    SUBMISSION TO THE NUNAVUT WILDLIFE MANAGEMENT BOARD FOR Information: X Decision: Issue: South Baffin Island Caribou Abundance Survey, 2012 and Proposed Management Recommendations Background: Caribou are a critical component of the boreal and arctic ecosystems. They are culturally significant to local communities and provide an important source of food. In some areas, there is still uncertainty on population trends because of the lack of scientific information due to difficult logistics and remoteness. This is particularly true for Baffin Island, where three sub-populations of Barrenground caribou (Rangifer tarandus groenlandicus) are hypothesized, though little is known about their abundance and trends over time (Ferguson and Gauthier 1992). In the past 60 years, only discrete portions of their range have been surveyed and no robust quantitative estimates at the sub-population level were ever derived. For over a decade Inuit from communities on northern Baffin Island, and more recently from across the entire island, have reported declines in caribou numbers, although no quantitative estimates are available. In total 10 communities, representing half of all Nunavummiut, traditionally or currently harvest Baffin Island caribou. At the same time, climate change, including increased arctic temperatures and precipitation, and anthropogenic activities connected to mineral exploration and mining are potentially negatively impacting caribou and their range. Due to the risk of these cumulative negative effects, and the importance of these caribou to communities, the Department of Environment undertook, in 2012, a quantitative caribou abundance aerial survey of South Baffin Island with the support of the NWMB and co- management partners. This area represents the most abundant area of caribou on Baffin Island.

Ferguson Version: 23 December 2016 1Department of Environment, Government of Nunavut, Box 209 Igloolik NU X0A 0L0 STATUS REPORT 2016-08 NUNAVUT DEPARTMENT OF ENVIRONMENT WILDLIFE RESEARCH SECTION IGLOOLIK, NU i Summary Eleven muskoxen (Ovibos moschatus) were fitted with satellite collars in summer 2003 to investigate habitat preferences and movement parameters in areas where they are sympatric with Peary caribou on Bathurst, Cornwallis, and Devon islands. Collars collected locations every 4 days until May 2006, with 4 muskoxen on Bathurst Island collared, 2 muskoxen collared on Cornwallis Island, and 5 muskoxen collared on western Devon Island. Only 5-29% of the satellite locations were associated with an estimated error of less than 150 m (Argos Class 3 locations). Muskoxen in this study used low-lying valleys and coastal areas with abundant vegetation on all 3 islands, in agreement with previous studies in other areas and Inuit qaujimajatuqangit. They often selected tussock graminoid tundra, moist/dry non-tussock graminoid/dwarf shrub tundra, wet sedge, and sparsely vegetated till/colluvium sites. Minimum convex polygon home ranges representing 100% of the locations with <150 m error include these movements between core areas, and ranged from 233 km2 to 2494 km2 for all collared muskoxen over the 3 years, but these home ranges include large areas of unused habitat separating discrete patches of good habitat where most locations were clustered. Several home ranges overlapped, which is not surprising, since muskoxen are not territorial.

The work was conducted to assist and eighteenth century site; 38CH1731 is a Mr. Kevin O’Neill of Kiawah River Plantation, LP nineteenth to twentieth century scatter; and comply with Section 106 of the National 38CH1732 is a Woodland and nineteenth to Preservation Act and the regulations codified in twentieth century site. The Canadian Hydrographic Service (CHS) considers these charts inadequate for conversion to digital format, and for use in digital navigation systems (including GPS Chart Plotters). To minimize the impact of this change, areas where charts were removed have been covered with smaller scale charts, whenever possible. As a consequence of removing these charts, Jeppesen has discontinued a number of cartridge codes (see the list of affected cartridges below).     National Inuit Strategy on Research www.itk.ca About Inuit Tapiriit Kanatami Inuit Tapiriit Kanatami (ITK) is the national representational organization for the 65,000 Inuit in Canada, the majority of whom live in Inuit Nunangat, specifically, the Inuvialuit Settlement Region (Northwest Territories), Nunavut, Nunavik (Northern Québec), and Nunatsiavut (Northern Labrador). Collectively, these four regions make up Inuit Nunangat, our homeland in Canada. It includes 53 communities and encompasses roughly 35 percent of Canada’s landmass and 50 percent of its coastline. Consistent with its founding purpose, ITK represents the rights and interests of Inuit at the national level through a democratic governance structure that represents all Inuit regions. The comprehensive land claim agreements that have been settled in Inuit Nunangat form a core component of our organization’s mandate. These land claims have the status of protected treaties under section 35 of the Constitution Act, 1982 , and we remain committed to fully implementing them in partnership with the Crown. ITK advocates for policies, programs, and services to address the social, cultural, political, and environmental issues facing our people.
