 Embattled Prime Minister Gen Prayut Chan-o-cha yesterday travelled to from by helicopter to observe the Covid-19 situation in the province and observe police investigation into an illegal gambling den in the province responsible for the surge of Covid-19 infections.

 During a press conference with media at the virus testing site, Gen Prayut vowed to take ultimate action against authorities who allowed illegal casinos to operate, causing a spike in Covid-19 cases in the country.

 He failed to answer questions by journalists when asked if ‘big’ politicians of the region was behind these gambling dens (as the deputy minister of his govt. who is from the region was standing right beside Prayut during the presser).

 Gen Prayut became upset and fired back at the media if they mean that politician is “him” due to photos that included him which went viral.

 During his trip to give support to health officials and Rayong locals at Rayong Hospital, Gen Prayut is facing resistance from pro-democracy activist Panupong

“Mike” Jadnok who turned up in front of the hospital to bring a wreath to moan the Prime Minister. The wreath contains a message attacking the Prime Minister which says, “Moaning Stupid Prime Minister”

 In Bangkok, the Metropolitan Police Division 2 chief and 5 senior officers at Thung Song Hong police station have been transferred and face an inquiry into alleged negligence of duty following a raid on a gambling den in Laksi area in which 94 people were caught. The abrupt transfer order was signed by Metropolitan Police Bureau chief Pol Lt Gen Pakkapong Pongpetra.

 The national police chief Pol Gen Suwat Jangyodsuk reportedly ordered a crackdown on gambling to prevent the spread of Covid-19.

 The latest wave of the outbreak has now spread through 45 of the 77 provinces, with the largest number of confirmed cases outside of being Bangkok with 75 cases. Bangkok will likely be overtaken by Rayong once testing results come back.

 To make matters worse local transmissions of the virus, according to Taweesilp Witsanuyotin, Centre for Covid-19 Situation (CCSA) spokesman, could rise to as high as 18,000 per day by January 14 if preventive measures are not taken.

 He added that the country can limit new infections to about 1,000 cases a day with curbs, adding the government may unveil stronger measures next week if the situation worsens.

 The country recorded 155 new cases in the past 24 hours. Bangkok sees 11 new cases, raising the total number of cases to 108 cases.

 In a bid to curb the outbreak, Bangkok Metropolitan Administration (BMA) ordered entertainment outlets including bars and night clubs to be closed while restaurants can stay open as long as they do not serve alcoholic beverages and close by midnight.

 BMA spokesman Pongsakorn Kwanmuang has asked people who visited an Isan-food restaurant and a karaoke shop near Pata Pinklao department store to urgently contact health officials after an infected person from Nonthaburi visited the places.

 Pongsakorn said the BMA’s Centre for Covid-19 Situation Administration was tracing people who had gone to  Isarn Krongkaew restaurant  Nong Mai Karaoke, also known as Nong Mai Plaza shop, on Soi Omsin in the back of the department store during Dec 15-29.  Isan Krong Kaew Restaurant in Thewes area in Dusit district.

 He said some employees working there tested positive after an infected person from Nonthaburi had visited the places.

 Gen Prayut would neither confirm nor dismiss the possibility of the entire country needing a new nationwide Covid-19 lockdown after the upcoming holidays.

 He said that decision would depend largely on how the situation develops but said he personally thought it unlikely that it would become so severe that a national lockdown would be needed again.

 The cabinet yesterday approved an allocation of 11.3 billion baht to combat the new outbreak, including 27.2 million baht to purchase equipment and screening devices.

 In other news, the Royal Thai Air Force (RTAF) has come under fire from the opposition for its procurement plan for 2 microsatellites worth 1.4 billion baht.

 The information has come to light after Kao Klai (Move Forward) Party list MP Benja Saengchan revealed on her Twitter page@Bench_BenchaMFP that the Air Force is going to be the unit that is “exploiting” the pandemic amid economic woes to benefit itself.

 A source with the RTAF came out to dismiss Move Forward’s criticism that the procurement of the satellites is not of a one-off payment but a long-term project of 3-4 years. The project has won a parliamentary approval and an approval from the House committee vetting the budget which has Move Forward MPs as committee members. Moreover, the budget for this procurement is the budget of the last Fiscal Year prior to the Covid-19 outbreak.

 The RTAF source also said the information unveiled by the Move Forward MP is not a classified information but it is just not information commonly known to the public.

 Future Forward Party MP Pannika Wanich could found herself in hot water again as this time the National Anti-Corruption Commission (NACC) said it is looking to petition the Supreme Court for a ruling if Pannika should have her voting rights revoked or electoral rights revoked for a maximum of 10 years following an online post of an old photo showing her gesturing towards a portrait of King Rama IX.

 The NACC said its committee members yesterday voted unanimously to petition the Supreme Court on the matter on assumption that Pannika has breached the ethics required of holders of political positions. The matter could be considered malfeasance and a violation of Section 112 of the Criminal Code (lese majeste law).

 The Minister of Higher Education Science Research and Innovation Anek Laothamatas is worth nearly 200 million baht, according to the National Anti-Corruption Commission (NACC)’s report.

 Anek and spouse reported combined assets worth 203.074 million baht when taking office on August 12 this year. The couple has debts totalling 3,095,998 baht. The couple had 199,978,470 baht more assets than debts.

Economic News

 The Cabinet yesterday approved 24 public holidays for 2021, which will include additional days off added to the calendar, Culture Minister Ittipol Khunpluem said.

 The extra days off include Chinese New Year on February 12. This is the first time in decades that Chinese New Year has been recognised as a public holiday.

 Also included is an additional day off for Songkran on April 12, July 27 as a substitution for Buddhist Lent day on July 25, and Prince Mahidol day on September 24.

 The Cabinet also approved regional public holidays such as May 10 for Bun Bang Fai (Rocket Festival) day in the Northeast.

 Ittipol said these extra holidays will give people a chance to spend and help boost the subdued economy.

 Monday April 12 is a special holiday  Originally Songkran is from April 13-15

 Tuesday July 27 is a special holiday  Originally the holiday was from July 24-26  July 28th is also a holiday to mark HM King Maha Vajiralongkorn’s birthday

 Friday September 24 is a special holiday  Originally only the weekend (September 25-26)

 The aim is to boost tourism but businesses have come out to warn this would not be good in the long-term as people would get accustomed to having lots of holidays and demand in the future.

 It would also mean that the tourism boom may not happen as people do not have money in their pockets to spend on domestic tourism yet.

 The Ministry of Finance said the government still has an expenditure budget of 740 billion baht as part of the Fiscal 2021 to deal with the Covid-19 outbreak.

 During a meeting of the Public-Private Partnership (PPP) committee yesterday, Finance Minister Arkhom Termpittayapaisith is upbeat on the government’s revenue as he said there will be additional projects worth a combined 373 billion baht expected to enter the economy upon the PPP committee approval in 2021.

 These projects include motorways are in the pipeline under the fast-track PPP investment scheme such as Bang Pa-in to and Bang Yai to Kanchanaburi, the extension project, the Eastern Orange Line and

the Nakhon Phanom Border Transportation Centre which has now been completed and look for an operator.

 This year's aggregate net profit of SET-listed commercial banks is estimated at 144 billion baht, a nine-year low, attributed mainly to the pandemic impact, says Kasikorn Research (K-Research).

 The estimate uses the Thai Financial Reporting Standards 9 (TFRS 9). The combined net profit of SET-listed commercial banks was 254 billion baht in 2019, before TFRS 9 came into effect, according to K-Research.

 It was reported in October that both the third-quarter and nine-month net profit of major SET-listed financial institutions saw a double-digit decline on a year-on- year basis as banks beefed up loan provisions to cushion against higher bad debt prospects.

 For instance, Kasikornbank (KBank), the country's largest commercial lender by total assets, and its subsidiaries reported third-quarter net profit of 6.67 billion baht, down 32.9% year-on-year.

 State-run Transport Co expects fewer people to return to their hometowns from Bangkok after bus tickets worth 4.6 million baht have been returned in the wake of the surge of the Covid-19 in the country.

 Transport Co now expects around 80,000-100,000 bus passengers who will travel back to celebrate the traditional New Year from December 29, 2020 to January 4, 2021, down from 120,000 people per day from the previous year, says Manote Saichuto, acting president of Transport Co.

 The coronavirus pandemic is taking a heavy toll on Thailand’s restaurant business,

 The Thai Restaurant Association (TRA) said sales at restaurants dropped by 90 percent with the ongoing stay-home and food delivery measures during the COVID-19 pandemic.

 TRA President Thaniwan Kulmongkol said reservations in more than 200-300 restaurants which are the TRA members are being cancelled as of December 21, sending them to suffer total losses of daily sales of more than 300,000 baht per day.

 With the recent spike in virus cases, restaurant owners are most concerned by the prospect of another nationwide lockdown. Some said they could no longer cope with operation costs, especially expenses involved employees. Some said they face operation costs of as much as 1 million baht per month.

 The Department of Internal Trade revs up distribution of prawns through shopping malls, supermarkets and hypermarkets amid the 2nd wave of the outbreak that hit the seafood industry hard.

 Watthanasak Sua-Iam, the department’s director-general, said his department has asked 6 shopping outlets including 3 hypermarkets Makro, Tesco–Lotus, and Big C as well as Food Land, The Mall and Villa Market to increase purchasing orders of prawns from 300-400 tons per week to 1,600 tons throughout the entire January.

 The Department also asked 6 central markets and 24 shopping malls in 17 provinces to allow prawn farmers to establish direct sales to consumers without charge.

 The Department plans to kick off a campaign to promote prawn consumption from today.

 True Corporation Plc (TRUE) won a legal dispute with TOT Plc (TOT) after the Central Administrative Court yesterday dismissed an arbitration tribunal which asked it to pay a penalty to TOT for breaching a joint operation agreement in providing ADSL.

 The court’s verdict spared TRUE from having to pay more than 76 billion baht plus interest in the penalty.

 The Stock Exchange of Thailand (SET) is considering implementing both short- and long-term measures to stabilise the market after the sudden surge of Delta Electronics' (DELTA) free-float shares disrupted the SET Index on Monday, says a market analyst who requested anonymity.

 "The market must be adaptive to changes, including any unprecedented issues that rarely occurred in the past," the source said.

 Delta's shares have soared since November, up from about 180 to 838 baht, an all-time high, on Monday. This movement shocked analysts as the price was more than double all research houses' fundamental projections.

 Koraphat Vorachet, senior vice president of Capital Nomura Securities, said Delta's share price has soared in accordance with institutional investors' portfolio weight adjustment of their passive funds.

 Delta is slated to join the MSCI, FTSE and SET50 indices in January 2021.

 Thailand’s manufacturing production index (MPI) rose 0.35 per cent in November from a year earlier, for its 1st increase in 19 months.

 The index also rose 1.77 per cent from last month driven by a 10.2 per cent growth in auto manufacturing, said the Industry Ministry.

 The figures showed Thai manufacturing was on the path to recovery after being hit by the trade war and Covid-19 outbreak, said Thongchai Chawalitpichaet, director-general of the ministry’s Office of Industrial Economics.

 Global economy recovery aided by stimulus packages had boosted orders for Thai-made products, resulting in a smaller export contraction of 0.87 per cent last month, Thongchai said.

 The Office expects December’s PMI to match November’s level, if authorities can contain the latest virus outbreak. Overall in 2020, the PMI is expected to contract by 8 per cent but then grow by 4-5 per cent next year, Thongchai said.

 Some 209,000 police officers and the Royal Thai Police Office’s employees have combined debts worth around 270 billion baht.

 National police chief Pol Gen Suwat Jangyodsuk yesterday signed a memorandum of understanding with Government Savings Bank (GSB) and Government Housing Bank (GHB) aimed at solving the problem of police officers who are defaulting on debts.

 Of 209,000 indebted police officers, more than 70 billion baht owed to the GSB and GHB while around 180 billion baht owed to cooperatives and 20 billion baht owed to Krungthai Bank.

 The Public Health Ministry yesterday issued a statement clarifying that all arrivals to Thailand will have to undergo the mandatory 14-day quarantine even if they have

been vaccinated, citing the reason that the Covid-19 vaccines are still new and their effectiveness have still not been determined.

 Dr Opas Karnkawinpong, director-general of the Disease Control Department, said it is still too early to say whether an inoculated person can be considered safe enough to travel.

 Hence, before there are clear answers on the vaccine, it will still be necessary for people arriving from overseas to observe quarantine measures.

 The government recorded 155 new Covid-19 cases -- 134 local infections, 11 migrants and 10 quarantined arrivals -- raising the accumulated total in Thailand to 6,440. The national death toll rose by one to 61.

 Dr Taweesilp Visanuyothin, spokesman for the Centre for Covid-19 Situation Administration, said 10 of the new cases were recent arrivals from Germany, Vietnam, India, Sweden, the United States, Turkey and Bahrain.

 Twelve new cases were linked to the Central Shrimp Market outbreak in Samut Sakhon province and two new cases were linked to the gambling cluster in Rayong province.
