EX ALDERMAN NEWSLETTER 137 and UNAPPROVED Chesterfield 82 By John Hofmann July 26, 2014 THIS YEAR'S DRIVING WHILE BLACK STATS: For some reason the Post-Dispatch did not decide to do a huge article on the Missouri Attorney General's release of Vehicle Traffic Stop statistical data dealing with the race of drivers stopped by police. The stats did not change that much from last year. Perhaps the Post-dispatch is tired of doing the same story over and over or finally realized that the statistics paint an unfair picture because the overall region's racial breakdown is not used in areas with large interstate highways bringing hundreds of thousands of people into mostly white communities. This does not mean profiling and racism doesn't exist, but is not as widespread as it was 30 years ago. Traffic stop statistics for cities are based on their local populations and not on regional populations. This can be blatantly unfair when there are large shopping districts that draw people from all over a region or Interstate highways that bring people from all over the region through a community. CHESTERFIELD: Once again the Chesterfield Police come off looking pretty good. The four largest racial groups in Chesterfield are: Whites (84%) Asians (9%), Hispanics (2.9%) and Blacks (2.6%). If you believe in these statistics they show the Chesterfield Police are stopping too many whites and blacks and not stopping enough Asians and Hispanics. That is what is wrong with the Missouri Collection of Traffic data. The County wide population data comes into play since there is a major Interstate Highway going through Chesterfield and four major shopping districts.

Controversy arose, however, on House Bill 2 (establishing provisions relating to the admissibility of certain witness statements) when an amendment to the bill was introduced by Sen. Bob Onder (R-Lake St. Louis) that would allow the Missouri Attorney General to intervene after 90 days in St. Louis City on murder cases if the local prosecutor chooses not to prosecute. A simple day in the Senate turned into hours of heated debate that didn’t end until 3:00 o’clock Thursday morning, as Senate Republicans used the PQ (the seldom-used call for the Previous Question) to end debate and pave the way for passage of HB 2 including Sen. Onder’s amendment language. Much of the floor debate pitted Sen. Onder versus Sen. Jamilah Nasheed (D-St. Louis) and Sen. Sen. Karla May (D-St. Louis), with Onder saying Circuit Attorney Kim Gardner was not effectively prosecuting murderers in St. Louis City, and Nasheed and May pushing back in support of Gardner. It is unknown how the House will react to the Senate’s amendment to HB 2. The House did not address the issue in late August during its floor action on the Governor’s call.

Journal of the Senate FIRST REGULAR SESSION FIFTY-FIRST DAY—TUESDAY, APRIL 14, 2015 The Senate met pursuant to adjournment. President Kinder in the Chair. Reverend Carl Gauck offered the following prayer: “Make me to know your ways, O Lord; teach me your paths.” (Psalm 25:4) Eternal God, in a world that seems to treat all things as transitory, used today and gone tomorrow, how wonderful it is to focus on the rich legacy we have in You. Everything You do and create for Your purposes lasts forever. How reassuring it is to accept that even we are meant to have life beyond this life and, therefore, must treat each other as Your fellow creation. In Your Holy Name we pray. Amen. VERIZON POLITICAL CONTRIBUTIONS JANUARY – DECEMBER 2012 1 Verizon Political Contributions January – December 2012 A Message from Craig Silliman Verizon is affected by a wide variety of government policies ‐‐ from telecommunications regulation to taxation to health care and more ‐‐ that have an enormous impact on the business climate in which we operate. We owe it to our shareowners, employees and customers to advocate public policies that will enable us to compete fairly and freely in the marketplace. Political contributions are one way we support the democratic electoral process and participate in the policy dialogue. Our employees have established political action committees at the federal level and in 20 states. These political action committees (PACs) allow employees to pool their resources to support candidates for office who generally support the public policies our employees advocate. This report lists all PAC contributions, corporate political contributions, support for ballot initiatives and independent expenditures made by Verizon in 2012. The contribution process is overseen by the Corporate Governance and Policy Committee of our Board of Directors, which receives a comprehensive report and briefing on these activities at least annually. We intend to update this voluntary disclosure twice a year and publish it on our corporate website. We believe this transparency with respect to our political spending is in keeping with our commitment to good corporate governance and a further sign of our responsiveness to the interests of our shareowners.
