CHILEAN INTERNATIONAL COOPERATION FOR DEVELOPMENT AGENCY SCHOLARSHIP HORIZONTAL COOPERATION PROGRAMME REPUBLIC OF CHILE – STATE OF PALESTINE YEAR 2020

A. INTRODUCTION.

The Chilean Agency for International Development Cooperation (AGCID) offers, for the academic year 2020, scholarships to carry out Master degree's studies in Universities or other Chilean institutions of education. These scholarships are offered to professionals who are nationals of Palestine.

The AGCID Horizontal Cooperation Scholarship Program began in 1993 and, up to this date, it has provided education to more than 1,500 Latin American and Caribbean professionals, who have completed postgraduate programs in various areas of specialization offered by Chilean universities or other institutions of education in our country and ,starting in 2020, this Program will be extended to nationals of Palestine.

B. OBJECTIVES OF THE PROGRAM.

The purpose of the AGCID Scholarship Program is to contribute to the formation of advanced human capital through the participation of professionals in Master Programs taught by Chilean universities or other education institutions with a high level of excellence.

C. MAIN CHARACTERISTICS OF THE SCHOLARSHIP.

Scholarships are awarded, depending on the length of the studies chosen, for a maximum period of thirty (30) months, including an immersion course in Spanish language that must be completed and approved in this period, as detailed below. If the intern does not take this Spanish Language Immersion Course, having previously certified knowledge of the Spanish language, the maximum period of the scholarship will be twenty-four (24) months.

The scholarship includes a Spanish Language Immersion Course, which begins in March 2020. The Master's Degree Program begins either in March 2020, parallel to the Spanish course, or in September 2020, in accordance with the corresponding academic programs and calendars of the Chilean universities.

Scholarships may only be granted to pursue the Master's studies referred to in Annex 1, starting either in March 1st, 2020 or September 30th, 2020.

The studies are intended to have exclusive dedication, full-time, face-to-face, and the student has to be in Chile throughout the complete study program.

The selected scholars must have the Spanish Language Proficiency Certification, as the courses indicated are taught only in Spanish.

If the candidate does not have the aforementioned certification, AGCID will provide a Spanish Immersion Course before or in parallel to the respective Master's Programs.

The priority criteria for the granting scholarships is as follows: 1. Public officials or university scholars from universities officially recognized by the State of Palestine.

2. Relation to the list contained in Annex 1, which enumerates the programs.

The benefits contemplated by the scholarship are the following:

I. A Spanish Language Immersion Course that will last one (1) academic semester, before starting or in parallel with the respective Master's Program. (Applicants certifying Spanish language proficiency may be exempted from the Spanish course, on presentation of a certificate attesting to advanced Spanish proficiency).

II. Air tickets, from the closest international airport to the domicile of the selected candidate to the final destination city upon arrival in Chile (the applicant must finance personally his/her stay in Santiago in order to carry out the necessary paperwork in AGCID), and back to the same airport of origin, at the end of the studies. In the event that the city where the studies are going to take place does not have an airport, a single grant of $ 20,000 will be given for bus fare.

III. Fee, tuition and degree costs of the university, for the duration of the postgraduate program, with a cap of four (4) academic semesters or six (6) academic quarters, depending of the calendar used (with a maximum of twenty-four (24) months). These costs refer exclusively to the academic curriculum of the study program for which the scholarship has been granted.

IV. Payment of a monthly allowance of five hundred thousand Chilean pesos ($ 500,000) for the entire period of the scholarship. Said allowance shall be paid for the duration of the studies, with a cap of thirty (30) months.

In the months of December, January and February, AGCID will only pay the scholarship holder 100% of the monthly allowance if he/she is physically in Chile more than half of the days of the respective month. If this is not the case, AGCID will pay only 50% of the amount of said assignment (months of December, January and February).

V. While the scholarship is in force, life, health and accident insurance will be provided, for the events that may affect him/her within the boundaries of Chile. Additionally, the scholar will have the right to receive care through the Chilean Public Health System and Services, from the moment that he/her is in possession of the national identity card granted by the Civil Registry and Identification Service of Chile.

VI. A single payment for texts and study materials, amounting to the sum of ninety thousand Chilean pesos ($ 90,000), to be granted for one time only at the beginning of the study program.

VII. A single payment of $ 230,000 (two hundred and thirty thousand pesos), to support thesis expenses or fulfillment of the analogous requirement demanded by the university to grant the academic degree. This grant will only be provided if the grade point average of the student is equal to or greater than 5.5 (five point five) or its equivalent scale. To claim this assignment, the intern must accredit the aspects indicated in point V of the Third Clause of the Grant and Acceptance Agreement (the format of which is attached in Annex 2) before the expiration of the nineteenth (19th) month.

VIII. Upon arrival to Santiago, a single mobilization assignment to pay for the local bus ride between the airport and the city center.

The aforementioned benefits are exclusively for the scholarship holder.

AGCID will not pay for any expenses that are not contemplated in the preceding enumeration. Consequently, it will be the responsibility of the scholarship holder to finance any other expenses incurred by visa procedures, application costs to Chilean universities, air boarding fees or other similar taxes, costs for other trips to the country of origin during the development of the scholarship, etc.

These scholarships are incompatible with any other scholarship that the beneficiary may have in Chile.

If, according to the procedure indicated in point F, different applications obtain equal score, the one (s) referring to programs that start in March 2020 will have preference.

D. APPLICATION PROCEDURE.

The application for the scholarships must be submitted to the REPRESENTATIVE OFFICE OF CHILE TO THE STATE OF PALESTINE, in al-Bireh, Ramallah.

Those interested in applying to this scholarship must, personally and by their own means, undergo the necessary procedures to be admitted in one of the study programs listed in Annex 1. Candidates have to be admitted by a university first, in order to apply for this scholarship. Programs must be exclusive and have full-time dedication. Any program with different characteristics will not be considered valid for the selection process.

EACH CANDIDATE SHOULD FIND OUT PERSONALLY THE ORIENTATION AND CURRICULAR PROGRAM OF THE MAGISTER OF HIS/HER INTEREST. IT IS SUGGESTED TO TAKE DIRECT CONTACT WITH THOSE RESPONSIBLE FOR THE ADMISSION PROCESS IN CHILEAN UNIVERSITIES, SO AS TO REQUEST WRITTEN INFORMATION REGARDING THE DETAILS ASSOCIATED WITH THE STUDY PROGRAM (REQUIREMENTS, PREVIOUS COMPETENCES, PROGRAM). THE ACCEPTANCE AND ALL ASSOCIATED COSTS ARE PERSONAL RESPONSIBILITY OF EACH APPLICANT

The Representative Office of Chile to the State of Palestine will interview the applicants.

Applicants must submit, both in paper originals and in compact disc (CD) format the following documents:

1. AGCID Scholarship Application Form, duly completed in computer and signed.

2. Letter of definitive acceptance to the chosen Program of Studies, issued by the competent authority of the Chilean university. This letter must prove the unconditional acceptance of the applicant, the start date of the classes and the duration of the study program, including thesis and degree exam. The costs associated to obtaining the acceptance letter are responsibility of the applicant.

3. Compatible health certificate issued and signed by an authorized physician, indicating all pre-existing diseases. For this purpose, a recommendation of the Declaration of Health and Pre-existing Diseases is attached as Annex 6.

4. Certificate of Professional Title. In case of being selected, this certificate must be legalized by the respective authorities for its acceptance in Chile.

5. Curriculum Vitae, with emphasis on work and academic background.

6. Brief description of the reasons that motivates the candidate to carry out studies in Chile, objectives of the studies and how could they be applied when returning to Palestine.

7. Brief description of the possible area and thesis topic in which the candidate intends to focus his/her final research.

8. Academic Reference Letter.

9. Letter of Sponsorship from the Employer, in case it applies. In this letter the employer should state if the position will be kept while the employee is abroad, and explain why his/her studying in Chile would benefit the company or the institution.

10. Affidavit (Annex V) indicating acceptance of the terms.

The original documents will be returned to the applicant by the Representation Office of Chile to the State of Palestine, so that the applicant can submit them to AGCID upon arrival in Chile.

Applications from foreigners who have Chilean residence or a working visa for Chile will not be accepted.

E. SELECTION PROCESS.

Only the applications that have all the requirements and the complete documentation will be considered by the Selection Committee in Chile, which will decide on the candidates finally accepted to obtain the scholarship.

The acceptance of the scholarship by the fellow will be materialized by the signing of a Grant and Acceptance Agreement between AGCID and the selected applicant.

The deadline for applying is OCTOBER 31st, 2019.

The results of the final selection will be communicated from the second week of December 2019.

THE SELECTED CANDIDATES SHOULD BE READY TO TRAVEL TO CHILE FROM MARCH 1st, 2020.

G. COMMITMENTS TO BE ASSUMED BY THE SELECTED APPLICANTS

Candidates selected for a scholarship granted by AGCID must:

I. be in Chile at least 3 days before the beginning date of the respective Program of Studies.

II. Obtain with due anticipation, if applicable, the consent of the employer.

III. Obtain with due anticipation, the student visa that grants the residence permit in Chile. This application may take some time, so the selected applicant must begin the process immediately after being noticed of his/her selection as a fellow. For this purpose, the applicant should contact the Representative Office of Chile in the State of Palestine, or the person in charge of the Chilean Embassy.

IV. Sign the final version of the Affidavit and present it together with the other application documents.

V. present, in person at the AGCID offices, the original copies of the documents mentioned in numbers 2, 3, 4 and 9 of point D, as well as the Affidavit mentioned in the previous number.

VI. Sign in Chile the Grant and Acceptance Agreement. In any case, AGCID will send in advance by email the text of the Agreement to the selected candidate, adapted to his/her particular case.

H. COMMITMENTS TO BE ASSUMED BY AGCID SCHOLARSHIPS.

All fellows assume the following commitments:

1. Be in possession of the degrees or academic degrees, duly legalized, as well as other curricular requirements demanded by the university in which he/she has been accepted.

2. Prove, by means of a competent medical certificate, whenever AGCID so requests, good physical and psychological health, compatible with the academic requirements of the studies for which the scholarship has been granted.

3. Comply with the regulations on immigration in force in Chile.

4. Establish domicile in the city where the study program for which the scholarship has been granted will be taken, within three (3) business days following the date of subscription of the respective agreement. The fellow must inform AGCID of said address immediately, as well as any changes that occur in this regard. In addition, the selected candidate must keep AGCID informed of his/her current telephone numbers in Chile, and current email address.

5. Reside in the city where the studies will take place.

6. Do not leave Chile without first informing AGCID of travel dates and places of destination. Likewise, the fellow must inform AGCID of the effective date of his return to the country.

For the months of December, January and February of each year, the scholar must accompany a report issued by the University stating the dates of the academic holiday period contemplated in the Program of Studies.

7. Observe impeccable behavior and full compliance with the Chilean legal system. Without prejudice to other facts that may imply a breach of this obligation, it will be deemed breached whenever the scholar is convicted of a crime, or even a simple transgression of the law.

8. Provide, within the timeframe demanded by AGCID, all the information that may be required.

9. Comply with the academic regime established by the university.

10. Approve all the subjects taken, according to the respective study program.

11. Obtain in each academic period a good academic performance, which is understood as a grade point average equal to or higher than 5.0.

12. Comply with the academic and administrative requirements demanded by the respective university in order to obtain the academic degree for whose study program the scholarship has been granted. To prove compliance with this obligation, the fellow must submit to AGCID certifications issued by the competent academic authority of the respective university, regarding:

I. Compliance with the aforementioned requirements, by means of a certificate issued at the end of the study semester, accounting for the quality of the regular student of the fellow; II. The final grade or grade (expressed on a scale of 1 to 7, in which the latter is the maximum) obtained in the study program.

13. Dedicate himself/herself exclusively to the studies for which the scholarship has been granted. Compliance with this obligation includes the prohibition of performing remunerated work, either in Chile or abroad.

14. Comply timely with any requirement made in writing by AGCID, including answering the surveys requested by the Agency, and attend any meeting to which the scholar is summoned by the Agency in writing.

15. Deliver to AGCID, at the end of the studies, in a compact disc holder (CD), a copy of the final text of the thesis or monograph prepared by the fellow in the framework of the study program.

16. Mention the AGCID scholarship in any research work or dissemination activity with an academic profile, in which the scholar participates in the future.

17. Not apply to any scholarship for studies that totally or partially coincide with those under the present grant, while it is active.

18. Return to Palestine after having completed the entire Study Program for which the scholarship was awarded.

19. Sign a Grant and Acceptance Agreement with the AGCID, which regulates the scholarship and the faithful fulfillment of the commitments referred to in this chapter.

20. If the scholar does not fulfill the objective of the Immersion Course in the Spanish Language, he/she will have to return to Palestine.

21. The scholar must bring money for his/her personal expenses during the first week in Chile, while the first payment is being managed.

I. CASES IN WHICH AGCID MAY SUSPEND THE BENEFITS OF THE SCHOLARSHIP OR APPLY THE RETENTION MEASURE OF THE MONTHLY ASSIGNMENT PAYMENT.

In the event that a scholarship holder fails to comply with the commitments indicated in the preceding chapter, AGCID may apply in its respect any of the measures indicated in Clause Five of the respective agreement.

J. ANTICIPATED TERMINATION OF THE SCHOLARSHIP FOR REASONS WHOSE RESPONSIBILITY FALL ON THE SCHOLARSHIP HOLDER

In the event that the scholarship holder incurs any of the causes contemplated in numbers 2, 3, 4 and / or 5 of Clause 6 of the agreement, AGCID may put an end to the respective scholarship and all the benefits indicated in letter C. Notwithstanding this, AGCID will, in any case, pay the return air tickets of the fellow.

The scholarship holder subject to this measure cannot apply again for a scholarship granted by AGCID.

K. OTHER ASPECTS.

Any person who has been granted in the past a Chilean cooperation scholarship, will be unable to apply for another AGCID grant up to five (5) years after the end of the aforementioned scholarship.
