During this time, almost 1700 Chileans have received a Fulbright grant. This has enabled them to pursue post-graduate studies in the best U.S. universities in disciplines extending from the Arts and Architecture to the Sciences of Physics and Biology and from the Humanities and the Education to Engineering, Law and Economics. At the same time, the Commission has granted more than 900 scholarships to U.S. professors, scholars, and students to teach, conduct research and study in Chile. This exchange - authentically bi-national – has not only facilitated the improvement of specialized knowledge for Chileans and U.S. grantees but has also permitted them to experience directly the culture, traditions and way of life of both countries. In this way, the now numerous Fulbright community has contributed to reinforce the ties of friendship and affection between Chile and the United States. In 2007, the Commission continued advancing in this proliferous path. Utilizing its own resources and funding originating from the agreements with the Program for the Improvement of the Quality and Equity of Higher Education (MECESUP), and the National Commission for Scientific and Technological Research (CONICYT). A number without precedence of 58 Chilean graduates obtained the Fulbright grant to pursue Master and Doctorate studies in the U.S. Especially significant is the fact that due to the rigorous selection process, 34% of the grantees were admitted to the 10 best universities in the U.S. and an additional 34% were accepted in the 10 best universities that follow in the ranking. Andrés Bianchi L. 4 CARTA DEL PRESIDENTE DEL DIRECTORIO DE LA COMISIÓN PARA EL INTERCAMBIO EDUCATIVO ENTRE CHILE Y LOS ESTADOS UNIDOS DE AMÉRICA Durante sus 52 años de existencia, la Comisión para el Intercambio Educativo entre Chile y los Estados Unidos de América- más conocida como la Comisión Fulbright Chile-, ha realizado una labor admirable y de gran trascendencia para el desarrollo científico, cultural y artístico de Chile. En ese lapso, casi 1700 chilenos han recibido la beca Fulbright, gracias a lo cual han podido realizar estudios de postgrado en las mejores universidades estado- unidenses, en disciplinas que van desde las artes y la arquitectura a las ciencias físicas y biológicas, desde las huma- nidades y la educación a la ingeniería, derecho y economía. Al mismo tiempo, la Comisión ha becado a más de 900 profesores, académicos y estudiantes norteamericanos para que enseñen, investiguen y estudien en Chile. Este intercambio- auténticamente binacional- ha hecho posible no sólo que chilenos y estadounidenses perfeccionen sus conocimientos en sus áreas de especialización, sino que ha permitido, también, que ellos conozcan en forma directa la cultura, tradiciones y formas de vida de ambos países. En esta forma, la ya numerosa comunidad de Fulbrighters ha contribuido a fortalecer los vínculos de amistad y afecto entre Chile y los Estados Unidos. En 2007, la Comisión continuó avanzando por esta senda fecunda. Utilizando sus propios recursos y los aportados por sus convenios con el Programa de Mejoramiento de la Educación Superior (MECESUP), y con la Co- misión Nacional de Investigación Científica y Tecnológica (CONICYT), un número sin precedentes de 58 graduados chilenos obtuvieron la beca Fulbright para realizar estudios de Maestría y Doctorado en Estados Unidos. Especial- mente significativo es el hecho que, debido al riguroso proceso de selección utilizado, 34% de ellos fue admitido por las 10 mejores universidades estadounidenses, y 34% adicional fue aceptado en las 10 universidades siguientes. Andrés Bianchi L. 5 LETTER FROM THE EXECUTIVE DIRECTOR Ambassador Andres Bianchi became the new President of the Board of Directors in July 2006. With his arrival, three Chilean Fulbright alumni were designated as members of the Board the Government of Chile. In September, Dr. Michael Orlansky, who was also a Fulbright grantee in 1983 at the University of Sarajevo, became the new Cultural Affairs Officer at the United States Embassy. In addition, Ambassador Craig Kelly designated Dr. Miguel Allende to the Board of Directors as a representative of the United States. Dr. Allende possesses U.S. and Chilean citizenship and is currently working as a professor at the Faculty of Sciences at the University of Chile. In 2006, we signed four cooperation agreements with the Government of Chile. The first, with the Ministry of Education, increases the number of English teachers who come to Chile to teach in public high schools. The second, with MECESUP2, is a cooperation agreement between the Commission and the Ministry of Education with the objective of developing the capacity for innovation and research in institutions of higher education in Chile and the U.S., increasing the exchange of doctoral candidates, scholars and researchers. We signed two addendums with CONICYT corresponding to previous agreements in order to broaden the financial support that this institution provides. Modifications were made to the first agreement, about pre-doctoral assistantships, and to the second agreement, which is aimed at Chilean students who wish to obtain a doctoral degree in scientific and technological areas at U.S. universities. I would like to take advantage of this opportunity to thank the U.S. and Chilean Fulbright professors who collaborated on the selection panels and to all the alumni who wrote letters of recommendation. Each year more alumni share their experiences and become mentors, encouraging top students to pursue studies in the United States. As in past years, I would also like to thank the former grantees who participated as volunteers in outreach activities and explaining the Fulbright Program at educational fairs, giving motivational speeches and university presentations, and receiving U.S. students into their homes during the orientation weeks. We look forward to a continued active participation of the alumni to increase the educational exchanges between the scholars of our nations. Our goal is to have grantees in every state of the United States and in every region of Chile. I would also like to mention that this year was special for the staff at the Commission as two key people in our small team, Karina Sapunar and Mariana Guajardo, became mothers for the first time. This resulted in some lack of coordination within the office, but the problem seems unimportant after the arrival of two healthy, beautiful baby girls, Ema and Magdalena. Finally, we welcome to our team Shelley Herrling, U.S. grantee advisor, a most needed position, since we doubled the number of U.S. scholars and started the English Teaching Assistantship program. Denise Saint-Jean M. 6 CARTA DE LA DIRECTORA EJECUTIVA El Embajador Andrés Bianchi se convirtió en el nuevo Presidente de Directorio en julio de 2006, y con su llegada son tres los chilenos, ex becarios Fulbright, designados como miembros del Directorio por el Gobierno de Chile. En septiembre, el Dr. Michael Orlansky, quien también fue becario Fulbright en 1983 en la Universidad de Sarajevo, asumió como nuevo Agregado Cultural de la Embajada de los EE.UU. Además, el Embajador Craig Kelly designó como representante de los EE.UU. al Dr. Miguel Allende, quien tiene doble nacionalidad y actualmente se desempeña como profesor en la Facultad de Ciencias de la Universidad de Chile. En el 2006 firmamos cuatro acuerdos de cooperación con el Gobierno de Chile. El primero, con el Ministe- rio de Educación, para aumentar el número de profesores de inglés que vienen a enseñar a los liceos de enseñanza media.

    FOREWORD Management of higher education institutions is the central subject of this issue of Calidad en la Educación, a journal published by the Higher Council of Education (Consejo Superior de Educación, CSE), Number 24. What management models usually operate in our higher education institutions? What internal dynamics affect decision-making in these educational organizations? What other agents have an impact on their work? These are some of the questions dealt with in this monograph. This edition begins with the analysis of useful models and concepts to discuss about management. Researchers of the Interdisciplinary Program for Research in Education refer to Total Quality Management (TQM) implemented in universities and colleges throughout the developed world since the late 80s, and discuss its potentiality for the Chilean case. Fernando Lolas, from the University of Chile and the Pan-American Health Organization, on his part, proposes a brief description of management models, and identifies how the major challenges for appropriate management are the heterogeneity of the institutions and the diversity of their internal and external audiences. Subsequently, the President of the University of Tarapacá, Emilio Rodríguez, provides a system model based on the diversity of the directing group, consistent values, and leadership style, variables that act as determinants of rationality, politicization, conflict, procedural justice, and the flexibility of decision-making strategies in public universities. In this same field, Professor Raúl Atria informs on the study undertaken between 2005 and 2006, sponsored by the Council, regarding the “models of institutional management observed in the first group of universities belonging to the Council of Presidents (Consejo de Rectores de las Universidades Chilenas, CRUCH) that participated in the voluntary institutional accreditation process carried out by the National Commission for Accreditation (Comisión Nacional de Acreditación, CNAP).

However, little is known about collaborative efforts among educational scholars in Latin America. In order to address this gap in our knowledge, a Social Network Analysis (SNA) is used to examine the relationships and patterns that emerge from a dataset of co-authored scholarly publications among Higher Education Institutions (HEI) in Chile and Latin America, taking into account a purposeful dataset retrieved from Web of Science (WoS). Based on several sociograms and networks’ centrality indicators (density, degree, betweenness, and closeness), along with bibliometric results, this study focuses on detecting which educational actors are in positions of leadership in the collaborative networks, exploring the existence of clusters, and identifying what countries, institutions and scholars are acting as positive contributors in the collaborative network as a whole.

C. MAIN CHARACTERISTICS OF THE SCHOLARSHIP. Scholarships are awarded, depending on the length of the studies chosen, for a maximum period of thirty (30) months, including an immersion course in Spanish language that must be completed and approved in this period, as detailed below. If the intern does not take this Spanish Language Immersion Course, having previously certified knowledge of the Spanish language, the maximum period of the scholarship will be twenty-four (24) months.
