Supporting Report Local Provisions Schedule Supporting Report Local Provisions Schedule November 2020 Revised April 2021 Revised by: Flinders Local Provisions Schedule Supporting Report Note on reading this document: The notice issued by the Tasmanian Planning Commission under Section 35(5)(b) of LUPAA required modification of various parts of this document and the draft LPS. In many cases, these changes resulted from queries by the Commission and were supported by Council, as reflected in the LPS and Zoning Strategy adopted by Council in March 2021. There were other cases where these changes depart from the Council strategies for the future of the Furneaux Group. In particular, Council strategy for use of the Rural zone over the Agriculture zone to facilitate diversification of the Rural economy was subject to substantive changes. Areas where the zoning was changed by the Commission include: • Palana Road, Killiecrankie (refer Direction 6.5.3); • Melrose Road, Woods Road, Palana Road, Fairhaven Road, Memana/Emita (refer Direction 6.5.5); • Palana Road, Blundstones Road, Memana Road, Lady Barron Road, Butter Factory Road and Lackrana Road, Whitemark/Lackrana (refer Direction 6.5.6). In accordance with S.23(1) of the National Parks and Wildlife Act 1970, the managing authority for the park, in this case the Director of National Parks and Wildlife, shall carry out his or her duties in relation to the park and the reserve for the purpose of giving effect to, and in accordance with the provisions of, this Management Plan. A draft of this plan was released for public comment in accordance with statutory requirements from 15 April until 9 June 2000. February 2018 OVERVIEW Flinders Council makes this submission to the Rural and Regional Affairs and Transport Reference Committee (the Committee) inquiry into the Operation Regulation and funding of air route service delivery to rural regional and remote communities of behalf of its ratepayers, the people who reside in the municipality, or service the Community from the Mainland. By necessity of remote island life, all must use air transport on a regular basis, the cost of which impacts on living and service costs to the Islands. EXECUTIVE SUMMARY It is recognised that affordable airfares, for a safe, regular and reliable service supports population growth in remote regions such as ours and that growing population in regional areas is advantageous in both relieving the stress on metropolitan centres and making services in remote regions sustainable. The Australian Government's Regional Aviation Access Programme (RAAP) provides much needed funding to assist with the costs of capital works (but not operations) at the Airport. Council considers it essential that this program continues and potentially past the current Round 4 allocation. Currently a 1 for 1 funding split is applied regardless of location or size of airport. As a comparison, the Building Better Regions Infrastructure Program, a more recent Australian Government Program, classifies Flinders as “Very Remote” with a 3:1 funding allocation applicable. Ideally allocations should be based on relative disadvantage through financial reporting, much like the Grants Commission equalisation methodology, but this change seems a reasonable start, with minimal additional administration required by the Australian Government.

    Flinders Council The Furneaux Region The Furneaux Group of islands is located off the northeast tip of Tasmania in Bass Strait. It consists of over 50 islands, the largest being Flinders Island, Cape Barren Island and Clarke Island. The Furneaux Group forms the largest part of the Flinders Council District. The Furneaux Group is located some 160 kms from Launceston, the regional service centre of the Islands’ population. The region contains five settlements: Killiecrankie, Emita, Whitemark, Lady Barron and Cape Barren Island. The largest is the administrative centre of Whitemark and the second largest is Lady Barron, which is associated with fishing, tourism and the port facilities located there. The Corner is the main settlement on Cape Barren Island. The population of the Furneaux islands is less than 1000 people. The principal aerodrome for the Islands is located near Whitemark, and is the only aerodrome licensed for Regular Passenger Transport air services. The Municipality is comprised of a rural/coastal community with the major industries being agriculture, fishing, aquaculture and tourism. The region has outstanding natural values with un-spoilt beaches, spectacular coastal and mountain scenery, native wildlife, diverse vegetation, clean coastal waters and a generally “natural” landscape. The tourism industry based on these natural values is small but there is enormous potential for growth. Aircraft provide daily transport services, and cost and aeroplane capacity are inhibitors to growth of the tourism industry.     FLINDERS ISLAND NEW RESIDENT INFORMATION 1 General Information about the Furneaux Region The Furneaux Group is located between Wilson’s Promontory in Victoria and Cape Portland in Tasmania. Flinders Island is the largest of these islands and the region has around 800 permanent residents. The Furneaux Group of islands is what remains of the original land bridge that once joined Tasmania to mainland Australia. The time of the flooding of this land bridge is a contentious point for many scientists but it is believed to have happened between 12,000 and 18,000 years ago. Over these thousands of years, water erosion has formed some of the most spectacular rock formations and scenery you will find anywhere in the world. Climate The Furneaux Group boasts a maritime climate, with the average rainfall ranging from about 600mm in the southwest to over 800mm in the central hills. The climate of this region is generally mild as the sea has a moderating effect protecting the islands from extremes of temperature. The Furneaux Group of islands is situated around Latitude 40o South , meaning it is subject to the infamous Roaring Forties winds. Coastal waters can be exposed to strong and variable winds and high seas at times throughout the year. 2 Welcome to your island home from the Mayor Congratulations on finding Flinders and the Furneaux Islands Group.     SUBMISSION TO THE PRODUCTIVITY COMMISSION PUBLIC INQUIRY INTO TASMANIAN SHIPPING AND FREIGHT DECEMBER 2013 Submission prepared by Flinders Council BACKGROUND – FURNEAUX GROUP OF ISLANDS The Furneaux Group of Islands are located in Bass Strait between Wilson’s Promontory in Victoria and the northeast tip of Tasmania. Flinders Island is the largest of this group and is 75 kilometers long and 40 kilometers wide, with the Darling Ranges running down the centre of the island. It has three main population centres: Whitemark, Lady Barron and Killiecrankie; and around 7781 permanent residents. Flinders Island is the largest of the offshore Tasmanian islands, approximately 1,333 square kilometers and a third bigger than King Island. Over a third of Flinders Island is cleared for primary production purposes. The Flinders Island community has access to modern health and community services and an enviable island lifestyle. The island is a growing tourism destination (visitation has increased by 7% from last year), with some of the best fishing grounds in the world, easy access to the 120 beaches, and a host of other recreational facilities and supporting services. The backbone of Flinders Island is its thriving rural industries that produce quality sheep and cattle products, supplemented with a range of local delicacies such as crayfish, abalone and wallaby. Flinders Island produces approximately 14% of beef and 9% of sheep meat products in Tasmanian. Local company Flinders Island Meats is a growing niche market business who currently supply many of Australia’s leading restaurants with their salt grass lamb, milk fed lamb and wallaby products. Increasing numbers of beef and lamb producers are entering quality assurance programs used by industry to market high quality Tasmanian product to international markets.

Residents of King and Flinders Islands are concerned that with existing transport options being too limited and too expensive, people will choose or be compelled to live elsewhere and businesses would close down. With incremental population shrinkage, there is a fear that transport operators would reduce services proportionately as a consequence of inadequate demand which, at worst, could threaten the viability of the communities. Bruny Island’s transport issues, by contrast, arise from demand exceeding the capacity of the ferry service during the summer months and at weekends, with locals and tourists enduring lengthy delays.
