Chairman’s Report January 2012

A Happy New Year to you from all the staff and Councillors at Ash Parish Council Looking back on 2011 it was a very busy year. In June the Ash Civic Service took place as part of Evensong, at St. Mary’s Church, . Many members of the community came together and the evening was rounded off with a barbeque and bonfire organised and hosted by the Reverend Neil Lambert and his wonderful congregation.

The annual Fun Day was held in July and the weather held off, just, which allowed many local charitable organisations to have a successful afternoon. I would like to take this opportunity to thank all our sponsors, not only for the support on Fun Day but also for the Christmas Fantasia in December. Without them the events would not be the success that they are.

Ash Parish Council was also successful again in the South East in Bloom competition winning a silver award in the Urban Community Category. The Parish also ran it’s own Ash in Bloom competition and a celebration and prize giving took place in September. I would like to thank Mike Duffy of Duffy’s Budgens Ash Vale for his generous financial support of this community event.

In November the Remembrance Day Parade was yet another moving and poignant occasion. Our Member of Parliament, the Secretary of State for Education, the Right Honourable Michael Gove was in attendance and it was reassuring to see so many young people and residents coming out to support and remember members of the Armed Forces, both past and present.

Looking ahead to 2012, a year of expectation nationally with Her Majesty the Queen’s Golden Jubilee, and of course the London Olympics. Parish events (and dates for your diary) are, Fun Day (Saturday 14th July), Christmas Fantasia (Saturday 1st December), a jubilee picnic (Saturday 9th June), Ash in Bloom (culminating with the judging during July) and the Remembrance Day parade and service (Sunday 11th November).

Ash in Bloom 2012

As Nigel mentions above Ash Parish Council will once again be holding its Ash in Bloom competition. Full details of the classes and an application form will appear in the next edition of Parish News, due to be circulated at the end of April. Judging will take place during July with the presentation of prizes and certificates taking place during September.

So dig out those gardening tools, get the gardening gloves ready and start planning your front gardens, garden borders and hanging baskets and tubs now!

Ash Celebrates the Queen’s Diamond Jubilee with a Picnic in the Park On Saturday 9 June 2012 between 2.00pm and 5.00pm

The Queen will be celebrating her Diamond Jubilee in June 2012. The Jubilee celebrations will be marked nationally in the first week of June with a special four day weekend with Monday 4th and Tuesday 5th June being Bank Holidays.

Queen Elizabeth II ascended to the throne on 6th February 1952 and her coronation took place on 2nd June 1953. She celebrated her Silver Jubilee (25 years) in 1977 and her Golden Jubilee (50 years) in 2002. The only other British monarch to celebrate a Diamond Jubilee was Queen Victoria in 1897.

To celebrate the Queen’s Diamond Jubilee Ash Parish Council will be organising a picnic party on Ash Recreation Ground from 2.00pm until 5.00pm on Saturday 9th June. This will be a family event with a 1950’s theme. We hope that as many people as possible will come along with a picnic to enjoy with family and friends and enter into the spirit of the occa- sion by dressing in the fashions of the 50’s. Children will be able to experience the fun of hula-hoops and yo- yo!

Dur- ing the af- 1950’s Fashion ternoon there will be music from the era provided by the Outside Broadcast Unit of Radio Frimley Park. The Hogs Back Brewery will also be there with their Diamond Jubilee Ale brewed to commemorate the Jubilee.

Preparations for this event are underway, but the Parish Council would love to hear from residents who would either be willing to loan items of memorabilia from the 1950’s or have photographs that could be displayed at the picnic party. If you have any ideas for other events during the afternoon, please let us know.

Our local style of policing means that wherever you live or work in Surrey there is a dedicated Safer Neigh- bourhood Team on hand, helping to make the county one of the safest in England and Wales. Each team pro- vides a visible presence in a neighbourhood and works closely with our partners and public to tackle anti- social behaviour, solve crime and build community confidence. The team deals with the priority issues and concerns of the people in their area - and keep the community updated on progress made on previous priori- ties.

Consisting of a Neighbourhood Specialist Officer (NSO) and one Police Community Support Officer (PCSO), your Safer Neighbourhood Team is fully supported by response officers, detectives and other Surrey Police Specialists. Together they ensure that your neighbourhood is policed around the clock. Your local team is detailed further down the page.

A NSO is dedicated to a particular area, and is a police constable with full powers. They have a detailed local knowledge which helps them to target local offenders and deal with any quality of life issues affecting members of the community. They also seek public feedback on local issues via regular Panels and other meetings and act to tackle the priorities identified at those meetings. The NSO forges and maintains links with residents, retailers, business and partner agencies including youth and social services, local authorities, (including Ash Parish Council), housing associations and the Fire and Rescue Service. They do not routinely perform tasks elsewhere in the Surrey Police jurisdiction (other than in exceptional circumstances) but remain devoted to their given neighbourhood duties and are regularly seen out on the beat.

PCSO’s are police staff members who spend the majority of their time engaging with the public in a designated neighbourhood area. Using long term problem solving approaches they work with local people and partners to tackle those issues that most matter to the community. To assist them in this role, PCSOs have some policing powers which allow them, among other things, to issue fixed penalty notices for cycling offences; confiscate alcohol in designated public places and from underage drinkers or those supplying them; confiscate tobacco from under 16s; removed abandoned cars; and seize vehicles driven dangerously or anti socially. Since their introduction into day-to-day policing in 2003, these officers have contributed greatly to community safety in Surrey and are a fundamental part of our policing family.

The Neighbourhood Sergeant manages an area’s network of Safer Neighbourhood Teams and agrees strategies for dealing with local priority issues. The Neighbourhood Sergeant also liaises with Surrey Police’s many partner agencies on the vital work involved keeping the county safe.

Become a Community Speed Watch Volunteer

Community Speed Watch (CSW) is a locally driven initiative where active members of the community monitor speeds of vehicles at specific locations using speed detection devices.

Once speeding vehicles within a community has been raised as an issue with local police, specialist road officers will collect evidence and where possible target the area. They will also ask the community if they would like to set up a Community Speed Watch Scheme which allows greater flexibility in monitoring the situation and enables the community to target vehicles when they want to, and not just when the police have available resources.

Once a scheme is in place, fully trained volunteers can identify vehicles which are speeding and forward this information to the police. The police will cross reference the recorded information with that held by the DVLA and send out a warning letter to the registered keeper. If there is a persistent problem with a particular motorist, the police will target the driver of that vehicle and, if appropriate, take further action.

Community speed Watch has had a significant impact in re-educating motorists regarding speed and raising their Two CSW volunteers monitoring traffic awareness of the impact that anti-social driving has on com- munities. Schemes have also reduced the threat of safety to individuals, particularly very young people and the elderly.

Surrey Police provide the speed measuring equipment, training, safety jackets, roadside signage, clipboards and the log books. Initial funding will be provided through sponsorship and partner agencies and funds for subsequent equipment will be dealt with on a scheme by scheme basis.

Experience has shown that the vast majority of drivers either support, or are neutral to CSW volunteers. Confrontation with drivers is very rare, and the Surrey Police’s training will cover how to deal with such situ- ations.

Volunteers taking part in Community Speed Watch under the direction and control of Surrey Police will be covered by public liability, employers liability and personal accident insurance.

If you and other members of your local community think that speeding traffic has a dangerous impact in your neighbourhood and you would like to take an active role in speed monitoring, then forming or joining a group is a good next step. A scheme requires a minimum of six volunteers who will be trained by the police in the use of speed monitoring equipment, health and safety and how to manage enquiries by members of the public.

The 2011 Christmas Fantasia was held on Saturday 3rd December, at the Ash Centre and on Ash Wharf. The Fayre within the Ash Centre was once again very well attended, with visitors snapping up many Christmas bargains. Ash Parish Council would like to thank all of the various stall holders, without whom this event would not take place.

We would also like to thank the following local businesses for their kind donations to one of the largest Tombola stalls that has been run by Ash Parish Council; Carriages Cafe, Coffee & Crumbs, Co-operative Stores, Happy Garden Takeaway, K & S Hair Studio, Lloyds Pharmacy, Mitchell & Partners, Nails Beauty, One Stop Stores, Phyllis Tuckwell Charity Shop, RSPCA Charity Shop, Spar Stores, Spice of India, Surrey Hearing Services, Taste of In- dia, The Bo Wah Fish Head Teacher Marie Curtis (left) & Bev Evans with Bar, The Chandni the children from Ash Grange Primary School Takeaway, The Forge Works, The Grey- hound Public House, The Swan Public House, Tilthams Garage and Vale Furnishers.

A very big thank you must go to the choir from Ash Grange Primary School who performed a number of Christmas songs during the afternoon.

A first at this years Christmas Fantasia saw pony rides on the Ash Recreation Ground provided by the Springfield Stables, Tongham. Village Pets provided sponsorship for the Pony Rides.

As darkness fell choirs from both St Peter’s and St. Mary’s churches led the carol singing around the Christmas tree on Ash Wharf. Father Christmas who was transported to Ash Wharf by “HMS Fantasia”, and ably assisted by a band of very jolly pirates, switched on the Christmas Tree lights following a traditional countdown. We would like to thank The Dover Garage, for their tremendous sponsorship of the actual tree, the Co-operative Funeral Service, for their sponsorship of the Christmas Tree Lights and also Vale Fur- nishers, for providing the cherry picker to enable the lights to be installed on the tree.

Following Father Christmas’s departure from Ash Wharf, everyone was invited back to the Ash Centre for Mulled Wine and Mince Pies, once again this year kindly donated by Mike Duffy of Duffy’s Budgens.

Finally our thanks go to the event marshals, together with the Surrey Police local neighbourhood team led by Father Christmas & his pirate helpers. Sergeant Alison Adams, and all of the other helpers for their contribution in making the event a huge success.
