The Details of the Tournament are as follows: Venue of the Tournament: Fitness Centre Acharya Nagarjuna University Campus Nagarjunanagar – 522510, Guntur District, A.P Contact Phone Numbers: Organising Secretary: 09849376146 Office 0863-2346218 Reception & Transport In charge: Mr.Varun Naik (Research Scholar) 9550212220 Dates of the Tournament : 22nd to 25th November, 2019 Technical: The Tournament will be conducted as per the Rules of Indian Chess Association unless otherwise modified by the AIU. Reception: Participating teams shall intimate to the Organizing Secretary, Acharya Nagarjuna University Campus, Nagarjunanagar-522 510, about the date and time of their arrival well in advance. The University is located midway between Vijayawada and Guntur. There are several passenger buses shuttling between Vijayawada and Guntur. Teams can get down either at Vijayawada or Guntur and board the APSRTC buses to reach the venue. Reception Counters will be arranged both at Vijayawada and Guntur Railway stations from 20th November, 2019. Accommodation: The teams will be provided unfurnished accommodation in the University Campus, 24 hours prior to the commencement of their event and the teams have to vacate the accommodation immediately after the completion of their event. Accommodation will be provided to the Participating students, One Manager & One Coach per each team. (P.T.O) Teams should bring their own locks. Each team has to pay Rs.1000/- as caution deposit, which shall be refunded at the time of departure of the team after adjusting the cost of the damages, if any. Meeting of the Managers: The Meeting of the Managers will be convened on 21st November, 2019 at 3.00 PM in the Fitness Centre, Acharya Nagarjuna University, Nagarjunanagar. Eligibility: Four Copies of the Eligibility form duly filled in and signed by the Director of Physical Education along with the Recent Identity cards, Xerox copies of SSC certificate, +2 mark statement, Diploma/ Degree Provisional certificates (as the case may be) of the players duly signed by player and attested by the Director of Physical Education of the concerned universities are to be handed over to the Organizing Secretary, one day prior to the event. The teams should be ready thirty minutes before the commencement of their event along with the Authentication letter of Manager and Coach duly signed by the competent Authority Officiating Charges: The Managers of the team should pay Rs.2,500/- per each team to the Organizing Secretary. Each team should bring TWO sets of Chess boards and chess clocks in working order, without which the team will not be permitted to participate in the tournament. General:1) The Organizing Secretary reserves the right to make changes in the programme and the venue, if necessary. The decision of the committee shall be final and binding. 2) Teams shall make their own arrangements for their Boarding. The Team Managers and Players are requested to co-operate with the Organizing Secretary for the smooth conduct of the tournament. Opening Ceremony: The teams should attend the Inaugural Ceremony on 22nd November, 2019 at 09.30 AM with their University Flags at Fitness Center with sports sciences backup, Acharya Nagarjuna University.     ESTABLISHMENT OF PRIVATE UNIVERSITIES The approach paper of 12th Five Year Plan highlights the importance of Higher Education and has expressed concern over the poor Gross Enrolment Ratio (GER) of Higher Education. The National Knowledge Commission headed by Sri Sam Pitroda has suggested that, to achieve the proposed increase of GER (Gross Enrolment Ratio) from the present 10 to 12 percent to 25 to 30 percent by 2020, at least 1500 Universities are to be created in the Country. This process envisages considerable expenditure for providing infrastructure, quality teachers and student support system. In this regard it has been suggested that the Private Sector also should play a major role by establishing private Universities without compromising with the quality. While encouraging private participation, care should be taken to maintain quality in Higher Education by putting in place adequate, mandatory provisions to maintain access, equity, quality and excellence in the system. Keeping this in view Government of Karnataka has been encouraging the Private Sector initiative and has allowed the establishment of Private Universities through Statutory provisions. This policy initiative has attracted several philanthropic minded trusts and educational organizations to come forward to start high quality universities. In furtherance of this policy of Government, the following Private Universities are established in the State: 1. Alliances University, Bangalore. 2. Azim Premji University. The proposals of the following organizations have been considered by the Higher Education Council and recommended to the Government. The process of enactment is under way: 1.
