DISCUSSION ON THE WORKING OF THE MINISTRY OF RURAL DEVELOPMENT SHRIMATI BRINDA KARAT (West Bengal): Thank you, Sir, for giving me the opportunity to initiate the discussion on this very important Ministry. The Ministry of Rural Development has three departments, the Department of Rural Development, the Department of Land Resources and the Department of Drinking Water Supplies, and there are three demands related to the Ministry in the Budget. Obviously, we cannot go into all the details of the demands, but I will try and highlight some of the major issues to which I would like to draw the attention of the hon. "The working days of an adult worker shall be so arranged that inclusive of intervals of rest, if any,...."—these words are added there if any ....it shall not spread over more than twelve hours on any day." That is fine because sometimes, workers work in the morning; they break for noon and they work in the afternoon because it is too hot in the afternoon. That is okay. But please note the words 'if any. In this context, CBI has caught one Member red-handed while accepting Rs. 5 lakh as bribe from the management of a engineering college at Hyderabad. A case pertaining to charges of corruption and nepotism has been filed against Chairman, Adviser and Regional Advisers of AICTE. This clearly shows the pathetic condition of the functioning of the AICTE. So, I request the Hon'ble HRD Minister to change the guidelines for sanctioning of engineering colleges. II. Reported firing at army recruitment centre in Chandauli, Uttar Pradesh SHRI NAND KISHORE YADAV: This is a very serious matter which is regarding involvement of agents in the recruitment of jawans in Army. Army recruitment drive was scheduled from 13th to 20th July, 2009 in Chanduali, UP. About 20, 000 youths from neighbouring districts had come there for getting recruited in Army on 19th July. CHAIRMAN: Hon'ble Members, 13th December, 2009, marks the Eighth Anniversary of the dastardly attack on the Parliament House by terrorists. On this occasion we recall the supreme sacrifices made by our security personnel including two staff of the Parliament Security Service from the Rajya Sabha Secretariat, five Delhi Police personnel and a woman constable for the Central Reserve Police Force, who laid down their lives while preventing entry of terrorists inside the Parliament House building. A Gardener of the CPWD also lost his life in the incident. I am sure, the whole House will join me in condemning this incident in unequivocal terms. We once again re-iterate our firm resolve to fight terrorism with determination and re-dedicate ourselves to protect the sovereignty and integrity of our nation.
