DECLARATION UNDER THE MEMBERS OF (DISQUALIFICATION ON GROUND OF DEFECTION) RULES, 1985

Under Rule 4(2) of the Members of Rajya Sabha (Disqualification on Ground of Defection) Rules, 1985, every member is required to furnish to the Secretary-General, inter-alia, a statement of particulars giving details of his/her party affiliation and declaration as in Form III set out for the purpose in the Rules. Rule 4(3) of the said Rules further provides that a summary of information furnished by the members under sub-rule (2) of this Rule is required to be published in Bulletin-Part II. The requisite summary of information as furnished by the following members from the States of , and Haryana, who merged their parties with BJP and newly elected Members from the States of Assam, Bihar and Odisha during the months of June and July, 2019, are detailed below:—

“Having regard to the fact that: (a) service of different mobile service companies namely BSNL, MTNL, Airtel, Vodafone, Jio etc., have become of very poor quality during the last couple of months;

& Member, who belonged to Indian National (INLD) at the time of his election to the Rajya Sabha, i.e. 31st January, 2014, merged with Bharatiya Janata Party (BJP) w.e.f. 24th June, 2019. $ Member, who belonged to Telugu Desam Party (TDP) at the time of his election to the Rajya Sabha, i.e. 7th February, 2014, merged with Bharatiya Janata Party (BJP) w.e.f. 20th June, 2019. 3 (b) crores of consumers across the country are facing untold inconvenience due to very poor networking of the aforesaid service providers; and (c) frequent call drops, poor voice quality on calls, cross connection, wrong message on call by IVR, network congestion, etc., are regular phenomenon of the telecom service providers, this House urges the Government to: (i) frame a law and treat deficient service as an offence since the consumers are deprived of quality services after paying their hard earned money as mobile bill to the companies; and (ii) take immediate steps to ensure quality services by different mobile service companies to the public.” ––––––––– No.58977 Legislative Section

Supply of Union Budget 2019 – 20 The Union Budget 2019–20 will be laid on the Table of the Rajya Sabha after its presentation in on Friday, the 5th July, 2019. The sets of the Budget papers will be made available to the Members immediately after the laying of the Budget, from the special booths to be erected for the purpose in the Outer Lobby on that day. 2. Forms of receipt indicating the booth number from where the Members may collect their Budget sets will be supplied to them in the House on that day. Members may kindly sign the receipts, present the same at the appropriate booth and collect their Budget papers. 3. Members who do not take their budget sets on that day may subsequently collect the same from the Publications Counter. –––––––––– No.58978 Committee Co-ordination Section Election to the Employees' State Insurance Corporation (ESIC)

Attention of the Members is invited to Para No. 58935 of Rajya Sabha Parliamentary Bulletin Part - II dated 21st June, 2019, whereby the programme for election inter-alia to the Employees' State Insurance Corporation was notified. Since three candidates are left by the last date of withdrawal of candidature (viz. upto 3.00 p.m. on the 28th June, 2019) against one vacancy to 4 be filled therein, election has become necessary. The following are the names of the contesting candidates:-

No.58979 Question Branch Result of Ballots of Notices of Questions Ballots in respect of notices of Starred and Unstarred Questions received upto 3.00 p.m. on 2nd July, 2019 for the sitting of Rajya Sabha on 18th July, 2019 were held on 2nd July, 2019, in the presence of Shri Harnath Singh Yadav, Member, Rajya Sabha.
