Minutes of the Parish Council Meeting held at 19:30 on Monday 11 November 2019 in Littlethorpe Village Hall

Present: Cllr Spoors, Cllr Winterburn, Cllr Orme, Cllr Laugher, Cllr Gray, Borough Cllr Atkinson, 3 members of the Public and David Duthie (clerk)

1. Apologies were received from County Cllr Harrison

2. Declarations of interest: there were none further to those on the Borough Council website.

3. There were no Chairman’s remarks.

4. The minutes of the Parish Council meeting of 9 Sep 19 were proposed for adoption by Cllr Laugher, seconded by Cllr Winterburn, and adopted unanimously.

5. County Councillor’s report. 5.1 No decision yet on site of bus stop on A61 at Quarry Moor 5.2 Highways will receive application for Green Lane to be adopted. 5.3 5800 miles of road, 85 gritters, 55,000 tons salt in stock, and the latest weather forecasts being used to plan for the coming winter road conditions. 5.4 35,000 street lights changing to LED lights has saved £80,000 and 200,000 tons of carbon dioxide. 5.5 Magistrates court being used to stage County Council meetings whilst headquarters are being renovated. 5.6 Broadband roll out to be finished in next couple of years to provide 90% of population with superfast service.

6. Borough Councillor’s report. 6.1 Old District Council offices have received a new offer to purchase. 6.2 swimming pool planned to start building this month. 6.3 259 affordable homes were built last year, and 46 more acquired.

7. Responsible Financial Officer’s report Income and Expenditure presented: 7.1 Clerk’s salary October, November The following were approved: 7.2 Clerk’s salary December, January 7.3 Clerk working from home allowance Q4 7.4 Budget for 2020-21 accepted with no change to the parish precept.

8. Correspondence 8.1 21 Oct 19 Hedges. Uncut hedges protruding onto roads making travel through the Parish difficult. Highways are a County Council responsibility, but the Parish Council receives notification of problems perennially. The Clerk will write in support, and subsequent communication will be between the individual and the County Council. 8.2 4 Nov 19 Notification of Parish Councils Briefing 18:00 22 Jan 20, Bishop Monkton Village Hall. Cllr Orme and Cllr Winterburn to attend. 8.3 4 Nov 19 Applications invited for Pocket Park funding. 8.4 4 Nov 19 Tree Charter Day 30 Nov 19. The Woodland Trust have been contacted to discover what species and quantity the Woodland Trust would provide for a tree planting event in the Parish. The Ripon Motor Club have been asked if they have ground on which they wish to plant trees. Cllr Orme will ask if land next to the canal is available for tree planting.

9. Planning 9.1 19/03437/COU Change of Use of The Hayloft and The Barn cottages to holiday accommodation and / or annex to main house. Pottery Lane Farm Pottery Lane Littlethorpe Ripon North HG4 3LS. Decision: Approved 11 Oct 19 9.2 19/03455/PBR Prior notification for conversion of agricultural building to form 3 dwellings with associated building works. Stud Farm Pottery Lane Littlethorpe Ripon HG4 3LW. Decision: Approved 9 Oct 19 9.3 19/04256/AMENDS Non-material amendment to allow alteration to increase patio door width on rear west elevation of Chestnut House Planning Permission 19/02476/DVCON -Variation of condition 2 (approved drawings) to enable alterations to the design of the approved dwellinghouse under planning permission 17/01245/FUL -Erection of 1 no. replacement dwelling. Decision: Approved 15 Oct 19 9.4 19/04499/TPO Crown lift (to 5.2m) and Crown Clean of 2 no. Oak Trees within Tree Preservation Order 02/1993 LOCATION: 4 Little Crossing Littlethorpe HG4 3LG. Response A: No Objection 9.5 19/04588/FUL Removal of existing glazed single storey extension and erection of two storey extension. Woodlands Green Lane Littlethorpe HG4 3LR. Response A: No Objection

10. Public Time (15 minutes) 10.1 Canal Lane has again flooded with clean water running out of land from the new development at Grange Farm down to the canal. Cllr Orme will discuss this with the builder. Contacting planning enforcement would be the next step. 10.2 Ripon City Wetlands. Yorkshire Wildlife Trust cancelled a meeting in the village and have yet to rearrange another meeting. Wildflower audits were being conducted before the wetlands were handed over, but it’s not known if they continue. Cllr Spoors will contact Yorkshire Wildlife Trust. 10.3 Piecemeal development within the village has let to a collective number of developments within the village centre on adjacent sites that exceed the threshold of single developments that require provision of affordable housing. Each application is considered by the Planning Officers as a separate one on its own merits, not as part of a ‘village plan’.

Items on deposit at Yorkshire Bank: minute books, wayleave agreement, Village Hall land conveyance. 11.1 The plot of land bearing the village hall does not appear on the Land Registry. Deeds have been obtained from the bank vault with the latest conveyance being in 1960. Having the plot entered on the Land Registry to be proposed to the Village Hall Committee, and an estimate for work obtained from Solicitors that did the most recent conveyance. 11.2 The minute books from store were leant out until the January meeting and will be discussed at the next annual parish meeting

12. Green Lane resurfacing and adoption by North Yorkshire County Council 12.1 Residents along Green Lane are in discussion with the Hield Trust, then will approach the Rivers and Canal Trust to include all those with frontages in an application to the Highways department.

13. Yorkshire Wildlife Trust joint meeting – see item 10.2

14. VE day anniversary: Friday 8 May 20 https://www.veday75.org/: concert and performance in the village hall.

15. Dog bins 15.1 Dimensions of the post or support for a bin on Canal Lane are needed before ordering a bin.

16. Village Hall Committee Report 16.1 1 Oct 19 meeting: paths have been jet washed, kitchen window repaired, dishwasher to be replaced, new fridge with freezer compartment to be obtained. 16.2 Next meeting 14 Jan 20
