ELECTION OF A MEMBER OF THE LEGISLATIVE COUNCIL IN PLACE OF THE HONOUR~ ABLE JOHN CHARLES McINTOSH, DECEASED--TAKING OF THE VOTES OF THE MEMBERS OF THE LEGISLATIVE COUNCIL,---<The President directed the Clerk to read the Order of the Day. The Order of the Day having been read, the Clerk duly displayed the ballot-box. And it being Eleven a.m., the hour appointed in the Writ dated 18 August, 1971, for the taking of the votes of the Members, the President declared the ballot open, and the taking of the votes of Members thereupon commenced. And it being One p.m., the hour appointed in the Writ for the termination of the taking of the votes at the sitting, the President directed that the doors be locked. The doors having been locked, the President inquired whether there was any Member present who had not yet received a ballot-paper and desired to vote. And there being no such Member desiring to vote, the President directed that the doors be unlocked. And Members who had received their ballot-papers before the hour appointed in the Writ for the termination of the taking of the votes baving completed before that hour the recording of their votes, the President declared the ballot closed. The President left the Chair until 4.30 p.m. sharp. The HOllse resumed. 4. HOUSING INDEMNITIES (AMENDMENT) BILL (Formal Busilless).-On motion of Mr Hewitt read a third time. Whereupon Mr Hewitt moved, That this Bill be returned 'to the Legislative Assembly with the following Message: Mr SPEAKER- The Legislative Council having this day agreed to the Bill, intituled «An Act to further alter the conditions upon which the Treasurer may execute indemnities in respect oj loans for housing purposes by certain institutions; jor this purpose to amend the HOllsing Indemnities Act, 1962; and for purposes connected therewith"-returns the same to the Legislative Assembly without amendment. Legislative Council Chamber, Sydney, 16 September, 1971. Question put and passed. 5. PORT KEMBLA (FURTHER DEVELOPMENT) BILL (Formal Business) .-On motion of Mr Fuller read a third time. Whereupon Mr Fuller moved, That this Bill be returned to the Legislative Assembly with the following Message: Mr SPEAKER- The Legislative Council having this day agreed to the Bill, intituled "An Act to sanction and provide for the carrying out of certain works at and in connection with the Inner and Outer Harbours at Port Kembla, including dredging and excavating work; to authorise the Minister to negotiate and enter into contracts with the Broken Hill Proprietary Company Limited and other persons; to amend the Public Works Act, 1912; and for purposes connected therewith"-returns the same to the Legislative Assembly without amendment. Whereupon Mr Fuller moved, That this Bill be returned to the Legislative Assembly with the following Message: Mr SPEAKER- The Legislative Council having this day agreed to the Bill, intituled "An Act to make further provisions with respect to the .branding or labelling of coverings containing fruit or plants and the grading and packing oj fruit or vegetables; to simplify the procedure for prescribing the treatment of diseases oj plants; to enable the Minister to authorise persons to act as inspectors; to avoid certain doubts; for these and other purposes to amend the Plant Diseases Act, 1924, and the Horticultural Stock and Nurseries Act, 1969; and for pur­ poses connected therewith"-returns the same to the Legislative Assembly with­ out amendment. Whereupon Mr Fuller moved, That this Bill be retumed to the Legislative Assembly with the following Message: Mr SPEAKER- The Legislative Council having this day agreed to the Bill, intituled "An Act to confer on the Minister certain powers, authorities, duties and functions Of the Governor under the fublic Trusts Act, 1897, the Commons Regulation Act, 1898, and the Public Parks Act, 1912; to enable the Minister to delegate such powers, authorities, duties and functions; for these and other purposes to amend those Acts; and jor purposes connected therewith"-retums the same to the Legislative Assembly without amendment. Population: 48 430. 5((0ND WARD ROOKWOOO C.E.MlT1'Y GENERAL With the pending conclusion of this triennial period, it is with pleasure that I am able to present for information pur­ poses, an outline of the various activities of Council during the three years commencing September, 1971. This report also covers the initial two Mayoral terms when the Office of Mayor was held by Alderman C. G. Noble. Amendments to the Local Government Act prior to that date, advanced the time for holding triennial elections from December to September; this alteration being intended for any newly elected aldermen to ob­ tain a grasp on the functions of Council prior to the commence­ ment of the coming financial year with its attending important tasks of considering estimates of income and expenditure and the fixing of a rate. At this point, I feel that some tribute should be paid to the enthusiasm and energies of my fellow aldermen who, in per­ formance of their aldermanic duties, attended many meetings of Council and Committees as well as becoming involved in multi­ tudinous "on-site" inspections to assist them in their decision making responsibilities. The 1972-7 4 triennial period witnessed the introduction of many important amendments to the Local Government Act which, in a particular manner, affected or were designed to affect environ­ mental control and strengthen the powers of council to play a greater authoritative role in community government.

An Act to unite the City of Sydney and certain areas and to constitute the united area as a city; to unite certain other areas or areas; and parts of areas and to constitute the united areas as municipalities; to recon­ stitute the Sydney County Council; to repeal the Sydney Corporation Act, 1932, and certain other Acts; to amend the Local Government Act, 1919, and certain other Acts in certain respects; and for purposes connected therewith. [Assented to, 3rd September, 1948.] E it enacted by the King's Most Excellent Majesty, B by and with the advice and consent of the Legis­ lative Council and Legislative Assembly of New South Wales in Parliament assembled, and by the authority of the same, as follows :— PART I. PRELIMINARY. 1. (1) This Act may be cited as the "Local Government (Areas) Act, 1948." (2) This Act shall be read and construed with the Local Government Act, 1919, as amended by subsequent Acts. 2. This Act is divided into Parts as follows:— PART I.—PRELIMINARY. PART IT.—CONSTITUTION OF NEW AREAS. PART III.—CONSEQUENTIAL REPEALS AND AMEND­ MENTS. PART IV.—MISCELLANEOUS PROVISIONS. SCHEDULES. 3. 3. In this Act, unless the context or subject matter otherwise indicates or requires— "Appointed day" means the first day of January, one thousand nine hundred and forty-nine. "Principal Act" means the Local Government Act, 1919, as amended by subsequent Acts. "Schedule" means Schedule to this Act. PART II. CONSTITUTION OF NEW AREAS. DIVISION I.—Interpretation. 4.     CATALOGUE OF ACQUISITIONS University of Newcastle Library 1991-2002 Biographical Notes 3 Some Rare Gems 4 Further Reading 11 Complete List of Acquisitions 12 The Reta Light Memorial Trust - 2 - The University of Newcastle Library's first and most generous bequest was that of Miss Reta Light (1898 - 1989), who upon her death in September 1989 left a $1.5 million capital trust. The Light Memorial Trust was formed to administer the endowment. According to Miss Light’s will, the interest on the capital was to be used to purchase books, periodicals, microfilms and musical scores. Reta Light (1898 - 1989) Reta Light was born on the 15th March 1898 in the family home at Cowper Street Carrington. She was the youngest daughter of Morris and Sarah Light. Morris Light was a well respected businessman and public figure, the founder of the furniture store known as the "House of Lights" and later M. Light & Son, as well as alderman on both the Carrington and Newcastle Councils. He was Mayor of Newcastle from 1924-25 and is credited for having set in motion the self-funding construction of the Newcastle City Hall and Civic Theatre. Reta was described as talented, shy, self-indulgent yet generous, strong willed and eccentric. She loved to travel, spoke fluent French, and divided her time between France and Australia. During the World War II, whilst in Paris, she was imprisoned by the Nazis, and sent to a concentration camp, while her sister Hilda had fortunately escaped and was protected by nuns. Upon her return to Australia, Reta developed a range of investments, indulging her passions for fur and opals.
