Background 1.1 Uganda – general Uganda is a land-locked country in East Africa occupying 241,551 sq. km, 18% of which consists of open inland waters and permanent wetlands. It is bordered by Sudan to the north, Kenya to the east, Tanzania to the south, Rwanda to the southwest and the Democratic Republic of Congo to the west. It also shares a significant part of Lake Victoria (45% of the shoreline) with Tanzania and Kenya. It has a population of 31.8 million1 and an average annual population growth rate of 3.2%, one of the highest in the world with an average life expectancy of 53 years. The proportion of people living below the poverty line has declined from 56% in 1992 to 31% in 2005/06.2 (23.3% in 2009/10 according to the Uganda National Household Survey (2010). However, there are great disparities between regions with the north suffering considerably more. The impact of two decades of civil war in Acholi and Lango sub regions witnessed great atrocities by the Lord’s Resistance Army which has had a devastating effect and impact on the lives and livelihoods of the people in the area.

    UGANDA 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Uganda is a constitutional republic led since 1986 by President Yoweri Museveni of the ruling National Resistance Movement (NRM) party. Voters re-elected Museveni to a fourth five-year term and returned an NRM majority to the unicameral Parliament in 2011. While the election marked an improvement over previous elections, it was marred by irregularities. Civilian authorities generally maintained effective control over the security forces. The three most serious human rights problems in the country included: lack of respect for the integrity of the person (unlawful killings, torture, and other abuse of suspects and detainees); restrictions on civil liberties (freedoms of assembly, expression, the media, and association); and violence and discrimination against marginalized groups, such as women (sexual and gender-based violence), children (sexual abuse and ritual killing), persons with disabilities, and the lesbian, gay, bisexual, transgender, and intersex (LGBTI) community. Other human rights problems included harsh prison conditions, arbitrary and politically motivated arrest and detention, lengthy pretrial detention, restrictions on the right to a fair trial, official corruption, societal or mob violence, trafficking in persons, and child labor. Although the government occasionally took steps to punish officials who committed abuses, whether in the security services or elsewhere, impunity was a problem. Section 1. Arbitrary or Unlawful Deprivation of Life There were several reports the government or its agents committed arbitrary or unlawful killings. On September 8, media reported security forces in Apaa Parish in the north shot and killed five persons during a land dispute over the government’s border demarcation.

    Speech to Parliament By H.E. Yoweri Kaguta Museveni President of the Republic of Uganda Parliamentary Buildings - 13th December, 2012 1 Rt. Hon. Speaker, I have decided to use the rights of the President, under Article 101 (2) of the 1995 Constitution of the Republic of Uganda, to address Parliament. I am exercising this right in order to counter the nefarious and mendacious campaign of the foreign interests, using NGOs and some Members of Parliament, to try and cripple or disorient the development of the Oil sector. If the Ugandans may remember, this is not the first time these interests try to distort the development of our history. When we were fighting the Sudanese-sponsored terrorism of Kony or when we were fighting the armed cattle- rustlers in Karamoja, you remember, there were groups, including some religious leaders, Opposition Members of Parliament as well as NGOs, which would spend all the 2 time denouncing us, the Freedom Fighters. They were denouncing those who were fighting to defend the lives and properties of the people, rather than denouncing the terrorists, the cattle-rustlers and their external-backers (in the case of Kony) as well as their internal collaborators. It would appear as if the wrong-doer was the Government, the NRM, rather than the criminals. We, patiently, put up with that malignment at the same time as we fought, got injured or killed, against the enemy until we achieved victory. Eventually, we won, supported by the ordinary people and the different people’s militias. There is total peace in the whole country and yet the misleaders of those years have not apologized to the Ugandans for their mendacity.

The comparatively cheap*haulage to the coast of larger quantities of export produce, sisal, cotton, coffee, sod-ash, is a necessary facility for the expanding economy of .East Africa. The railway also gives mobility to labor in ast Africa, facilitating the migrations necessary for agricultural purposes and for industries denendent upon large numbers of African personnel. By providing longer heavier haulge services, the railways complement their own and other motor transport service; the natural difficulties of road building and maintanance being formidable in East Africa, it is usually accepted that truck haulage routes should be ancilary to the railway.

    Disaster Relief Emergency Fund (DREF) Uganda: Cholera Outbreak DREF operation n° MDRUG032 GLIDE n° EP-2013-000058-UGA 15 May, 2013 The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent emergency response. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters. CHF 184,804 is being requested from the IFRC’s Disaster Relief Emergency Fund (DREF) to support Uganda Red Cross Society (URCS) in delivering assistance to some 900,500 beneficiaries. Un- earmarked funds to repay DREF are encouraged. Summary: th On the 18 April 2013, the Ministry of Health (MoH) reported an outbreak of cholera in the districts of Hoima, Nebbi and Buliisa. The reports from the ministry of health epidemiology and surveillance department indicate that since the beginning of 2013 the cumulative number of cases reported from the cholera affected districts has reached 216 cases and 7 deaths. The overall case fatality rate nationally from these districts stands at 3.2%. This report, for the first time, coincides with the Government financial year. 2. From the financial point of view the year has again been one of considerable difficulty since, as a result of the Economy Commission Report, it was necessary to restrict the money available for recurrent expenditure to the same level as the previous year. Although an additional sum was available to cover normal increases in salaries, the general effect was that many economies had to in all be made grades of staff; some important vacancies could not be filled, and expansion was out of the question.
