1 BACKGROUND USAID/Haiti is currently operating under the Post Earthquake U.S. Government Strategy (2010-2015), the goal of which is “a stable and economically viable Haiti.” The strategy to achieve this goal is based on the following four pillars:

• Infrastructure and Energy • Food and Economic Security • Health and Other Basic Services, including Basic Education • Governance and Rule of Law USAID is in need of architectural, engineering, and specialized technical support to the USAID/Haiti Office of Infrastructure, Engineering, and Energy (OIEE). The OIEE directly supports USAID/Haiti’s development objectives relating to health, education, agriculture, economic growth, and democracy and governance.

This task order contract provides OIEE immediate access to a team of full-time and short-term architects, engineers, and specialized technical experts both based in Port-au-Prince, Haiti, and in AECOM offices throughout the United States. The following events depict the actions of the contract:

• On 6 October 2017, the USAID issued a request for task order proposal (RFTOP), No.: SOL-521-17-000001, under the global architect-engineer services II indefinite-delivery, indefinite-quantity (A&E II IDIQ) contract holders to request architectural and engineering services to design and manage multisectoral infrastructure portfolio projects in Haiti for a five-year period. • On 17 November 2017, AECOM submitted an SF330 qualification package in response to this solicitation. • On 22 December 2017, AECOM was notified of being selected to submit a cost proposal as the most qualified offeror. • On 28 February 2018, USAID issued a task order contract to AECOM for architectural and engineering services to design and manage multisectoral infrastructure portfolio projects in Haiti. • On 24 April 2018, the name of this program was officially modified to Haiti Infrastructure Program. This monthly summary of project activities has been prepared for the United States Agency for International Development (USAID) for the period from 01 February to 29 February 2020. AECOM is implementing this project with support from subcontractors HS&BR, Garda World, Miyamoto International, Iris Group, WI-HER, and Ethan Myer.

Progress and accomplishments during the reporting period for overall management and task-specific activities are summarized in the Key Program Activities section. A snapshot of the financial status of the project is provided in the Program Finance section.

2 PROJECT AUTHORIZATION, SCOPE, AND ORGANIZATION

The authorization for this project is provided under USAID Haiti contract number AID-OAA-I-15-000045, task order number 72052118F00004.

The overall value of this contract is $22,822,798 and is to be implemented over a five-year program. The obligated funds to date are $3,944,079.50 for program start-up and delivery through Task Order Modification #6 dated 13 September 2019.

In accordance with the provisions of Federal Acquisition Regulation (FAR) Clause 52.232-22, AECOM will notify USAID when incurred cost under this task order exceeds 75 percent (75%) of the obligated funds.

AECOM proactively notified USAID of this near-term condition on 26 August 2019. As funds become available and as projects are identified and defined, USAID will incrementally fund the task order. Funds will be earmarked and tracked for use in specific sectors only, such as WASH, Housing, or Agriculture.

3 KEY PROGRAM ACTIVITIES

Generalized Activities This section summarizes the program administrative and staffing development during the reporting period. AECOM is currently providing services under the Year 2 Work Plan approved on 26 April 2019.

In February 2020, USAID maintained the Work Approval Form (WAF) process, established earlier in the program, for collecting clear and concise direction and scopes of work from USAID’s OIEE mission clients, and obtaining COR, ACOR, or CO approvals for the works within the broader tasks defined in the contract and by workplan. Once approved, the WAFs provide direction to AECOM for the technical work to be started during the performance period and give greater definition to each service sector defined in the contract. Specific tasks defined in the scope of work, including Hurricane Matthew construction quality assurance services and program management services, were ongoing during the month. No WAFs were issued this month.

The following activities occurred this month:

• On 13 February 2020, AECOM submitted the DRAFT and the FINAL AECOM-USAID Weekly Minutes of Meeting Held on 13 February 2020 to USAID.

• On 14 February 2020, AECOM submitted the HIP 2020 January Monthly Report to USAID.

• AECOM continued providing CMC services to USAID on the Hurricane Matthew and Hinche Projects.

Staffing Haiti Staffing & Business Resources (HSBR) continues to provide staffing services to AECOM on the HIP program.

The following activity occurs this month:

• On 16 February 2020, Reginal Charles (Project Engineer) resigned from the project.

Note: AECOM’s field observation work has been on hold since mid-July 2019 and will remain so until USAID modifies their reduction in force directive for field engineers.

• On 13 February 2020, at Manish Kumar’s request, AECOM sent a friendly reminder to USAID regarding their feedback comments/approval of the HUEH MOU so AECOM could complete the translation of the MOU from English to French.

Narrative of Monthly Progress

1. Overview

A construction contract was issued by USAID to TCG in September 2018 to begin construction on the Hurricane Matthew Reconstruction Project.

On 7 November 2019, USAID shared the full version of the Tseng contract with AECOM. Other contract documents, including drawings, specifications, and general and special conditions of the IFC set submitted to USAID under the previous HHIP program, are being utilized by AECOM at Josue Noel’s direction.

The following activities occurred this month:

• AECOM has not received from TCGI all the deliverables listed in sections F.7.B.-F.7.B.3. • TCG has not mobilized all five (5) key personnel listed under section F.6 of the contract. Overseas Engineering & Construction Company (OECC) claimed that they have submitted all necessary personnel documents to TCG since March of this year, but AECOM has not received any documentation to date.

• On 3 February 2020, AECOM Arch/Civil QA engineer travelled to Les Anglais to mirror the contractor’s site activities, monitor progress, and conduct inspections as per IRFs submitted by the contractor for Les Anglais and Labiche.

• On 3 February 2020, AECOM submitted HM Weekly Progress Report (Week Ending 2 February 2020) for concurrence to USAID.

• On 4 February 2020, AECOM sent TCG an email reminder requesting them to provide the DRAFT minutes of our Bi-Weekly meeting with USAID on January 29, 2020. Since TCG did not provide the DRAFT minutes of the meeting, AECOM informed TCG that, by contract, the draft minutes should be provided within 3 days of the meeting for the COR and CMC to provide comments and approve.

• As of 6 February 2020, TCG has not provided the minutes of the meeting. AECOM asked USAID if they would like us to take over the meeting minutes since TCG did not provide any DRAFT minutes of the meeting of 29 January 2020. At USAID’s request, AECOM prepared and shared with USAID and TCG/OECC the DRAFT of minutes of the meeting held on 9 January 2020.

• On 7 February 2020, AECOM submitted the FINAL minutes of the meeting of the Hurricane Matthew Projects Weekly meeting held on 29 January 2020 to USAID and TCG/OECC.

• On 7 February 2020, TCG requested to conduct a trial mix design for concrete intended for Dame Marie clinic on Saturday, 8 February 2020 at OECC laboratory. AECOM reminded TCG to submit and obtain approval of the concrete mix design for each site before proceeding with any concrete work in the field and to submit and gain USAID’s approval to relax TCG’s contract requirement on third-party testing if TCG/OECC plans on self- performing this work. As TCG was planning to conduct the testing on a Saturday, AECOM requested and obtained USAID’s approval to attend the concrete mix design and testing. USAID has also requested AECOM to guide TCG/OECC on the concrete mix design submittal if necessary, to comply with the requirements.

• On 7 February 2020, USAID shared with AECOM TCG’s Progress Report for all clinics for the period 23 December 2019 through 1 February 2020.

• On 7 February 2020, AECOM submitted HM Weekly Progress Report (Week Ending 2 February 2020) to USAID.

• On 8 February 2020, USAID requested AECOM to provide an estimate of the percentage of completion for each item in the Vol3_BOQ Clarifications-Work Progress for Les Anglais based on AECOM knowledge of the field activities.

• On 10 February 2020, USAID authorized AECOM HO resources to review submittals # 097A, 098A, 111, 112, 113, 114, 115, 117, and 118.

• On 10 February 2020, AECOM requested permission from USAID to use home office (HO) staff to review submittal # 119 (Versatile Bonding SikaMonoTop). On the same date, USAID granted AECOM permission for HO personnel to review of the submittal.

• On 10 February 2020, AECOM submitted the HM Weekly Progress Report (Week Ending 9 February 2020) for concurrence to USAID.

• On 11 February 2020, USAID requested AECOM to review TCG’s request for payment AOP4A based on the approved BOQ.

• On 11 February 2020, TCG notified AECOM and USAID of their unavailability for the Bi- Weekly meeting scheduled on 12 February 2020 and proposed to postpone the meeting to 18 February 2020 if the date is acceptable for USAID and AECOM. AECOM and USAID agreed to hold the meeting on the proposed date.

• On 11 February 2020, AECOM submitted to USAID the trip report for site visits to Les Anglais on 8 January 2019, to 2 February 2020, for civil/architectural works and from 3-5 February 2020 for MEP works.

• On 11 February 2020, USAID sent the following TCG administrative deliverables to AECOM: submittals 120 (Gender Equity Plan), 121 (Typical Site-Layout), 122 (File Naming and Record-Keeping Plan), 123 (Waste Management Plan), 124 (Health and Safety Plan HASP), 125 (Branding and marking Plan), 126 Environmental Management Plan), 127 Construction Quality Control Plan), 128 (project Schedule), and 129 (Submittal Registry) for review.

• On 11 February 2020, AECOM returned to USAID the review of submittals 097A (Electrical Metallic Tubing (EMT) Conduit And Fittings), 098A (Electrical Boxes), and 0117A (Fire Protection Spray Foam Sealant).

• On 11 February 2020, USAID requested TCG to respond to AECOM’s concerns in the 7 February 2020 email regarding (Trial Mix Design for Concrete Intended for Dame Marie Clinic) to avoid further discussions on concrete casting and testing. If TCG wishes to request a substitution to a specific section of the specifications, they must comply with the substitution procedures. USAID reminded TCG that all substitutions, upon technical review and approval, will be subject to cost analysis to determine whether a negative change order will be incorporated.

• On 12 February 2020, the Contracting Officer (USAID) directed AECOM and TCG to carbon copy Armstrong Jean Louis on all correspondences relating to the Hurricane Matthew Project.

• On 12 February 2020, TCG sent IRFs ID05-E-040 through E-054 to AECOM and requested that these electrical inspections start on Saturday (15 February) and run through Tuesday (18 February). AECOM suggested that TCG submit more electrical QA inspection requests so that AECOM can be efficient with our use of USAID funds and complete as much work as possible while our QA engineer is in Les Anglais.

• On 13 February 2020, TCG/OECC informed AECOM that they plan to work on Saturdays and Sundays to recover delays experienced during the civil unrest period. TCG/OECC also notified AECOM of their plan to hand over a portion of the facility to the clinic. Following their notification, AECOM suggested that TCG seek USAID’s permission to hand over a portion of the facility to the clinic. If they decide to move forward without completing all contractual requirements (including testing and reconciling all non-conformance items) and seeking USAID’s permission through substantial completion first, then TCG will still be responsible for anything that occurs during the clinic’s occupancy until the project achieves Final Acceptance.

• On 13 February 2020, USAID was notified that AECOM is awaiting direction and standing by to assist in the upcoming design-build RFP for the Hinche MDRTB Medical Facility. This action item is still on hold per USAID.

• On 13 February 2020, USAID notified AECOM via email that TCG has started work at the project site Labiche and authorizes AECOM to provide coverage at Labiche. Since TCG told AECOM they would start work at Labiche, Marc, Bonne Fin, and Dame together, AECOM has requested USAID for permission to cover the work at any HM site as soon as we know TCG is doing anything on site. By implementing this protocol, AECOM will minimize situations like Hinche and Les Anglais where USAID informed us to start our coverage after work had already been initiated on site. AECOM presence on site from the very beginning can minimize non-conformance situations and lead to more effective progress of work that is in line with the contract documents.

• On 14 February 2020, USAID authorized AECOM to update the BOQs based on the latest revised drawings Hurricane Mathew clinics submitted to USAID in early January. USAID directed AECOM to assume that these drawings reflect the final changes.

• On 14 February 2020 and at the request of the Contracting Officer, AECOM shared with USAID and TCG a link to download drawings submitted to USAID on 6 January 2020 for the Hurricane Matthew Clinics with the exception of Petit Trou de Nippes.

• On 14 February 2020, AECOM QA MEP engineer traveled to Les Anglais to conduct site inspections as per IRFs submitted by the contractor for Les Anglais.

• On 17 February 2020, TCG/OECC informed USAID and AECOM of their plan to conduct the 28-day concrete compressive strength test for concrete mix design for Labiche, Marc and Bonne fin, CHB testing and the trial mix for Dame Marie on 20 February 2020 at their lab in .

• Our Bi-Weekly meeting with USAID and TCG/OECC that was scheduled for 18 February 2020 at 2:00 was postponed to a later time due to Dr. Tseng's unavailability. The meeting ultimately began around 4:40 and only discussed the issue regarding the Roof Slab at line 2.5- 3/BH' of Drawing S-1-01 relating to RFI-018.

• On 19 February 2020, AECOM confirmed our presence to witness the trial mix concrete and plaster for mortar for Dame Marie, compressive strength test of CHB, and trial mix 28-day compressive strength test for Labiche, Bonn Fin, and Marc clinics. AECOM has also informed TCG that they are performing these works at their own risk until all associated submittals are approved, including submission and approval of their request to USAID to relax the current contract mandate for independent third-party testing and approval of their testing lab.

• On 21 February 2020, AECOM submitted HM Weekly Progress Report (Week Ending 16 February 2020) to USAID.

• On 21 February 2020, AECOM shared Amendment 5 of TCG’s contract with AECOM, and AECOM asked USAID to also share Amendments 1 through 4 for our records.

• On 20 February 2020, a conference call was held between AECOM’s structural engineer and Dr. Tseng (TCG) to discuss a possible solution to the unforeseen situation at Les Anglais via RFI-018. TCG was to verify that the bonding agent is applicable for seismic purposes, to evaluate the development length and spacing of the 2ga wires coming out of the existing slab, and to provide a solution to the loose concrete during drilling due to the unforeseen condition of what we all thought was a reinforced concrete beam. If TCG meets the criteria discussed between AECOM and TCG, our structural engineer will provide a non-objection so that they can proceed with their solution.

• On 21 February 2020, AECOM representative witnessed the 28-day concrete compressive strength test for concrete mix design for Labiche, Marc, and Bonne fin, CHB testing, and the trial mix for Dame Marie conducted by OECC at the lab in Tabarre. The testing did not occur on 20 February 2020 due to the conference between AECOM and TCG regarding the RFI-018 issue.

• On 22 February 2020, USAID requested AECOM to review AOP 004B and provide recommendations to USAID and informed AECOM that AOP 004A had been rejected based on AECOM’s comments.

• On 27 February 2020, AECOM requested permission from USAID to have our home office (HO) staff review submittal 111A (Concrete Mix Design for marc, Bonne Fin, and Labiche), 118A (Ceramic Floor Tiles for Les Anglais), 130 (Mortar Mix Design for Marc, Bonne Fin, and Labiche). On the same date, USAID granted permission to AECOM to utilize HO personnel for the review of these submittals.

• On 27 February 2020, AECOM submitted the revised BOQs for all 6 Hurricane Matthew sites based on the drawings AECOM provided to USAID on 6 January 2020 to USAID.

• On 28 February 2020, after TCG/OECC submitted Inspection Request Forms (IRFs) for lighting fixtures installation. AECOM reminded TCG that the installation of any electrical finish fixtures before insulation testing will cause fixtures to burn. Finish fixtures should be installed after the insulation testing is complete. So far, AECOM has not received any information from TCG or their QC indicating that the QC insulation testing is complete. In the event that TCG decides to install the electrical fixtures first, then remove them to test, AECOM will inspect the electrical finish fixtures upon the reinstallation after their QC completes its testing so we can view the finished product rather than something that will be uninstalled and reinstalled later. Therefore, as AECOM recommended for the other IRFs previously sent for the insulation testing, instead of rejecting all the IRFs sent for the electrical fixtures, AECOM asked that TCG reissue them with new request for inspection dates after their QC performs their insulation testing.

• On 28 February 2020, AECOM submitted HM Weekly Progress Report (Week Ending 23 February 2020) for concurrence to USAID.

• On 28 February 2020, AECOM requested permission from USAID to have home office (HO) staff review submittal 131 (Quality Control Laboratory).

• On 29 February 2020, TCG sent an email as a formal resolution following the conference call between AECOM and TCG on 20 February 2020 regarding the unforeseen conditions related to RFI-018. Since TCG decided to move forward with the RFI-018 works over the weekend, AECOM sent a QA engineer to Les Anglais. We informed TCG that our presence at the work does not imply approval of TCG’s resolution until our structural engineer formally reviews the information provided by TCG. In addition, approval from USAID CO ahead of the work is necessary if equitable adjustments are sought.

3. Contractor/Construction Management Consultant (CMC) Management and Staffing

AECOM noted that TCG has not mobilized all applicable key personnel listed under section F.6 of the contract. OECC claimed that they have submitted to TCG all necessary personnel documents since March of 2019, but as of 29 February 2020, AECOM had not received any documentation.

During the month of February, AECOM continued to assign a full-time QA engineer at the Les Anglais site to monitor work progress and conduct site inspections following the resignation of Reginald Charles.

4. Quality

There are quality issues related to TCG’s work on-site. TCG recently submitted a Quality Control Plan to USAID for approval. The review is ongoing.

TCG is not performing the three phases of control for quality in accordance with the USACE standard, which is also a contract requirement. Many quality issues are occurring, and the only opportunity for AECOM to catch such issues is during sporadic, unscheduled inspection requests from TCG.

5. Safety/Security

TCG’s health and safety plan was recently submitted for review which is currently ongoing. The following safety issues were observed on site during the month of February 2020:

• Fall hazards (no work platform provided, workers not wearing safety harnesses while working at heights).

• Lack of adequate PPE (worker not wearing gloves and eye protection while drilling holes on walls, worker not wearing safety gloves while using electrical saw).

• The contractor did not provide dust control measures at the construction site, especially in room B1-023 while workers are drilling.

• The contractor has not provided temporary sanitary facilities and potable water for laborers at the construction site.

Schedule

On 11 February 2020, AECOM received TCG’s Project Schedule through USAID for review. On 13 February 2020, a Three Weeks Look Ahead Schedule was also provided for review. After review, AECOM suggested that TCG include necessary submittals submissions/approvals, material procurement/delivery, and IRF inspections as well. These items will help both TCG and AECOM to ensure work is being done after prerequisite activities are complete, materials are approved and available onsiteand inspections are scheduled in advance.
