Equalities as the foundation of a clear commitment to reach more widely and deeply into all communities across Wales. Strengthening the Capability and Resilience of the sector, enabling creative 2 talent to thrive Council has also identified an action to support delivery of these two priorities: Enabling the Arts Council to work more effectively, collaborating more 3 imaginatively with like minded partners across Wales Arts Care Gofal Celf (image: Angharad James) 8 Our work takes place within the context of the goals set out in the Welsh Government’s Well being of Future Generations Act. These goals inform the delivery of external and internal objectives that make up this Operational Plan. A prosperous Wales: Prosperity A resilient Wales: Resilience A healthier Wales: Health A more equal Wales: Equality A Wales of more cohesive communities: Community A Wales of vibrant culture and thriving Welsh Language: Culture A globally responsible Wales: Global Our work is informed by the five ways of working: Long Term, Prevention, Integration, Collaboration, Involvement. 9 We believe passionately that a thriving arts sector - committed to excellence, innovation and inclusion - contributes to the cultural, social, economic and environmental well-being of Wales. A country with confident and flourishing artists and arts organisations is one that it delivers well against all seven of the Well-being Goals for Wales. 10 In addition to the Well-being of Future Generations Act, we comply with two further pieces of legislation. The Public Sector Equality Duty sets out specific duties for the public sector to take specific action to make Wales a fairer and more equal country, the ambitions which drive our equalities work are best described in our Corporate Plan: “For the Benefit of All”. This sets out our plans for increasing the number of people enjoying and taking part in the arts, targeting those people from communities and backgrounds that the arts in Wales currently fail to fully represent. The Welsh Language (Wales) Measure 2011 establishes the principle that the Welsh and English languages should be treated equally in the conduct of public business. The Welsh Government’s expectations of us are set out in the annual Remit Letter. Given the unexpected implications of the Coronavirus/COVID 19 pandemic, the Remit Letter for 2020/21 takes a different form. It has been replaced for this year with a business planning letter setting out anticipated levels of funding for the year. These are delivered through Council’s corporate objectives. Community Banquet, Wales Millennium Centre (image: Dan Green) 11 Responding to Coronavirus/COVID-19 Coronavirus has rapidly emerged as one of the most significant risk issues that we are having to manage. Our response has been fast moving – reacting and anticipating events as they unfold. This is likely to continue for some time. Our number one priority is to support people who work in the arts, including our own staff. We want as strong a sector as possible as we come out the other side of this crisis. Together with the Welsh Government, we have reallocated money from existing budgets to create an urgent response fund of £7.0 million. We hope to add to this by working with other trusts, foundations and organisations to increase the funding that’s available. We have also changed the funding requirements for those individuals and organisations who have already received funding, to help alleviate pressure on them as best we can. Of the funds currently available to us, we are planning to allocate at least £1.5 million to Individuals with the balance of £5.5m earmarked for organisations. We will monitor the demand on these budgets as we go along, and might adjust these allocations so that we can support as many people as possible. For the time being, these are the only open to application funding programmes that we will be running for the first six months of 2020/21. We will review the position later in the year. But for now, our absolute priority is helping artists and cultural organisations to survive this crisis and to find ways of getting back on their feet. We continue to collect intelligence from across the sector so we can understand what is needed. We are also liaising with the Welsh Government and Department for Digital, Culture, Media and Sport about the short and long-term financial implications. We’re a busy organisation engaged in many tasks. However, it’s important in a document such as this that we highlight the smaller number of key actions that are illustrative of the ways that we will deliver our overall goals.

PURPOSE OF REPORT This report describes the work of Glamorgan Archives (GA) for the period 1 December – 29 February. 2. BACKGROUND As part of the agreed reporting process the Glamorgan Archivist updates the Joint Committee quarterly on the work and achievements of the service. Members are asked to note the content of this report. 3. ISSUES A. MANAGEMENT OF RESOURCES 1. Staff Maintain establishment This is the first full quarter with the reduced Access Team. Matthew Coleman’s hours have been extended to help fill the gap while establishment staff are also stepping in until a more stable solution is finalised. With a smaller Management Team and a professional team temporarily reduced by maternity leave it has made sense to combine meetings into a Management Circle. Continue skill sharing programme During the quarter 46 volunteers and work experience placements contributed 1283 hours to the work of the Office. Of these, 28 came from Cardiff, 9 from the Vale of Glamorgan, 6 from Bridgend, 2 from Rhondda Cynon Taf, and 1 from Caerphilly. Tours were provided 7 prospective volunteers and references for work supplied for 2 former volunteers. Students on work experience placements have given positive feedback. Work continues on a range of volunteer projects as outlined in the previous quarter. Volunteers have also started looking at Women’s Institute scrapbooks in more detail.

Ethnic diversity in Cardiff, 1991-2011 • The ethnic minority population, as measured by non-white residents, increased a) Increased ethnic minority share of the population, 1991-2011 between 1991 and 2011 by 31,800 in Cardiff. Total population – 346,090 • Despite this growth, the White British ethnic 2011 4% 80% 15% group, only measured since 2001, remains the largest ethnic group in the city accounting for 80% of the population. This is far short of the Welsh Government’s target of 1m Welsh speakers by 2050. Recent Canadian research demonstrates the value of bilingualism to not only the economy but to individuals through cognitive and social benefits. We need to find ways to improve the perception of the language, make it an inherent part of who we are in Wales and give people every opportunity (where they want it) to learn, maintain and develop their personal language skills. The Public Services, as the largest employer in Wales, has a huge contribution to make to this agenda and to making it possible for the Welsh Government to meet its ambitious target that will ultimately strengthen Wales’s identity and uniqueness.

    Brief Histories of Churches in the Roath, Splott, Adamsdown, Cathays, Tremorfa, Tredegarville & Penylan areas of Cardiff Roath Local History Society in Cardiff has as its area of interest the old Parish of Roath in the 1880s. This covered not just the area we know as Roath today but also Splott, Adamsdown, Pengam, Pen-y-lan, and part of Cathays. This brief histories of churches looks at the churches that would have been in the area of old parish of Roath but also strays into neighbouring area such as Tredegarville and Cathays as a whole. There may be more churches to be included such as some mission halls that doubled up both as Sunday Schools as well as a church. A couple of synagogues are also included. Building of other faiths will be added over time, though some are already listed as former church buildings now house other faiths. Some errors and omissions in the details are likely. When the author is made aware of any errors, or additional information comes to light, the details on the website version will be updated where possible. The website also contains an interactive map that pinpoints the individual churches. Research for this compilation has relied heavily on a number of publications by members of Roath Local History Society in particular: ‘Cardiff Churches Through Time’ by Jean Rose. ‘Roath, Splott and Adamsdown, One Thousand Years of History’ by Jeff Childs. ‘Roath, Splott and Adamsdown – the Archive Photographs Series’ by Jeff Childs The author would also like to thank members of the various churches listed for their assistance and individuals of other organisations.

    English for Speakers of Other Languages (ESOL) policy for Wales Updated: November 2018 Ministerial Foreword Prosperity for All sets out the Welsh Government’s agenda for the remainder of this Assembly term. Our aim is clear, we want to build a Wales that is prosperous and secure, healthy and active, ambitious and learning, and united and connected. We want to help people into work and out of poverty, and we want to support people to live secure and rewarding lives. We are committed to promoting integration, and to helping those who migrate to Wales to participate fully in the communities which become their homes. Being able to communicate with confidence is essential if they are to utilise the skillset which they bring with them. This will benefit both Welsh society and our economy. English for Speakers of Other Languages (ESOL) is an essential part of our adult learning provision and is key to supporting and settling migrants and refugees. Our approach was initially set out in our first ESOL Policy for Wales, which was published in 2014. This policy stated clearly that we recognised ESOL as an essential skill, with the same value as the provision of literacy and numeracy skills. This updated policy statement reaffirms that commitment, and also reflects the many changes that have happened which have impacted on our provision of ESOL over the last four years. The demand for ESOL is increasing. As more people seek refuge in the UK and Wales, it is important that our provision adapts to meet the needs of this diverse set of learners.

    STAR Communities First Introduction STAR Communities First in Adamsdown, Cardiff, is funded by the Welsh Government as part of its flagship community development strategy for the most deprived wards in the country. In 2002, Cardiff Council received funding to focus on four of its most deprived wards and, for ten years, Council staff were responsible for delivery. In 2012, Cardiff Community Housing Association was commissioned by Cardiff Council to take over STAR, providing the training, education, employment and support services for local people in Adamsdown and a number of other target areas. Su Wade is its Cluster Manager and has worked in the Adamsdown area for nine years. The Communities First programme has three key aims: more prosperous communities, healthier communities and learning communities. Activities are broad and varied, and they meet the Housing Association’s core aim for tenants to feel ‘proud of their communities’. Within the Prosperous Communities strand, activities include community-based work clubs and volunteering, financial literacy and local business support. The Healthier Communities strand includes a health outreach programme, environmental projects, physical activities for the community including a focus on older residents, and mobile services such as a ‘Fruit and Veg’ shop, healthy cooking roadshow and advice services. Its supplementary education programme, the Homework Club, falls within the Learning Communities’ strand, which also supports family learning and hosts a Youth Forum. The Homework Club started in 2009 and has since become an integral part of the programme supporting around 70 children and young people aged 6 to 18 years with maths, science and English. Cardiff Community Housing Association (CCHA) was established in 1996 and is an Industrial and Provident Society and registered charity.
